In the previous Westbard Sector Plan (~1983), where the four houses are at the end of Ridgefield before Westbard Ave., there was supposed to be a park. As recently as 1997, there was a wooded lot there. Sometime thereafter, a planning department sign went up and the developers built did 4 homes.
When discussions began about the current Westbard Sector Plan (2014-2017), the SCA and several others in our community pointed out that we were supposed to have a park at the end of Ridgefield Rd. We pressed for a park with the planners to 1) make up for the park we never got in the last sector plan and 2) to provide a buffer between the single family homes at the end of Ridgefield and the new multi-family apartment building. Fortunately, the planners listened and so did Equity One and then Regency. It won’t be a very big green space, but it is better than nothing.
In our slides from the November Community Meeting, we identified the Springfield Park as one of our goals for 2025. Several of you wrote to us asking, "What is the Springfield Park?"
The planned "Springfield Park" (shown below in a concept map) was created at Westbard by Regency Centers to meet the requirements for "green space" set by Montgomery County in the redevelopment of the shopping center.
As we understand it, this land will be dedicated (aka donated) to Montgomery County Parks, who will manage it.
Starting in 2025, the Board will work to learn more about the plans for the Park, the timing of the dedication, and the maintenance of the area in the future.
