In North Carolina, some of the river basins have regulatory riparian buffers that have been established to improve stream water quality. The Neuse and Tar-Pamlico rivers are two basins that have rules to govern activities within 50 feet of stream banks. These rules apply to intermittent and perennial streams but not to ephemeral (storm) drainage features.
If you own property in either of these two river basins and it has a drainage feature you should contact a natural resource or environmental consultant to make an assessment as to whether your drainage feature is subject to the riparian buffer rules and find out what the implications are for development of the property.
