Problem Statement-Definition Paper
Prepare a brief (2+ pages) that defines the problem, i.e., addresses the questions from the last 2 rounds, for peer review and identifies your analysis plan. This part of the paper could address the following:
What is the “big” problem/issue your research addresses?
What key question(s) emerge from this problem/issue?
Is there an assertion or premise that needs to be tested? issues that should be addressed?
What are the various points of view on this topic? Who holds them?
What are the implications for solving the problem? Not solving it? OR solving it (not solving it) the way you are proposing?
What information is most relevant to the problem/solution? For example, what is the event or series of events that was a catalyst for action or change?
What concepts, theories or ideas should be considered, for example, criteria for evaluating options?
What will you analyze? How will you do so? What analysis tool/rubric will you use? [Roadmap]
What is the relationship between the problem, proposed options, and analysis tool used to evaluate? [Create a graphic.]
What is the “crisis action plan” for your topic? See War College resources.
Please send draft to Cindy and Army Fellow peer by noon Tuesday, November 28. Let's plan to peer review at next meeting, Nov. 29.
