The Individualized Learning Plan (ILP) is the foundation of the induction program. In Turlock it is made up of inquiry cycles, videos, and observations, all of which are designed to assist candidates in becoming the best teachers they can be. During the course of the ILP, candidates are constantly reflecting on what is working in their classes and what is not. They focus on the questions, "How does this impact student learning?" and "What am I learning about myself as an educator?"
Induction Program Standard 3: The Individualized Learning Plan (ILP) must address the California Standards for the Teaching Profession and provide the road map for candidates' Induction work during their time in the program along with guidance for the mentor in providing support. The ILP must be collaboratively developed at the beginning of Induction by the candidate and the mentor, with input from the employer regarding the candidate's job assignment, and guidance from the program staff. The ILP must include candidate professional growth goals, a description of how the candidate will work to meet those goals, defined and measurable outcomes for the candidate, and planned opportunities to reflect on progress and modify the ILP as needed. The candidate's specific teaching assignment should provide the appropriate context for the development of the overall ILP; however, the candidate and the mentor may add additional goals based on the candidate's professional interests such as, for example, advanced certifications, additional content area literacy, early childhood education, case management, evidence-based practices supportive of specific disabilities within the candidate's caseload, consultation, collaboration, co-teaching, and collaborating with para-educators and service providers. Within the ILP, professional learning and support opportunities must be identified for each candidate to practice and refine effective teaching practices for all students through focused cycles of inquiry.

California Executive Order+ (E-N-66-20 & AB 130), allowing candidates to earn preliminary credentials and postpone the Teaching Performance Assessments (TPAs) and/or the Reading Instruction Competence Assessment (RICA) through induction, expired on August 31, 2022. All candidates must successfully pass the preliminary program requirements, including the TPAs and RICA/the LPA, to earn the preliminary credential. **On July 10, 2023, Governor Newsom passed SB 114, waiving the TPA requirement for those who fell under N-66-20 with a TPA code.
*Please note: Candidates who completed induction and were under Executive Order E-N-66-20 for the RICA can be recommended for the clear credential under AB 121 as summarized by the CTC. It is the candidates' responsibility to contact the induction office at (209) 667-0632, X 2809 if they believe the waiver applies to them. They will then submit a clear credential application (41-4) to the induction office, and the induction coordinator will recommend them.
