there is a thread at Radio Ref from 2012 or 2013 that gives a little info about the uses of the various nets - my guess is that fire and EMS units are on the Valley Net and Park Net - wildfire and structure fire units are on the Fire Net - and the LE Tac net is used by LE only - just guessing
