Type Windows Features in search box, click onto Turn Windows features on or off. See if Microsoft .Net Framework 4.7 is selected.
I found it not showing at all, however with .Net Framework 4.7 installed.
What alerted me to flaw was a popup as I clicked onto an aspect of MS Windows 7 Event Viewer, popup read: MMC Could not Create the Snap in Error
