This is a correction to the below email that was sent out moments ago. The version received was a 2026 version not a 2025 version.

The revision date of the form that should not be released yet is 09/18/25.

We have been informed that the department has already received a 2025 version of the DR 0098, Special Event Sales Tax Return (revision date of 09/18/25). The form received does not have a specific vendor ID for us to contact directly. 

This form should not be released until January of 2026. Please review the Release Date column of the Colorado Tax Grids by Year before releasing any of the forms."

Hello All,

The state of Colorado's IT department has our email attachments set to scan for PII. When we attempt to send back vendor forms sometimes that setting reads the dummy data as real PII. As a result a message that says "This is a secure message" is sent to industry members instead of sending submission results.

We do not use this, nor do we require that industry members have password to access the information. 

If you receive this email please reply to the email or send an email letting us know at dor_fd_vendor@state.co.us. We will resend the forms status email. Forms will usually go through when sent a second time.

This information has been place in the F A Q section of the CDOR SFD site.

Hello Everyone,

The eFile team is working diligently to complete the 2D form packets and getting them released to the substitute form development community. All software developers will be notified when the packets are complete. A due date deadline will be provide upon release.

In the mean time please make sure to meet the paper form deadlines that can be found in the "Submit No Later Than" column of the Colorado Tax Grids by Year. As these reviews concentrate on the layout and content, they are separate reviews from the 2D packets, even though they may contain 2D forms.

Key Reminders for a Smooth Review Season

1. Please read the 2025 SFD Specifications.

2. Submit the 2025 LOI and wait for approval before submitting any forms.

   1. List all limitations on the LOI. 

   2. Limitation waivers are not guaranteed to be granted. 

   3. Limitations missing from the LOI will require a resubmission of the LOI.

3. 2D packets (when made available in November/December) should be sent to dor_efileadmin@state.co.us.

4. Subject of emails should be the NACTP number, vendor name and submission type. 

   1. I.e. 1234, Tax Form Vendor, New Submission.

   2. To make sure all forms intended for review are attached to the email, please include form numbers in the body of the email. We no longer accept a separate attachment with a list of forms to be reviewed.

   3. Once the review of the submitted forms has been completed, SFD Paper Review Team will use the original email to reply with the form status.

5. As of 2023, scanline forms may require 3 samples, depending on the form number. Make sure to review the SFD Specifications with the list of forms and required number of samples before submitting. If the incorrect number of samples are submitted, the submission will be rejected before any review has taken place. All non-scanline forms require 2 samples. 

6. Forms with bottom alignment limitations must use capitalized alpha characters. Forms with no such limitations may use X for letters and 0’s for numbers to show variable data placement. Exceptions for this nondescript data are Account Names, Account Numbers, Amount Dues, and Dates, where we request unique alpha numeric sample data.

7. Also, please note the DR 0158-I is now the DR 0158. The document name, barcode, and human eye readable must be updated.

Hello Everyone,

Governor Polis has ordered a special session for the Colorado legislation. The session will begin August 21 and will last at least three days. 

Special session has the potential to affect Colorado state tax forms. Once the special session is complete and our team better knows the impacts, we will provide the substitute form development community with a start date regarding when "final" forms will be released for replication. Please note, not all forms are expected to be impacted by this special session. Some "draft" forms may be released as early as the end of next week on the Tax forms by year 2025 page.

Please find attached a corrected version (v2) for use going forward.

• Vendors who have already submitted their LOI to us and plan to include DR 0619 in their submissions, please resubmit your LOI using the updated version. We apologize for the inconvenience.

• Vendors who have already submitted their LOI and DO NOT plan to include DR 0619, no action is needed.

We are also updating the LOI version on the Colorado Substitute Form Developed website.

Steps:

1. Download the zip folder. (Please do not just download the Word doc.)

2. Open the word document and enable editing.

3. Complete the word document (including the limitations section).

4. Once complete, please email the letter of intent to dor_fd_vendor@state.co.us  and  dor_efileadmin@state.co.us.   

The LOI zip folder is attached to this email. It can also be found on the Colorado Substitute Form Developer website. 

Finalized forms will begin to be posted on the website beginning in September.
