These terms describe how a resource is delivered, not who qualifies to use it.
Embedded resources are built into the testing system, such as the digital highlighter or zoom.
Nonembedded resources are provided outside the testing system, such as scratch paper or an approved separate setting.
Consider:
What barrier does the student experience during classroom work?
What tools or supports already help the student?
Can the student use the resource independently?
What does the student say is helpful?
Is the resource permitted for this assessment?

Teach students how and when to use their resources. Give them practice during classroom instruction, on practice tests, and on interim assessments. Watch whether the resource actually helps.

For summative assessments, work with your site or district CAASPP coordinator to confirm that assigned settings are entered correctly in the Test Operations Management System (TOMS).
Does a student need an IEP to receive support?
No. Universal tools and designated supports can be available without an IEP or 504 plan. Accommodations require documentation in an eligible student’s plan.
Is text-to-speech always an accommodation?
No. It depends on the content. For Smarter Balanced, text-to-speech for mathematics and ELA items is a designated support. Access to ELA reading passages through text-to-speech is an accommodation with specific eligibility requirements.
Can every classroom support be used on CAASPP?
Check the matrix first. A resource outside the approved list may require an unlisted resource request and CDE approval. Consult your coordinator before testing.
