Advisory: When and if you do use Adobe Flash Player's installation page, i.e., seen here, I strongly suggest;
Remove the check-mark {by clicking onto it] from the check-box (below "Optional offer:"), prior to your clicking onto "Agree and install".

You can see the latest Flash Player version information here and your version, i.e., if it is currently up to date.
Check if Flash Player is installed on your computer ~ Flash Player Help
above link will also tell you if your computer has the latest Flash Player installed.
If not installed, this page does provide how to proceed.
If and when an attempt to install a new and or an update of "Flash Player" online, where you get this error, "Adobe Flash Player could not be installed.", you may need to implement one or both of the following options:
Close applications that use "Flash Player", i.e., like your Internet Browser.
Possibly, you may need to close "FlashPlayerApp.exe", i.e., using Windows Task Manager or similar software, like System Explorer.
Search and use an "Offline Installer" (I use FireFox Browser, so I use a non IE Flash Player Installation), if so read my comments below.

Apparently, the Adobe engineers that popped into my computer and discovered the problem did not post the workaround...
So here it is:
Right click on the downloaded installer and select "Properties"
Select the "General" tab
At the very bottom, you will see a section called "Security" with the following text:
"This file came from another computer and might be blocked to help protect this computer."
Click the "UNBLOCK" button to the right of that text.
Click "OK"
Run the installer!!!
That's it!!!
Somehow file permissions get mucked up for some people and the installer can't cope with that. Hopefully they will fix it soon.
