Architectural Guidelines for Smithfield

Revised April 2016

The Declaration of Covenants and Restrictions for Smithfield forms the basis for the architectural guidelines, and is the authority for the operation of the Architectural Control Committee (ACC). The purpose of these guidelines is to enhance and clarify the Declaration of Covenants and Restrictions, and they are hereby incorporated as part of the General Covenants and Restrictions (Article X, p. 24).

These guidelines are provided to:

· establish standards for exterior design and alterations which allow for subjective choice of personal taste within a range acceptable to the Smithfield community as a whole;

· assure homeowners that a standard of quality in architectural style will be maintained, and that the overall appearance of the subdivision community will be enhanced;

· increase each resident’s awareness, understanding, and voluntary compliance with the covenants and guidelines, and to build homeowner consensus on the “look and feel” of the community as a whole;

· serve as a broad-based reference text for homeowners, the ACC and the Board of Directors in evaluating the applications submitted for improvements and alterations to existing structures;

· serve as a guide and are not intended to be all inclusive.

In addition to the Covenants and Restrictions, the following guidelines have been formally adopted by the ACC:

1. All exterior changes or alterations to a property are prohibited until written plans have been submitted to, and approved by, the ACC. This includes the removal of trees.

2. Should a homeowner wish to initiate a change/upgrade/alteration or a construction project which affects the land mass surrounding the home, it is imperative that the plan first be submitted to the Town of Farragut. This step will insure that the project will be in compliance with property setbacks, lot coverage restrictions, drainage requirements and easements. Only after the TOF has verified compliance should the project request be submitted to the ACC for consideration. (Please note that verification by the TOF does not guarantee that a project will be approved by the Smithfield ACC.)

3. Property maintenance and adherence to architectural standards are critical to preserving the integrity of Smithfield (Article VIII, Section 2, p.22). As a reminder, proper maintenance includes:

§ Exterior elements of your home – roof, windows, doors, gutters, soffits, exterior shutters, trim, mailboxes, etc. - kept in good repair.

§ Fresh mulch and/or pine straw in landscaped beds.

§ Removal and replacement of dead and/or dying plants and shrubs.

§ Shrubs pruned/trimmed and lawn mowed on a regular basis.

§ Landscape beds and lawn kept weed-free.

4. An irrigation system is required for the front and side yards and must provide coverage extending to the rear corners of the house. The irrigation system must be operable and used to maintain healthy turf and landscaping;

5. All driveways will be Bomanite, stamped concrete or pavers;

6. Long-term and/or overnight on-street parking is prohibited. Vehicles that cannot be accommodated in garage space or driveway should be parked at the pool parking lot;

7. All heating and air conditioning equipment screening structures must be specifically shown on site plans and landscaping plans submitted for ACC approval. Dimensions of the pad and structure, and description of materials are required;

8. Mailboxes must be the same as those currently in use. Contact the ACC for vendor information for replacement parts;

9. All roof caps must be painted flat black. All exhaust caps/pipes on exterior walls must be painted to match the house color;

10. All exterior shutters must be made of wood or wood composite material, and must be attached to the house with workable hinges and shutter dogs;

11. All porch and/or deck posts and railings must be painted the house or trim color. All vertical posts must be framed and painted;

12. Basketball poles/backboards, outdoor play equipment, solar equipment, sheds, dog houses and enclosures, vegetable gardens, and compost piles are prohibited;

13. A flag staff which is placed at an incline on the side wall of the house and does not exceed six feet in length is permitted;

14. Firewood should be stored inside the garage or otherwise out of sight;

15. Storm doors are prohibited without ACC approval;

16. Ornamental lights, such as those displayed outside at holiday time, must be of the small clear or white variety, and can only be displayed from Thanksgiving through January 15. Holiday lawn displays are not permitted.
