Oppose Proposal to Close Westbard Ave at River Rd
Please take a few moments to send a message using this link to the County Council to oppose the plan to close to all traffic the intersection of Westbard Ave at River Rd (see on map or see photo of the intersection) and protect the Springfield neighborhood from more traffic.
In the next few weeks, the entire County Council will consider a proposal to permanently close to traffic and abandon forever, the intersection of Westbard Avenue and River Road.
Yet next year this same block will undergo a 233% increase in the number of homes from 24 to 56 houses.
It makes no sense to close one of only two exits to main roads from this block that provide access to the existing 24 homes and the additional 32 townhomes that will be occupied in the coming months.
The earlier safety and cut-through traffic problems have been resolved:
Cut-through traffic has been nearly eliminated by the realignment of Westbard Ave with Brookside Ave.
Safety concerns have been resolved by the closure of the left turn from/to River Rd via the installation of flex posts.
The Springfield Civic Association (SCA) was not consulted about this proposal and strongly opposes it, as we opposed a similar proposal in 2023 and earlier this summer of 2025.
We oppose this closure as we expect that it will divert traffic into surrounding streets and roadways and cause congestion and increase the risks to pedestrians after the construction of over 400 dwelling units at Westbard between 2025 to 2027.
This closure will worsen the problem — and is likely to create spillover on nearby streets.

The County is preparing a list of addresses that lie in corridors designated for up zoning, and is designing an online look-up tool. The SCA Board will share this information with the Springfield community when it becomes available.
Clear Ice and Snow from sidewalks and play areas around Wood Acres Elementary Schools on Sunday 25 January 2025
Thanks to the 20+ volunteers who worked to make sidewalks safer for children, parents and all pedestrians walking to Wood Acres Elementary School.
The effort was organized by the Springfield and Wood Acres Civic Associations.

The table below shows the outcome of this election by street segment with the confirmation of 51% quorum. The right most column shows Yes or No to indicate if both a quorum and a majority in favor of sidewalks was achieved.

For those of you not familiar with this initiative, starting in May 2023, the SCA worked to inform residents of the potential of sidewalks to make our neighborhood safer for children and adults, and to respond to their concerns.
