English is the basic language of Texas, yet a large percentage of the student population in this state resides in households where the primary language is a language other than English. Many of those students are identified as Emergent Bilingual (EB) within the school system. A student identified as EB is a student whose primary language is other than English and whose English language skills are such that the student has difficulty performing ordinary classwork in English. Texas has the second highest population of students identified as EB in the United States; approximately one in five students in Texas are identified as EB.
