QGIS: Base Map and Data Points

After a looking into the OpenLayers plugin, we found that it was under the "Web" tab of QGIS. From there, we were able to load the basemap and add the data point layer. Another discovery was changing the labels to display ATT1 data. We currently believe that this is pavement height information, but will need to cross-check it with Insula SpA.
