The Federal Programs Department ensures that all children have an opportunity to obtain a high quality education and to achieve proficiency on the state's high academic achievement standards. We utilize multiple funding sources through the Federal Programs to meet the needs of our students, staff, and community. some programs are focused on low-income families, some on rural students, some on supporting high quality teachers and administrators, and others focus on specific student populations. The programs utilize evidence-based research strategies to accomplish our improvement goals. The department provides assistance to the schools to ensure compliance with regulations as well as to assure the quality of the program and the instructional delivery being utilized with at-risk populations. It is important that we engage families and involve them as partners in educating the students of Twiggs County.
PARENTS RIGHT TO KNOW (August 1, 2023 letter under Federal Programs Tab)
In compliance with the requirements of the Every Student Succeeds Act (ESSA) the Twiggs County Public School System informs parents that you ay request information about the professional qualifications of your student's teacher(s). the following information may be requested:
Whether the student's teacher-
has met State qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction;
is teaching under emergency or other provisional status through which State qualifications or licensing criteria have been waived; and
is teaching in the field of discipline of the certification of the teacher.
Whether the child is provided services by paraprofessionals and, if so, their qualifications.

LEAs that receive Title I, Part A funds are required to place their district’s Annual Report Card and each of their school’s Annual Report Card on their websites. Below is a copy of ESEA Section 1111(h)(2) with the specifics of this requirement.
(2) ANNUAL LOCAL EDUCATIONAL AGENCY REPORT CARDS.—
(A) PREPARATION AND DISSEMINATION.—A local educational agency that receives assistance under this part Title I, Part A shall prepare and disseminate an annual local educational agency report card that includes information on such agency as a whole and each school served by the agency.
(B) IMPLEMENTATION.—Each local educational agency report card shall be—
(i) concise;
(ii) presented in an understandable and uniform format, and to the extent practicable, in a language that parents can understand; and
(iii) accessible to the public, which shall include—
(I) placing such report card on the website of the local educational agency; and
(II) in any case in which a local educational agency does not operate a website, providing the information to the public in another manner determined by the local educational agency.

Individuals whose nighttime residence is NOT:
Fixed - stationary, permanent, and not subject to change
Regular - used on a predictable, routine, or consistent basis
Adequate - Sufficient for meeting both the physical and psychological needs typically met in the home.
