Stephen Otero is a Fire Inspector/Fire Plans Examiner at the City of Franklin Fire Department. He has 19 years of experience in the fire service, out of which 15 years were spent with the Riverside County/CAL Fire in California, 2 years with the City of Palm Springs in California, where he served as a Deputy Fire Marshal, and 2 years with the Columbia Fire & Rescue in Tennessee, where he worked as Fire Marshal. He has worked with the Franklin Fire Department for the past 16 months. Additionally, he conducts third-party plan reviews for several fire departments located in California, including Glendale, Costa Mesa, San Jose, and San Marino.
Stephen holds a Bachelor of Science in Fire Administration from California State University Los Angeles. He is pursuing his Master's degree in Public Administration with a specialization in Public Management from Murray State University. In addition to his studies, he is also an Adjunct College instructor at two community colleges in Southern California. He teaches Fire & Building code classes remotely.
