Governor Polis has ordered a special session for the Colorado legislation. The session will begin August 21 and will last at least three days.
Special session has the potential to affect Colorado state tax forms. Once the special session is complete and our team better knows the impacts, we will provide the substitute form development community with a start date regarding when "final" forms will be released for replication. Please note, not all forms are expected to be impacted by this special session. Some "draft" forms may be released as early as the end of next week on the Tax forms by year 2025 page.

It was brought to our attention that form DR 0619 was omitted from the 2025 Colorado LOI.
Please find attached a corrected version (v2) for use going forward.
Vendors who have already submitted their LOI to us and plan to include DR 0619 in their submissions, please resubmit your LOI using the updated version. We apologize for the inconvenience.
Vendors who have already submitted their LOI and DO NOT plan to include DR 0619, no action is needed.
We are also updating the LOI version on the Colorado Substitute Form Developed website.

It was found that the DR 0619 was missing from the forms list on the LOI. The Colorado Letter of intent is being updated and will be re-released. Please wait and complete the updated version of the LOI once it has been release.

The Colorado Letter of Intent (LOI) has been released!
Steps:
Download the zip folder. (Please do not just download the Word doc.)
Open the word document and enable editing.
Complete the word document (including the limitations section).
Once complete, please email the letter of intent to dor_fd_vendor@state.co.us and dor_efileadmin@state.co.us.
The LOI zip folder is attached to this email. It can also be found on the Colorado Substitute Form Developer website.
Finalized forms will begin to be posted on the website beginning in September.
