Theme: Mainstreaming equity and justice in transport planning
For several decades, transportation planning has been dominated by rules and practices grounded on a paradigm based on the “principle of demand” - a paradigm which prioritizes unhindered movement and congestion-free travel over access and equity.
In response to this, several transportation scholars have called for a fundamental shift, a radical reform of transportation planning itself, with Prof. Martens being one of the prominent voices. They call for a shift from a practice based on the “principle of demand” to one grounded on “principles of justice”.
This seminar will discuss the philosophical underpinning of transport planning firmly based on justice, and the possible pathways by which it can be applied - and mainstreamed - in transport planning education, training and practice in Asia, with particular focus on the Philippines.

Prof. Karel Martens
Professor, Technion - Israel Institute of Technology; Author of Transport Justice: Designing fair transportation systems (Routledge, 2017)
Karel Martens is professor at the Faculty of Architecture and Town Planning, Technion - Israel Institute of Technology, where he also heads the Fair Transport Lab.
He is an international expert on transport and justice. He has authored numerous publications on the topic, culminating in his book Transport Justice: Designing Fair Transportation Systems, which has been described by colleagues as “groundbreaking”, "a landmark", and “a revolution”.
Together with colleagues, he initiated the EU COST Action on Transport Equity Appraisal (TEA), which brought together European experts to develop novel approaches to the integration of equity in the assessment of transport projects.
His work has resonated in the academy as well as in practice, as evidenced by numerous invitations for keynote lectures, among others in the UK, Belgium, the Netherlands, South Africa, Canada, Israel, and Germany.
In 2014, he was elected Transport Professional of the Year in the Netherlands.
