All properties in The Groves are subject to CC&Rs, registered against each property deed, and agreed to by each owner at time of purchase.
Section 3.05 of the CC&Rs reads, in part, as follows: "No structure shall be erected, placed, moved onto, or permitted to remain upon any lot, nor shall any existing structure upon any lot be altered in any way which changes the exterior appearance thereof except in accordance with complete plans therefore previously submitted to, and approved in writing by, the Improvement Authority." The Improvement Authority is the GPOA.
The word "structure" is defined in section 3.01 to mean anything other than trees, shrubbery and landscaping. Home addition? Structure. New hardscaping outside? Structure.
Time and time again, owners ignore the CC&Rs completely and build something. The GPOA Board of Directors exists to keep our little community a desirable place to live, as well as to try to maintain property values. People who ignore the rules undercut this effort. Only the most recent new owners might not be aware of the provisions of Section 3.05. In any case, here it is, prominently displayed on the website. Please observe the rules and talk to the GPOA prior to undertaking a new project.
