The student legislators convene at the State House. They occupy the seats of the regular legislature to conduct business in a regular legislative manner.
Secure Credentials/Registration
Upon arrival in Concord on Friday April 12, 2024 all delegates and advisors shall report to the Concord Family YMCA, 15 North State Street, Concord, NH to provide the name of any missing student and receive printed name badges. The printed name badges shall serve as official credentials for access to the State House, Legislative Office Building, and Supreme Court for the duration of the Model Legislature
Legislative Sessions
The Youth Legislature is officially opened with a Welcome from the NH State Governor, schedule permitting. The Youth Governor follows with his/her message to a joint session. The youth legislators then meet in their respective committees to hear the first reading of the bills by title and their ranking in committees. In the final joint session, a summary of the work of the Youth Legislature is reported by the Speaker of the House, President of the Senate, Chief Justice, and Governor.
Committee Hearings
The committee session will be presided over by a chairman, a co-chair, and a clerk with the support of an advisor.
Floor Debate
Legislators meet in their respective houses to debate the bills which have been passed by Senate or House Committees. The bills are received for debate in the order in which they are reported out of the House or Senate Committees. When a bill has passed either the Senate or House, it is then sent to the Governor for his/her signature or veto. There is not sufficient time for a bill to be considered by both House and Senate
Pages
Students from Junior High Schools in New Hampshire serve as Pages, facilitating communication between committees, House and Senate Chambers and Governor’s Council.
Meetings
An opportunity for fellowship occurs at mealtime (breakfast, lunch, and dinner) and after the chambers recess for the evening on Friday.
