CESA 12
The organization of school districts in Wisconsin is such that the legislature recognizes the need for a service unit between the school districts and the State Superintendent. The Cooperative Educational Service Agencies are designed to serve educational needs in all areas of Wisconsin by serving as a link both between school districts and between school districts and the state. Cooperative Educational Services Agencies may provide leadership, coordination and education services to school districts, University of Wisconsin System institutions and technical colleges. Cooperative Educational Services Agencies may facilitate communication and cooperation among all public and private schools, agencies and organizations that provide services to pupils. Douglas County schools are part of CESA 12 based in Ashland, Wisconsin.
Challenge Center
The programs and services the Challenge Center provides and continuum of service options are listed in the Programs section and reflect the individualized care provided to over 60 program participants by our 170 dedicated staff and many volunteers. Each of our 10 residential homes, located in neighborhoods throughout the City of Superior, has a distinct atmosphere and purpose. Creative work environments that include Bay Produce, Marathon Industries as well as many community employment opportunities support people in developing their individual vocational goals. The Day Services programs also provide a variety of learning and growth experiences with a continuum of care, from Sensory Stimulation through Life Skills to our Seniors programs. Community integration is a primary theme of our services and is central all programs and our evening & weekend recreation and leisure time activities offerings.

Division of Vocational Rehabilitation (DVR)
The Wisconsin Department of Workforce Development (DWD) is a state agency charged with building and strengthening Wisconsin's workforce in the 21st century and beyond. The Department's primary responsibilities include providing job services, training and employment assistance to people looking for work, at the same time as it works with employers on finding the necessary workers to fill current job openings. DVR is a branch of DWD working with individuals with disabilities.

Human Development Center
HDC is a private, non-profit, organization that was established in 1938. HDC is a community mental health center that serves residents in four counties in northeastern Minnesota and one county in northwestern Wisconsin. They offer a wide range of programs for youth and young adults.

Superior Vocations Center
SVC is a vocational service provider who works with individuals with disabilities, high school age and beyond, who are seeking successful employment. We offer a variety of person-centered services such as employment exploration, evaluation, job shadows and supported employment; including the support of a job coach if warranted. Through our work with the Department of Vocational Rehabilitation (DVR), Douglas County Social Services, Inclusa, IRIS, and other area businesses, we can assist individuals to achieve successful employment based on their interests and abilities.
