Training Rationale/Overview
The Land Transportation Office (LTO) is instrumental in advancing road safety in the Philippines, aligning its efforts with the Philippine Road Safety Action Plan's five pillars. Yet, challenges persist in bridging the gap between policy formulation and effective implementation, particularly in strategic communication and enforcement. LTO personnel, especially those in middle and managerial roles, often face difficulties in delivering clear road safety messages, drafting detailed technical reports, and managing conflicts on the road.
To address these gaps, the Metro Pacific Tollways Corporation (MPTC), in partnership with the University of the Philippines National College of Public Administration and Governance Center for Policy and Executive Development (UP NCPAG CPED), has designed a specialized training program. Part of MPTC’s corporate social responsibility initiatives, this program aims to strengthen LTO middle managers' skills in strategic communication, technical writing, and conflict resolution.
This pilot program will engage 40 LTO middle managers, equipping them with tools to improve road safety communication and conflict management. By establishing a foundation for ongoing training, this initiative aims to contribute to a safer, more disciplined road environment in the Philippines and reduce road-related incidents.
