Each of the 214 Texas Soil and Water Conservation Districts is a legal subdivision of state government organized by local agriculture landowners with the assistance of the Texas State Soil and Water Conservation Board (TSSWCB). Each SWCD develops locally-driven solutions to natural resource concerns and is governed by a volunteer Board of Directors.
The Board of Directors of Hays County SWCD consists of five members, each representing one subdivision/zone within the District Service Area. The Directors are elected by cooperating landowners within the district. The Board is responsible for district policies and procedures for carrying out the district programs.
The Board of Directors coordinates the conservation efforts of various local, state, and federal agencies, and other organizations. The Board has authority to enter into working agreements with these governmental agencies and private concerns to carry out its purpose. The Board meets monthly.
