PROJECT EXECUTIVES
ENRICO L. BASILIO, DPA
NCPAG Associate Professor and Director
Enrico L. Basilio, D.P.A. is an Associate Professor and Director of the Center for Policy and Executive Development (CPED) at the University of the Philippines National College of Public Administration and Governance (UP NCPAG). He is also the Chief-of-Party of the USAID Regulatory Reform Support Program for National Development (RESPOND) being implemented by the UP Public Administration Research and Extension Services Foundation, Inc. (UPPAF)., where he leads efforts to enhance regulatory frameworks for sustainable national development.
Dr. Basilio earned a Doctor of Public Administration (DPA) from UP NCPAG in 2012. He also holds a Master of Arts in Applied Business Economics from the University of Asia and the Pacific and a Bachelor of Arts in Economics from the University of Santo Tomas.
DR. MA. OLIVA “LILY” Z. DOMINGO
NCPAG Lecturer and Project Consultant
Dr. Domingo is a distinguished academic with over 45 years of service at the University of the Philippines, where she retired as a Professor at the National College of Public Administration and Governance (NCPAG) in 2015. She has taught courses in various areas, including organization and management, human resource management, and leadership, and continues to teach at the graduate level. Dr. Domingo has held key leadership roles at U.P.-NCPAG, served as Director of the Center for Leadership, Citizenship, and Democracy, and the Center for Public Administration and Governance Education.
She is an accomplished author, with numerous publications and international awards to her name, and has provided extensive consultancy services across various sectors, including national and local governments, nonprofit organizations, and educational institutions. Dr. Domingo holds a Doctor of Public Administration and multiple other degrees from the University of the Philippines, along with a Diploma in General Management from the Netherlands. She has also been a Senior Fellow at Johns Hopkins University and currently holds Senior Fellow positions at the Development Academy of the Philippines and the Philippine Futures Thinking Society (PhilFutures).
RESOURCE PERSONS
Mary Jannette L. Pinzon, Ph.D. is an Associate Professor of Speech Communication at the Department of Speech Communication and Theater Arts at the University of the Philippines, Diliman. She received the 2022-2024 One University of the Philippines Professorial Chair Award for Outstanding Teaching and Public Service. Dr. Pinzon is the Vice-President of the Board of Trustees of Speech Communication Organization of the Philippines (SCOP). She wrote the book: The Rhetorics of Sin, a rhetorical study of the speeches, public persona, and role of the late Jaime Cardinal Sin in the Philippine social and political affairs- 1972 to1992. She co-authored Powerspeak: Oral Communication in Context, a Senior High Oral Communication textbook. Her research interests include Interpersonal Communication and Family Communication. At the University of the Philippines, she teaches Public Speaking and Persuasion, Interpersonal Communication, Family Communication, Interpersonal Influence, Voice and Diction, and Listening. Besides University teaching, Dr. Pinzon is also a Public Speaking consultant. She conducts Effective Public Speaking Performance and Communication Skills Seminars in government agencies, NGOs, and corporate groups around the country.
Professor Rosella Torrecampo is a tenured academic at the University of the Philippines (UP) Diliman, currently serving as Professor 3 and Affiliate Professor at UP Open University. Her extensive career includes leadership roles in curriculum development, training, and consultancy for government agencies, educational institutions, and international organizations. She has held multiple consultancy positions, such as Trainer for the British Council (East Asia), Consultant for Barangay Leadership Training, and Law Curriculum Development for the College of Law at UP Diliman.
She has also served as Director of the Office for the Advancement of Teaching at UP Diliman (2017-2020) and Assistant University Registrar (2011-2015). Her teaching portfolio covers a wide range of subjects, including English, Comparative Literature, Communication Skills, and Law Education.
Her latest consultancy engagements, spanning from 2020 to the present, involve various roles in curriculum design, trainer supervision, quality assurance for training programs, and resource development across diverse sectors. She is actively involved in programs with the Department of Environment and Natural Resources (DENR), the Department of the Interior and Local Government (DILG), and ASEAN, among others.
Professor Rosella Torrecampo holds a Doctor of Education in Educational Leadership from the Graduate School of Public and Management Development at the Development Academy of the Philippines (2012-2019). She earned her Master of Arts in Comparative Literature with a specialization in Comparative Tagalog and English Structural Linguistics and Anthropology from the University of the Philippines (UP) Diliman (1989-1991). She also graduated magna cum laude with a Bachelor of Arts in English, majoring in Imaginative Writing, from UP Diliman (1982-1985), where she was a College and University Scholar.
Throughout her academic career, she has received numerous scholarships, grants, and distinctions, including awards for best research and professional papers.
Atty. Bernadette C. Ongoco is an alternative dispute resolution specialist and former Executive Director (OIC) of the Office for Alternative Dispute Resolution, an attached agency of the Department of Justice.
She is currently a Senior State Counsel at the Department of Justice where she actively represents the Department of Justice - Philippines in various dispute settlement negotiations for a number of regional and multilateral agreements. She has participated in pertinent sessions of the United Nations Commission on International Trade Law. For a time, she assisted in negotiating dispute settlement mechanisms in investment agreements. She is also involved in the negotiations for Services in free trade agreements and has chaired the Coordinating Committee on Services and the Task Force for the ASEAN Trade in Services Agreement.
Atty. Ongoco has been a resource speaker in various domestic and international fora where alternative dispute resolution best practices and the administrative aspect of ADR proliferation have been the concern.
