Fluency is the ability to read smoothly - like a river - speeding up or slowing down when necessary in order to understand what is being read. Many students can read correctly (i.e. accurately) however they lack expression, speed, or understanding. Fluency is the ability to read the words accurately, while comprehending, and read the text like the author would.
