Meeting called to order at 6:02 pm
Minutes of the 7/24/2023 board meeting approved as submitted.
Treasurer (Adam Grow)
Treasurer’s report distributed and approved. All dues have been collected for exception of one household. All pool assessments have been collected. TN State filing completed. Budget currently reflects $6000 under for 2023 due to pending tree maintenance. Board voted and approved to remove Tom Smoot (previous President) and add Bob Cross (current President) to our bank accounts at Regions and SouthEast.
Common Area Maintenance (Dick Mowery)
Flagpole at the entrance will be repaired soon. We will solicit quotes for pressure washing the neighborhood sidewalks. We asked Kathi O’Hara to act as our liaison for Lawn Doctor elective services – she will be sending out information soon to coordinate services.
Pool (Jane Brannon)
Jane Brannon will continue managing pool renovations. We do not anticipate any delays with our regular scheduled pool opening, but please be considerate of potential delays that may arise as with any construction/renovation project.
Architectural Control Committee (Bob Cross and Dick Mowery)
Reminder to homeowners to maintain yards and flower beds along with working sprinkler systems. Please remove dead/unsightly materials. Remember to mulch flower beds. Later this Spring, please examine and remove any shrubs that may have been damaged by hard freeze.
Greenway Tree Committee (Beth Milam)
Evergreen Timber Works will continue with our annual Willow Oak Greenway tree maintenance – tentatively within the next 6 weeks. Two full days are planned and crew will focus on large dead wood, low handing branches, and hazards. The majority of this work will be Pole saw and Bucket truck work. This action will help the safety of the residents and trucks that enter the neighborhood from breaking large branches. If time permits the next step would be to look for and find large conflicting branches. REMINDER: DO NOT MULCH THE GREENWAY TREES. Homeowner will be responsible for mulch removal.

Meeting called to order at 5:40 p.m.
Tom Smoot, President, welcomed homeowners present.
Ashley Smith, Secretary, confirmed that a quorum was achieved – 15 households in attendance and 12 proxies received.
Minutes of annual meeting held on 8/28/2022 were approved as previously submitted.
Common Area Maintenance
Bob Cross reported that the street repaving and sidewalk repair by TOF has gone very well and will soon be completed. He explained the terms of the agreement between TOF and SHOA for future repairs of subdivision streets and sidewalks caused by greenway tree roots. SHOA is required to create a “sinking fund” for financial responsibility for future repairs. Beginning in 2024, SHOA will deposit $2000 annually to this fund.
Beth Milam noted that ensuring the health of the greenway trees is very important because TOF owns the trees on its right-of-way. If one of the trees should die, become diseased or deemed to be a hazard, TOF could remove all of the trees.
Pool
Jane Brannon provided information on cost quotes for swimming pool resurfacing and pool pump replacement. This project will require a special assessment of $250 per household and disbursement of funds from the SHOA Capital Reserve fund. Based on three proposals received (ASP, Sequoyah Pools, Tipton Pools) Jane recommended that upon approval of the proposed special assessment, Sequoyah Pools be contracted to perform the work. With receipt of a 50% deposit, Sequoyah Pools will schedule the project for spring 2024 prior to our pool season. Pending approval of the special assessment, vote was unanimous to award the project contract to Sequoyah Pools.
Treasurer
Adam Grow, Treasurer, reported that to date $1732 remains in the budget for the current fiscal year ending 8/31/2023. If there are remaining funds, they will be deposited into the Capital Reserve fund – while at that point there was remaining money, the expected outcome of the 2022-2023 fiscal year is close to breakeven. Adam reviewed the proposed budgets for “stub year” (9/1/23 to 12/31/23) and for 2024 (1/1/24 to 12/31/24), noting a significant increase in trash service pricing.
Motions were made and seconded to vote to approve the budgets as presented. Approved by unanimous vote.
A motion was made and seconded to approve a $250 per household special assessment for the swimming pool resurfacing project. Approved by unanimous vote.
Dues payment options:
•$467 (for Sept-Dec 2023) due by August 31st and $1850 (for Jan-Dec 2024) due by December 31, 2023.
•$2317 due by August 31st (covering Sept 2023 – Dec 2024)
•$467 due by August 31st and bi-annual payments of $1100 ($850 + $250 assessment) due by December 31st and $850 due by May 30th.
•A late fee of $100 will be assessed for any dues more than (7) seven days in arrears.
•Absentee homeowners are responsible for payment in full of dues - $467 by August 31st and $1850 by December 31st.

The “Slate of Nominee Recommendations” (Bob Cross, Adam Grow, Dick Mowery, Ashley Smith, and Tom Smoot) submitted by Tom Smoot and previously distributed to the membership was presented by Ashley Smith and approved.

Minutes of the 3/5/2023 board meeting approved as submitted.
Treasurer (Adam Grow) Treasurer’s report distributed and approved. Reminder, if possible, when making any payment of fees/dues please pay with check or money order instead of cash. Yearly dues include a $200 increase and payment options will be distributed with annual meeting documents.
Common Area Maintenance (Tom Smoot and Clark Gross) Work has started on sidewalks and will take place over the next several weeks depending on weather conditions. We are seeking quotes from additional sprinkler and lawn treatment companies.
Pool (Jane Brannon) We have been dealing with major algae bloom recently with several temporary pool closures. It has been determined that the in/out flow valves in the pool have been plastered in and the bulbs were removed. This prevents the valves from being unscrewed and replaced. The flow bulbs regulate the pressure of the water entering and returning to the pump both during backwashing and regular flow. We are seeking quotes for replastering.
Architectural Control Committee (Jane Brannon, Bob Cross, and Dick Mowery) No updates.
Greenway Tree Committee (Beth Milam) Evergreen Timber Works will continue with our annual Willow Oak Greenway tree maintenance – daily rate has increased to $2200 and there is also added dump fees which can range from $200/load - this will depend on what is being discarded. Maintenance should tentatively begin around the beginning of November. REMINDER: DO NOT MULCH THE GREENWAY TREES. Homeowner will be responsible for mulch removal.

Based on increased operating costs and imminent large expenditures, the board unanimously voted to increase the annual dues by $200 per year – this will bring the total yearly dues to $1600. Treasurer (Adam Grow) Treasurer’s report distributed and approved. If possible, when making any payment of fees/dues please pay with check or money order instead of cash. Based on increased operating costs and imminent large expenditures (greenway trees, pool resurfacing, etc.), the board is considering its options to either increase dues, have a one-time assessment, or a combination of both.
Common Area Maintenance (Tom Smoot and Clark Gross) North Valley will be removing one of our common area trees that hang over Smith Road at the 3-way stop. Annual flowers will be purchased in Spring and North Valley will plant.
Pool Tentative pool opening date is scheduled for May 5th. Kay Perry will be hired to provide the general upkeep of the pool. Jane Brannon will be main contact for pool-related services. American Swimming Pool will continue to provide service.

Meeting called to order at 6:30 p.m. Minutes of the 9/6/2022 board meeting approved as submitted.
Treasurer (Adam Grow) Treasurer’s report distributed and approved. All homeowners are up to date on dues. Four homeowners have opted for bi-annual payment.
Common Area Maintenance (Tom Smoot and Clark Gross) Common Area Maintenance contract has been renewed with North Valley. North Valley leaf pickup dates are scheduled for 11/7, 11/21, 12/5, 12/19, and 1/4 - please have leaves blown to the street for pickup – also remember that this is for leaves only – do not place debris such as branches, yard/landscaping clippings, etc. into the leaf piles.
Pool Pool is closed for season. Tentative opening date as usual, Mother’s Day weekend 2023. If anyone is willing to assist with the pool, please contact any board member.

Common Area Maintenance (Tom Smoot and Clark Gross) Cost quotes are being solicited for common area maintenance contracts. North Valley is our current provider of services and has extended contract through end of September 2022. Jesus landscaping will provide individual home leaf service for $40 each service and leaves will be blown to the street. Front entrance has been pressure washed and paint touched up - further maintenance needs of front entrance wall will be assessed in early Spring 2023.
Pool ASP is scheduled to install pool cover on 9/19/2022. Jane Brannon and Ashley Smith will assist with pool needs until we have a volunteer for the Pool Committee Chair. If anyone is willing to assist with the pool, please contact any board member.

Greenway Tree Committee (Beth Milam and Jamie Northcutt)
If you have any tree needs, please let Beth Milam or Travis Davis with Evergreen Timber Works (arborist) know so that work can be scheduled accordingly. Tree maintenance has been budgeted again for three full days of service this Fall. Sidewalks are uneven due to tree root structure – please be aware of hazards when walking.
REMINDER: DO NOT MULCH THE GREENWAY TREES. Homeowners will be responsible for mulch removal.
Irrigation (Jerry Thomas)
Raindrop has completed current repairs on sprinkler system. Zone 6 should not be activated because this zone’s coverage was transferred to another in years past and will leak under sidewalk – Raindrop will disconnect this zone from control box during sprinkler closing on November 10th.
Swimming Pool (Kathi O’Hara)
American Swimming Pools is current service provider and is contracted through end of year. They are currently providing the needed chemicals as part of their service and fees.
Social and Flower Committee (Deb Bird)
No events currently planned. If interested in hosting the annual Christmas party, please let us know – there is money budgeted for purchase of food. Steve and Deb will be stepping down from yearly front entrance flower planting. Deb is stepping down from social committee chair. If anyone is interested in assisting, please contact a board member.
Common Area Maintenance (Henry Bird)
Front entrance is currently being pressure washed – once completed we can assess whether it needs further maintenance such as painting. North Valley is our current provider and contract expires at the end of this month.
Treasurer (Tina Sanders)
Treasurer report distributed and approved with one opposition. Dues for FY 2023 are $1400 payable in full on9/1/2022 or a two-payment option is available with $750 due 9/1/2022 and 2/1/2023.

7/12/2022

Meeting called to order at 6:33 p.m.
Minutes of the 6/2/2022 board meeting approved as submitted.
Treasurer (Tina Sanders)
Treasurer’s report distributed and approved. $5,000 was withdrawn from the Capital Reserve Account held in a certificate of deposit at SouthEast Bank that matures on 8/31/2022. To date, actual expenses show a deficit of $4,205.75 versus the predicted $6,633 deficit in the approved budget. The preliminary draft of the proposed FY2023 budget is based on $1,400 per household annual dues. The budget draft was reviewed, and additional cost estimates /quotes are being solicited. The Waste Connections 3-year contract is now in year two, ending on June 1, 2023, at a stipulated rate. On or before June 1, 2023, the Board either needs to negotiate a new rate or accept a 5% increase in fee for the third year of the contract (6/1/2023 – 6/1/2024). Once a proposed budget for FY2023 has been finalized, it will be distributed via email to Smithfield households in advance of the Annual Meeting.
Common Area Maintenance (Henry Bird and Jerry Thomas)
Cost quotes have been solicited for pressure washing the top of the entrance walls and for painting the stucco surface, if necessary. It is suggested by paint professionals that proper cleaning may be adequate to produce desired results. North Valley, the current Common Areas maintenance provider, has proposed a significant rate increase for 2023. Other service provider options have been identified and cost quotes will be solicited. The 2022 Lawn Doctor Weed Control and Lawn Fertilization program contract for Common Areas and residential properties is prepaid to year-end 2022.
Pool (Kathi O’Hara)
The shallow-end pool light was repaired and replaced in its socket by ASP service technicians. Consultree, Inc. will treat the fungus disease present in the pachysandra ground cover at front of pool house. The SHOA contract with ASP for pool maintenance service which was signed on August 20, 2021, is valid until year-end 2022. ASP personnel are unable to provide accurate information for costs next season as the company makes these decisions at the end of the calendar year. ASP did verify that cost for established customers increased by 10% last year.

All suggested nominees for Board service were contacted to confirm commitment. Of those, eight expressed willingness to serve and submitted a brief biographical statement. The nomination slate will be distributed to Smithfield homeowners 21 days prior to the Annual Meeting as specified in the Covenants & Restrictions.
Social Committee (Deb Bird)
New bows will be needed for the holiday wreaths placed on the subdivision entrance walls, and nails for hanging the wreaths must be replaced. Supplies for the Annual Meeting will be inventoried.
New Business
A motion was made, seconded and approved to increase the incoming SHOA Board to eight members to accommodate the number of residents expressing interest to be nominated for election. The Smithfield C&R’s give the Board the authority to change the fiscal year of the Association [page 12, (k)]. The incoming Board may wish to consider adopting a fiscal year based on the calendar year, January 1 – December 31, rather than the current SHOA fiscal period of September 1 – August 31. Doing so would simplify the budgeting process as most service providers do not evaluate costs and future pricing until the completion of seasonal work or at year-end. Treasurer (Tina Sanders)
Treasurer’s report distributed and approved. SHOA board is currently addressing increased costs of services and
materials and is soliciting bids in advance of developing the proposed SHOA Budget for FY 2023.
Common Area Maintenance (Henry Bird and Jerry Thomas)
Jerry Thomas reported that there are continuing repair issues with the subdivision entrance irrigation system. Raindrop is
scheduled to perform the repairs next week.
Cost quotes are being solicited for cleaning the top of the subdivision entrance walls. This may include pressure washing
and/or fresh paint.
Common area maintenance contract will be reviewed. Additional bids may be solicited from service providers.
Pool (Kathi O’Hara)
Pool filter repair which could not be postponed was completed by ASP on May 12. An ASP technician serviced the pool
the following day, and it opened for use the weekend of May14. The weekly pool service contract will be reviewed.
Two pool reservations have been scheduled in June.
Architectural Control Committee (Kathi O’Hara)
A request for tree removal and a request for landscape bed updating/renovation were submitted. Both requests were
approved.
Greenway Tree Committee (Beth Milam and Jamie Northcutt)
Evergreen Timber Works will be contacted to verify cost for tree maintenance in FY23. Work will be performed in late
fall. The arborist will prioritize the work to be done on Willow Oak greenway trees and Common Area trees.

Farragut (see attached sheet).

A. Except as provided for in part B below, and in accordance with T.C.A.
13-7- 601thru 606, short term rental units, as defined in Chapter 2* of

B. Short term rentals recognized by the Town as legally operating prior to

Treasurer’s report distributed and approved. There were unforeseen additional expenses related to the front entrance irrigation system repairs. General discussion noted regarding the possibility of an increase in HOA fees in the future. One Smithfield household has not remitted payment for summer 2021 armyworm treatments. This non-payment will be recorded as a delinquency associated with the respective property.
Common Area Maintenance (Henry Bird)
Front entrance flag has been replaced. Entrance lighting maintenance and repairs are in process. Entrance irrigation system repairs have been completed and system will be activated on May 4.
Pool (Kathi O’Hara)
Farragut Termite & Pest Control applied termite treatment to the soil around the pool house foundation last fall. The treatment is effective for 10 years. It was recommended that overhanging tree branches be pruned away from the structure. Ironwood Tree Care performed the necessary tree work around the pool house in September. American Swimming Pools (ASP) replaced the multi-port valve on the pool filter.
Board discussion began last fall regarding pool use relative to maintenance expense. While the pool area is an attractive amenity in Smithfield, the pool is used for swimming by very few residents, especially in early-May and September. The terrace tables and kitchen get more use as a gathering place for neighbors, families and guests. Because of minimal use by Smithfield households, the uncertainty of swimming pool maintenance costs, and unforeseen increases for services, utilities and equipment, the Board approved a change of the pool policy.
For the 2022 season, the swimming pool will open for use Friday, May 27, prior to Memorial Day and will close on September 6, after Labor Day. These dates are consistent with most commercial and community pools. (ASP will remove the pool cover on May 16th to allow adequate time to make any additional repairs and to adjust water chemistry before the pool opening date.) The pool house area will be cleaned, outdoor furniture in place, and phone and restroom facilities available mid-May to October.
Architectural Control Committee (Kathi O’Hara)
Recent storms with high winds necessitated removal of two trees that were uprooted on residential lots. Approval was requested and granted for removal of a tree in the backyard of a residence. That tree removal did not negatively impact adjacent properties.
Warm weather will mean increased foot traffic in the subdivision. Homeowners are reminded of the responsibility to maintain sideways free of debris (see attached).

Evergreen Timber Works will be contracted to provide continuing maintenance of the Willow Oak Greenway trees in fall 2022.

renovation. Previously undetected leaks and electrical wiring issues with the entrance irrigation system are being
addressed and repaired. An electrician is evaluating the entrance lighting.
Two Smithfield households have not remitted payment for summer armyworm treatments. These non-payments will
be recorded as delinquencies associated with the respective properties.
Personal donations for the basketball court project at the pool parking lot exceeded expenses. The account balance
of $150 will be used for future maintenance.
The SHOA tax return for FY2021 has been filed with the IRS.
Common Area Maintenance (Henry Bird)
Repairs on the front entrance lighting and irrigation system are in process. There were some significant longstanding
issues that were discovered with the irrigation system and these are being corrected. We are researching
options for replacement of the front entrance “no soliciting” sign. The current front entrance flag will be
appropriately “retired” and a replacement installed.

Treasurer's report was distributed, reviewed, and approved. No increase in yearly dues. SHOA had a very good
financial year with $3,878.45 cash remaining for FY2021 expenses. Estimate is that there will be $3,000 remaining
for use in FY2022. Motion was made and seconded, and unanimously approved to accept the presented FY2022
budget for transmittal to the membership with ultimate approval at the annual meeting. This budget includes three
full days of Willow Oak Greenway Tree maintenance and $13,625 for renovation of the landscaping of front
entrance median and both sides. These expenses will present a cash flow deficit in June/July 2022 of approximately
$6,000. Funds as required will be withdrawn from our Capital Reserve account with a minimal penalty of less than
$4.00. In fiscal year 2023, we will begin replenishing the Capital Reserve account to attain and maintain $30,000 as
specified in the SHOA Financial Policy.
Common Area Maintenance (Tyler Freshour)
Board approved the landscaping renovation plan for the Smithfield entrance with work to begin in late
October/November timeframe. The architectural rendering/drawing of the landscape plans will be on display at the
annual meeting on August 29, 2021.
SHOA will continue to contract North Valley to provide Common Area Maintenance and fall leaf pickup.

Proposals and cost quotes have been solicited for landscape improvements at the subdivision entrance. Additional information and design plan details are being requested. The project will begin in Fall 2021 and may be completed in phases as budgeting permits. Two irrigation system zones along Smith Road are scheduled to be repaired.
Pool (Kathi O’Hara)
The swimming pool opened for the season on 5/7/2021. With a one-week notice and a $50 non-refundable fee, the pool can be reserved for private events from 4:00–10:00 p.m.During the repair of wood rot noted when the window was replaced in the men’s restroom at the pool house, contractor discovered evidence of termite activity. Cost quotes for termite prevention treatment were obtained from three pest control services. After review of treatment options, the Board approved budgeting $450 for application of a liquid soil-bonding agent effective for 10 years to be provided by Farragut Termite & Pest Control, LLC.
Architectural Control Committee (Kathi O’Hara) Several violations have been addressed and resolved.
All homeowners should review Smithfield property maintenance guidelines which require that exterior elements of the home be kept in good repair; fresh mulch and/or pine straw in landscape beds; removal and replacement of dead and/or dying shrubs; shrubs pruned/trimmed and lawn mowed on a regular basis; landscape beds and lawn kept weed-free. If turf is subject to Brown Patch fungal disease, homeowners should be pro-active by ordering prevention or treatment service from Weed Man. Irrigation systems must be operable and should be programmed in accordance with FUD Alternate Day Watering Guidelines.

Evergreen Timber Works will soon complete the first phase of maintenance servicing for the greenway Willow Oak Trees. Travis Davis, certified arborist and owner, has been instructed to use his expertise to prioritize the tree work. If approved, the SHOA budget for FY 2021-2022 will allow three full days for tree work on the greenway and common areas.
SHOA spent several thousand dollars last year to remove compacted mulch and girdling roots to ensure the continued health of the trees. DO NOT MULCH THE GREENWAY TREES – homeowner will be responsible for mulch removal.

Copies of the Architectural Guidelines, the one-page document which clarifies many of the specific standards and requirements of the Smithfield Covenants &Restrictions, were placed in all homeowners' mailboxesand distributed digitally via email in early January 2021. Opinion was solicited from a legal professional regarding enforcement of the standards and restrictions of our covenants and restrictions. As it stands, theexisting document allows for written notice of violation and legal action if the violation is not corrected. No alternate means of enforcement and/or remediation is provided. In the recent past, SHOA has beenfortunate in that violations have been amicably and courteously resolved. All Smithfield residents, by virtue of Smithfield property ownership, are subject to compliance with the established standards and restrictionsof the neighborhood. Anything less is disrespectful of fellow neighbors.
The Weed Man weed control and lawn fertilization program for residential properties will begin next month. PLEASE NOTE: an operable irrigation system is required for all Smithfield properties. The irrigationsystem should be properly programed to provide sufficient watering to support and maintain healthy turf.

The SHOA Financial Policy will be amended to reflect this directive.
Common Area Maintenance (Julio Prado reported for Tyler Freshour)
Cortese Tree Service has completed the current tree work which addressed the girdling roots on the Willow Oak greenway trees. Greenway trees are not to be mulched. Homeowners must instruct their landscapers to mulch only the landscape beds and trees on the house side of sidewalk. Should mulch be applied to a greenway tree/s, the homeowner will be responsible for removal of the mulch.

Cost quotes for replacement of three arch windows on the pool house were discussed, and Reigo Building Improvement will be contracted to do this work.

The minutes of the May 13, 2020 meeting were approved as submitted.
The Pool Committee Chair, Kathi O’Hara has arranged for the pool cover to be installed September 21st 2020.
The pool furniture will be left in place during for several weeks.
Architectural Control Committee Chair, Kathi O’Hara solicited the following sidewalk maintenance information
from the Town of Farragut (TOF) Codes/Zoning Enforcement Office in response to homeowner questions/concerns.
Section 14-32 of the TOF Municipal Code states in part that “sidewalks, walkways, driveways, and similar areas shall
be kept in proper state of repair and maintained free from hazardous conditions“.
Kathi explained the “maintained free of hazardous conditions” clause is especially important and should be noted by
Smithfield homeowners whose gutter downspouts are routed underground with corrugated pipe terminating at the sidewalk.
While this design conducts rainwater away from home foundations, the drainage discharge areas of the sidewalk must be kept
free of soil, algae, moss, and mildew to avoid potential pedestrian injuries due to slips or falls.
TOF is responsible for the physical repair of Smithfield sidewalks, curbs, and streets.
Property owners are responsible for keeping sidewalks, streets, and storm drains free of debris.
Additionally, Kathi explained that shrubs must not obstruct any portion of the sidewalks within Smithfield.
Homeowners with landscape material planted along sidewalks must keep shrubs cut back/pruned to avoid impeding foot traffic.
Treasurer, Tina Sanders submitted the projected 2020-2021 budget and reported there will not be an increase in dues.
Homeowners annual dues of $1,400 are due September 1st, or $750 bi-annually on September 1st 2020 and February 1st 2021.
Please make checks payable to Smithfield Homeowners Association and deliver to Tina at 313 Heathermoor.
Note there is a late fee of $100 for dues received after September7th.
Common Area Chair, Tyler Freshour reiterated that it is extremely important that homeowners inform landscape personnel
not to mulch around the greenway trees due to the negative effect overmulching can have on the tree’s health.
A motion to approve a plan to take care of previously reported “girdling roots” encircling the base of the trees and root care by
certified arborist on approximately 40 of the 60 trees was presented by Julio Prado and approved by the board. Four different
estimates were obtained and the most comprehensive one selected. Work may begin as soon as next week.
Due to ongoing greenway tree issues, a Tree Committee will be formed once next year board members are elected.
North Valley Landscaping Company will continue to service common areas and will be instructed to be more diligent to detail.
Nominating Committee Chair, Barbara Chironna provided a slate of board nominees for the upcoming year.
Social Committee is not planning any social events at this time due to COVID-19.
SHOA Acting Secretary, Patricia Thompson will distribute the proxy form electronically which needs to be completed by all
homeowners who will not be attending the upcoming annual meeting. Anyone who cannot print the form may request a paper copy.

SHOA Chair, Julio Prado, thanked Kathi O’Hara for drafting the attached SHOA Financial Policy which upon review by fellow
board members was approved via email as written.
Julio discussed the mandatory annual meeting which will occur August 30th, 6 p.m. at the pool house. Due to the pandemic most
homeowners are likely to prefer submitting a proxy rather than attending. For those who do attend social distancing will be in place,
and everyone is asked to wear a mask. He thanked the board members for their hard work and dedication.
He and the entire board relayed hope that all Smithfield residents stay safe during these unprecedented times.

Treasurer, Tina Sanders reported that the budget is on track. Committee chairpersons are to prepare
and submit to her next fiscal year budget projections no later than August 16th.
Common Area Chair, Tyler Freshour reported that the entrance irrigation backflow was repaired, 3 LED
lights were replaced, the wrought iron fencing along Smith Road was repaired and painted,
annual flowers were planted, and mulch applied to common areas.
It is extremely important that homeowners inform landscape personnel NOT TO MULCH AROUND THE
GREENWAY TREES due to the previously reported “girdling roots” encircling the base of the trees.

Architectural Control Committee – Kathi O’Hara reported that a landscape request to plant dogwood trees was submitted and approved.
Concerns have been expressed to the committee about visible trash bins, and that residents need to be reminded of Covenant & Restriction
requirements.
Trash containers must be concealed in garages or screened from view from the street and surrounding properties.
* Waste Connections trash pick-up in Smithfield is on Tuesday, usually afternoon. However, to accommodate any change that might
occur in the pick-up route, Waste Connections personnel has advised that trash bins be placed at the curb by 6:00 a.m. Tuesday morning
or on Monday evening. To keep our neighborhood as attractive as possible, please do not place bins at the curb before 6:00 p.m. on Monday.
Recycle bins should be placed curbside after 6:00 p.m. on Tuesday of pick-up weeks.
Common Area Property Maintenance - Julio Prado reported that Dr. Sharon Jean-Philippe from the U.T Department of Forestry,
Wildlife and Fisheries confirmed the need for mulch removal from the base of the greenway Willow Oak trees. The work must be
performed by an arborist as expertise is needed to address “girdling roots” encircling the base of some neighborhood trees which
is the result, over time, of too much mulch too close to tree trunks. The committee will secure quotes for the mulch/root removal.
Weed Man contracts for weed control and lawn fertilization of residential lots and common area properties have been renewed for 2020.
New Business - The Board vacancy resulting from the resignation of Jerry Thomas was filled by the election of Patricia Thompson.
Patricia has graciously agreed to serve as secretary for the remainder of the 2019-2020 fiscal year ending August 31, 2020.

The meeting was called to order at 8:30 a.m.
Guest Speaker was Dr. Sharon Jean-Philippe who is Interim Head & Professor, Department of Forestry, Wildlife and Fisheries ,
University of Tenn. This is her 2nd visit to a SHOA meeting to provide advice on the risk assessment and tree maintenance
of our Smithfield Willow Oaks.
Her recommendations center on increasing the life of our trees while reducing potential risks to people and property. As we know now,
as beautiful as our trees are they were not the best species to plant next to our sidewalks and roads . Their large size with bases
that are stifled due to location will increase instability and present hazards in the future. She reviewed quotes from 3 arborists
secured last summer regarding removing mulch from some/all of our trees plus addressing potential root issues. We invited Dr Jean-Philippe
to meet with us a second time to secure more info from an independent source.
She said our "above ground " maintenance of crown pruning/trimming has been positive but "below ground " issues need to be addressed..
She advised the following:
Heavy mulching at trees is inviting decay & fungus and should be removed .
Root aeration be done to blow off all compacted dirt on roots to view current root system .
Most importantly, have arborist cut / remove any "girdling roots" that are circling the base.
Future mulch should be kept 6 inches from bark to provide oxygen / water delivered minerals.
No growth inhibitors should be introduced to trees that invite insects and decay.
No fungicides should be introduced to trees absent samples taken with laboratory analysis.
Dr Jean-Philippe cannot recommend any particular arborist for this type of work but will provide a detailed list of qualified
arborists that have particular accreditations .
The Board invited her to speak to interested residents in the future or possibly at our yearly meeting. She was open to meeting
with us. She was particularly interesting and communicated the need for more urban plant health awareness.
Additional quotes are to be secured this winter to determine what specific costs would be associated with these procedures.
These endeavors will involve substantial work should we pursue.

Treasurer Report Federal Income Tax report filed plus annual report to State of TN. Board action on the two 2020 Weedman contracts is necessary due to payments that are pending.
All homeowners are compliant with Dues; SHOA is well positioned to meet our year 2020 budgeted expenses with a cash flow/net worth of $70,222.
Pool Closed. - Repair quotes to be secured where chimney is detaching from pool house.
Social Our Holiday Party will be held on Wednesday December 11th, hosted by Lily and Julio Prado. Details will follow.
Common Area Additional dates for leaf pick up will be scheduled if needed.
Smithfield has a two fold relationship with Weedman.
1. The Common area has a fertilization and herbicide contract that includes aeration and overseeding.
This contract expires in March 2020. Services are not completed for 2019.
2. The Weed Man Weed Control and Fertilization contract for all residential properties began in early
Spring 2019. The Common Area Maintenance Committee is negotiating terms to renew this service
contract for 2020 should we secure assurance of accountability and oversight of services performed.
Contract terms and pre-payment schedule are being reviewed.
In response to interest expressed by residents, the weed control and lawn fertilization service was
added as an amenity included in annual dues payment. Weed Man offers substantial savings and is the
only affordable option for SHOA residential weed control and lawn fertilization service compared to the
two additional quotes solicited. This first year, the extended periods of summer heat with little rainfall
and untreated fungal disease resulted in “turf stress” evidenced in the appearance of many of our
residential lawns. Homeowners are reminded that irrigation systems are required and must be operated
in a manner that promotes healthy and attractive lawns. This may require adjustment to irrigation
program schedules when the weather conditions are extreme.
Please remember that all additional, optional lawn services that Weed Man offers (grub control; brown
patch treatment; flea, tick and mosquito treatments, etc.) must be ordered by the homeowner by
contacting Weed Man directly. These services will be billed separately. The Weed Man Optional
Services Menu will be emailed to all homeowners in January 2020.

Common Ground: Three separate bids were presented to the Board for tree maintenance which differ significantly in scope

Treasurer Report-
Financial items were highlighted including status of Annual Dues, unbudgeted
items from Weed & Feed service and undercutting of all willow oak trees which
were absorbed yet an increase still seen in capital reserve of approx. $4300.
Capital reserves are estimated to be $22,990 as of 8/25/19.
Attendees approved FY 2019-2020 Budget forwarded in previous email.
Board has given approval for the investment decisions made by Treasurer Tina
Sanders and authorized her to continue to conservatively invest SHOA funds in
interest bearing accounts. She is currently pursuing the most advantageous rates.
Common Area Report-
Contracts with North Valley and Weed Man have been renewed for the common
area maintenance. The Weed Man contract for weed and fertilization treatment on
residential lots, the cost of which is included in the annual dues, was also renewed.
Maintenance of our community willow oak trees remains a high priority and major
expense allocation for the HOA. An arborist will be contracted to remove excess
mulch around tree bases & to address any tree upkeep on a tree to tree basis only.
Wrought iron fence on Smith road entrance will be scraped , prepped & painted.
Use of annual/perennial flowers at entrance will be examined to maximize beauty.

Two resident complaints were made regarding a subject mentioned more than once in our neighborhood.
Controlling our pets on leashes and picking up after them is basic. However, "long leashes" allows dog accessto yards, porches, landscaping at residences etc. Dog urine in a yard and on a porch mat invites others to visit and do the same. Don't be disrespectful to your neighborCurb your pet! Violators may be dog walkers from outside our neighborhood but should they be found to be residents they will be contacted directly.
An unidentified female was seen in our subdivision recently came to the front door of a residence removed something from door threw it down & left.
There are photos of this person. Please be aware of any unusual persons/situations.

Treasurers report- The Board approved our FY2020 budget after a thorough review of income and expenses forecasted. Renegotiation of our trash pickup contract has been completed . Future decisions on Common Ground expenditures regarding our trees have not been finalized.
Swimming Pool - Some window repairs at pool house will be necessary in future.
ACC - We welcome our newest neighbors Ashley and Martines Smith @421 Heathermoor Drive.
A new "No Soliciting" sign is under consideration with examples being reviewed.
A question had been raised as to whether "leasing" the apartment " above the pool house was
feasible. The Board declined any consideration due to numerous concerns.
Weed and Fertilizer- This is our first year of including this amenity to our residents. There was no increase to our yearly fees and is administered by WEED MAN. This service can help maintain / improve all of our lawns .
To take advantage of these services it is imperative that all residents have a irrigation system that is working properly. Given recent heat spells both manual as well as scheduled sprinkler settings may be necessary.
Common Area- Quotes are being secured for removing mulch accumulation at the base of our community willow oaks in order to reduce disease and rot. This is a recommendation from University of Tennessee arborists who recently met with some of our Board members.

The meeting was called to order at 5:00 p.m.
The minutes of the February 8, 2019 board meeting were approved as submitted.
Treasurer – Tina Sanders reported that SHOA is doing well financially and that all expense accounts are currently under budget for the year. Even with unbudgeted expenses totaling $4,460 and the addition of a subdivision-wide weed control and lawn fertilization program at an annual cost of $4,616.43, SHOA should end the fiscal year with a surplus to deposit into the Capital Reserve account.
Nominating Committee – Barbara Chironna is working to complete a slate of nominees for election to the 2019-2020 SHOA board. Nominating Committee recommendations will be presented in early August in advance of the Annual Meeting scheduled for Sunday, August 25, 2019 at 6:00 p.m. at the pool house. The board discussed criteria and basic expectation for board service which will be communicated to all interested parties.
Architectural Control Committee – Kathi O’Hara reported that two requests for exterior projects had been submitted and approved.
The board was notified that on-street parking has resulted in disrupted mail delivery to a Smithfield household. The U.S. Postal Service provided the license plate number of a vehicle that habitually parks in front of a neighbor’s mailbox preventing normal home mail delivery and requiring the residents to travel to the post office to claim the household mail. Under no circumstance is it permissible to obstruct access to another’s mailbox. In this case, Officer Gary Parker of the Knox County Sheriff’s Office (West/ Farragut) advised that if the offense is repeated, a call to the Knox County non-emergency dispatch office (215-2444) would initiate police action.
On-street parking in certain areas of the subdivision continues to be an expressed concern distracting from the overall attractiveness of our neighborhood. Compliance with policy by a few would be appreciated by many.
Pool Committee - Kathi O’Hara reported that the pool officially opened for the season on May 8. TDS, the pool house land-line phone service provider, installed upgraded fiber-optic equipment which required the addition of an exterior power outlet. A service order has been requested of Sequoyah Pool Service to replace bulbs in the pool lights. New nets were installed on the basketball goals and a new flag is in place on the flagpole at the pool house.
REMINDER: The pool closes daily at 10:00 p.m.
Suspicious activity at the pool parking lot has been observed by a resident and reported to the board. All residents are advised to phone the 24-hour Knox County non-emergency dispatch office (215-2444) should suspicious or questionable activity be observed anywhere in the neighborhood. The households near the pool have been asked to phone the Sheriff’s non-emergency number should any activity occur at the pool after 10:00 p.m.
Common Area Property Maintenance - Jim Brannon will negotiate a contract renewal with Matias Francisco/ North Valley for the maintenance of the Common Areas. Quotes will be solicited for future tree care now that the 3-year crown pruning project is complete. It was suggested that U.T Extension Service be contacted to advise on industry-standard recommendations and a timetable for Common Area tree care moving forward. Tina Sanders will secure the U.T. contact information.
Old Business - Overgrown shrubbery at the sidewalks must be trimmed back so as not to obstruct any portion of the walkway. Homeowners with landscape beds near the sidewalk are asked to inspect and provide necessary maintenance to ensure the sidewalks are clear.
New Business - The recent incidence of unauthorized solicitation in the subdivision promoted a homeowner to request consideration of a gate at the subdivision entrance. This idea was researched several years ago and was determined not to be feasible. Doing so would negate future road maintenance by the town of Farragut as our subdivision streets are designated “county roadways”. If Smithfield were “gated”, our streets would become “private roads” and SHOA would be responsible for all repairs and resurfacing.
New “NO SOLICITATION” signage at the Smithfield entrance is being considered.
The SHOA Annual Meeting will be held on Sunday, August 25, 2019 at 6:00 p.m. at the pool house.

The meeting was called to order at 4:05 P.M. Minutes of the 11/1/2018 meeting were approved.
GUEST SPEAKER : Brad Petree from Petree Arbor - Brad advised the third phase of our crown pruning & lifting up the canopy at street is currently being scheduled. He emphasized that long term maintenance of our trees is important and that we should consider crown pruning every few years. HOA would take more bids should this action be considered in future.
More importantly, He discussed the need to consider GROWTH REGULATION action for our trees. At approx 70 ' +, they are continuing to grow subjecting them to wind /weather accidents, disease, road and sidewalk root damage etc. He recommends a liquid treatment at base or injection to slow the growth rate of our valuable & esthetically beautiful community assets. His company does not do this type treatment.
His comments about our Willow Oaks were very complimentary in that of all the types of trees that could have been used here this was a outstanding choice. Particularly beautiful, hardy, stately and providing a great canopy although the location between sidewalks / roads become problematic. He emphasized that our trees provide so much more than just compliments from friends, realtors and admirers from afar. They add significant economic value to our home values which is a major reason to consider growth regulation and long term maintenance from a qualified Arborist. Other actions may be necessary in the future to reinforce tree limb areas that might break off. HOA will consider options regarding growth regulation treatment.
Treasurer Report: All 39 homeowners are current for FY 2019 dues. Refund from Property Tax adjustments from County was $53. Interest on saving accounts, MM & CD, was $526 with Tina negotiating a revised non-profit fee structure with bank saving HOA monthly charges. Our income to date is in excess of budgeted amount by $1361. Total Cash & Bank Accounts plus late payments is $51,785 with no liabilities.
Architectural Control : Issues to be outlined under separate cover.
The new weed & feed contract thru Weed Man will begin this Spring 2019 as outlined previously.
Common Area Maintenance: Electrical issues at front entrance addressed , tree removals at pool area and winter trimming completed at entrance walls. Mulch & pine straw to be put at entrance , common areas in March and flowers April-May.
Pool Committee: Winter cover / chemical treatment completed. Details on Spring opening TBA.

The meeting was called to order at 10:10 A.M.
The minutes of the 8/28/18 board meeting were approved.
Common Area Property Maintenance Jim Brannon advised the leaf pickup schedule is to be emailed shortly.
Phase three of "crown pruning" sessions will be scheduled this winter 2019. This is an expensive but necessary procedure to maintain our aging willow oaks.
Quotes will be secured to address trimming of low hanging limbs on these trees as well.
Our common area vendor "North Valley" did a good job of tree removal/ replacement at entrance walls.
Treasurer – Tina Sanders advised the corrected Knox County property ownership records for SHOA pool house parcel resulted in this parcel having been taken off tax rolls. She is investigating removal , who initiated and whether this is a type of temporary waiver because of Knox County's previous error.
Cash and Bank Account Balance is $66,104 as of 11/1/18. Cash flow remains positive.
Our recent SHOA CD has been earning us good interest at 2.43% APY.
All HOA dues have been paid either in full or in a partial payment for the year.
Our HOA have no liabilities at this time other than a pending construction bond rebate.
The current Net Worth and Operating Expenses were discussed.
Architectural Control Committee Kathi O'Hara reports one ACC request for a tree removal is pending.
The construction of Debbie and Dana Holloway's home on lot # 13 is complete with only minor details being done to finish plus any final inspection . They have taken possession and we officially welcome them to the neighborhood.
Pool Committee -Our pool is closed and covered. Some repairs are being scheduled for replacement of rotten wood on pool house & removal of dead limbs on adjacent trees.
Social Committee- Lily Prado & Deb Bird will be placing seasonal wreaths on mailboxes in the near future.
Our Holiday Party is scheduled for December 6th beginning at 6:30 p.m. at the home of Tom and Tammy Smoot ( 316 Heathermoor). Additional details to follow.

Resident Introductions
Minutes from Last Annual Meeting of 8/20//2017 were approved with one correction. In the treasurer’s report, the CAPITAL RESERVE balance should show $10,004 instead of $1, 004.
Treasurers Report: Tina Sanders reviewed Current Actuals and Budget for FY2018 as well as proposed budget for FY2019; which was approved. Annual dues are unchanged at $1400 for FY2019. SHOA remains in a positive financial position with Capital Reserve of $18,703 and cash of $3,000.
Board Nominees: Barbara Chironna, Tyler Freshour, Henry Bird, Jerry Thomas, Kathi O'Ohara, Julio Prado & Tina Sanders were re-elected plus floor- nominated Jim Brannon was added to the board.

Common Area: Jim Brannon advised North Valley Irrigation (Tikal) continues common area maintenance and Weed Man handling same areas for weed and fertilizer. Trees on Smith Road will need additional trimming in future as well as entrance bushes/trees.
Last phase of tree "Crown Pruning” will end winter 2018 but continued maintenance needed in future.
Pool: Kathi O'Hara advised no major repairs this season; pool cover scheduled to be installed on 9/17/18.
ACC: Seven requests addressing exterior paint, exterior repairs and modifications, and tree removals were approved this year.
Proposal Weed Control and Fertilization:
An attempt was made to personally contact all Smithfield homeowners regarding support for a proposal to include a professional weed control and fertilization program for all Smithfield residential properties, the cost of which will be covered with annual dues payment. With support of a majority of homeowners, as documented with signatures representing 33 households, a motion to adopt the resolution expressing intent to include a weed control and fertilization program as an amenity covered by annual dues was made and seconded. The vote was unanimously in favor.
Cost quotes previously solicited from three lawn care companies currently servicing properties in Smithfield were received and reviewed. All three companies provide a 7-application basic weed control and fertilization program, and Weed Man lawn care company proves to be the only affordable option at this time. The board will move forward with contracting with Weed Man for the lawn treatment service program which will begin in Spring 2019. Lawn treatment program information will be provided to all homeowners once details and terms are confirmed.

May 14,2018

The meeting was called to order at 11:10 a.m. Minutes from the 2/27/2018 meeting were approved.
Treasurers report- Cash flow, net worth and budget reports reviewed reflecting continued positive trends for HOA with no debt.
A sales tax exemption certificate is being pursued for our HOA due to it having non-profit status. It would mean tax savings on various purchases such as plants, pool supplies etc.
Swimming Pool -Opening/closing dates have been established by Board decision. The pool will open for use in May by Mother's Day weekend. The pool cover will be installed two weeks after Labor Day in September, with outdoor furniture remaining in place until early to mid-October (weather permitting). Establishing a pool season policy facilitates accurate budgeting and provides control of expenses for servicing, maintenance, chemicals, water usage and electricity.
Sequoyah Pools services the swimming pool weekly on Wednesday morning, and we pay a person to clean the restrooms, kitchen and terrace area every other week. Residents and their guests who enjoy using the pool are responsible for leaving the area tidy and bagging all food waste before depositing in the kitchen trash can. Kathi O'Hara has overseen repairs, updates, purchases and service providers, but we would like to form a committee to assist with small tasks related to the pool during the season. Please consider volunteering to help.
Security- It has been suggested that a small window sticker be designed and distributed to all interested residents to place on our vehicles to identify Smithfield ownership. It is a low-key Neighborhood watch initiative which might prove beneficial in the future. Our community has not been immune to property thefts in the past and this proposal may serve as a method to spot potential problems. We are asking for resident input / interest.
ACC - Two landscape modifications requested and approved since last meeting.
The Holloway home is in process of being completed. We hope to welcome our newest neighbors soon.
A reminder that modifications that involve tree removal necessitates an ACC request. Removing perimeter trees or bush berms between homes can impact our neighbors and should be included in any ACC request. Mulching, keeping flower beds clear of weeds, regular mowing and use of sprinklers are required lawn maintenance that keep our community at high standards. Cooperation is needed of all residents.
Neighborhood Garage Sale-Scheduled Saturday 6/16/18, 8 a.m. to 12:00, participants should obtain their own balloons if desired. Arrangements will be made for the " Ladies of Charity" to pick up any items not sold. All residents are welcomed to participate in donations. Contact Kathi O’Hara to schedule.

In our Board meeting in February a change in our insurance carrier for the common area was being considered.
Additional quotes were requested. Three premium quotes were received. By a majority vote the SHOA board chose Auto Owners Insurance (A++ industry rating) as our new carrier based on premium and coverage considerations. Approximately $900 yearly savings will be realized by changing from the current carrier State Farm.

As part of the recent change in landscape companies approved by the board on our recent meeting, the following was authorized:
* The HOA has contracted "Weed Man" for fertilization, over seeding and aeration of all common ground areas.
* "Ironwood Tree care" will be pruning 3 trees at our entrance as well as a magnolia on Smith road.

February 22, 2018

The meeting was called to order at 4:00 p.m.
The minutes of the 11/27/17 board meeting were approved.
Common Area Property Maintenance: Jim Brannon outlined the need to make a change from the current property maintenance provider. Constant personnel turnover, inconsistent quality of service, as well as increasing costs are the reasons for making a change. Jim has secured a contract proposal from Tikal Lawn Company which currently services 14 residential lawns in the subdivision. Their service is anticipated to be more consistent and at lower costs to the HOA. An approximate 15% savings is expected from this change (base costs reduction from $18,360 to $15,585). The Board approved the change which will be effective 4/1/18.
Phase two of crown pruning of willow oak greenway trees is underway. The project will be completed in 2019.
Treasurer: Tina Sanders reported all HOA dues have been paid. Our HOA has no liabilities at this time. A $399 property tax savings has been realized from a one-time reduction possibly due to Knox County failing to correctly record Common Area ownership.
Insurance on our common properties, including the pool and Directors & Officers Liability, is due March 17, 2018. A $500 premium increase from the current insurance carrier prompted Tina to research both property evaluations and policy coverage. After reviewing the current policy with a Smithfield homeowner who is an insurance agent, it was found that we could reduce our deductible, increase liability coverage with an additional $1,000,000 umbrella policy and reduce the premium.
To maintain fairness / transparency to all residents, the Board requests that if any other member of our Smithfield community wishes to prepare an insurance quote for this type of insurance coverage, he/she should contact Tina for coverage specifics. Proposals must be received by 3/318.
Architectural Control Committee: Kathi O’Hara advises that construction of the home of Debbie and Dana Holloway on Lot # 13 progressing well. The contractor estimates a completion date in late May.
The board continues to address concerns regarding overnight on-street parking. For safety considerations as well as aesthetics, please be mindful that on-street parking is prohibited in Smithfield. Please make use of our pool parking area for vehicles that cannot be accommodated in garages or driveways. Service providers/vendors should be asked to use driveways whenever possible.
Pool Committee: Kathi O’Hara reported that Sequoyah Pool Service will remove pool cover 4/30/18 with pool to open on or before 5/10/18. Pool will be closed on 9/17/18.
Nominating Committee: Barbara Chironna - All residents are encouraged to consider serving as a board or committee member. A rotation of these duties is a healthy thing. Different perspectives/eyes on subjects can be beneficial to all of us.
New Business:
Our entrance flag is badly torn and will be replaced. There are issues with the pole and pulley system causing a delay to repair.
It is noted that some of our streetlight poles have some discoloration. We will research what can be done given that the light poles have a powder-coated finish.

Common Area Property Maintenance
A stone mason has reset numerous loose/fallen stones on both Smithfield entrance walls.

Phase two of three "crown pruning" sessions will be scheduled this winter 2018. This is an expensive but necessary procedure to maintain our aging willow oaks.
Treasurer – Tina Sanders reported a checking account balance of $7,331.81 and a balance of $43,746.41 in the Capital Reserve account. All HOA dues have been paid either in full or in a partial payment for the year. Our HOA have no liabilities at this time.
Kudos to Tina Sanders for the following:
Corrected Knox County property ownership records for SHOA pool house parcel.
She filed the FY 2017 income tax statement herself and saved us $150.00 fee.
Found that we have been overcharged $3.44 /month by Waste Connections for several months in error. Between that refund and a clause that saved one month's fee for 11 months prepayment we will have savings to our budget of $363.37 .
Architectural Control Committee Kathi O'Hara reported that there has been two ACC requests for exterior paint color as well as a rear patio renovation/retaining wall repairs.. Both were approved and have been completed .
The construction of the future home of Debbie and Dana Holloway on lot # 13 is in full swing. We hope this fair weather continues enabling building progress . The ACC committee continues to review the progress relative to new construction requirements as outlined in the Smithfield Covenants & Restrictions.
Pool Committee - Kathi O’Hara reported that Sequoyah Pool Service will remove pool cover 4/30/18 with pool to open on or before 5/10/18. Pool to be closed 9/ 17/18 . It was necessary for Kathi to take corrective action with this vendor on servicing needs. As a result we have now set dates for opening and closing our pool for several years in the future. Thanks Kathi !
It was noted that significant financial reserves will need to be established in the future as our aging pool will need resurfacing etc.
Social Committee- Lily Prado and Deb Bird have placed seasonal wreaths on all mailboxes.
Our Holiday Party is scheduled for December 7th as a progressive social beginning 6:30-8:30 p.m. at the Henry and Debbie Bird's home ( 308 Heathermoor) and continuing at 8:30-10:30 p.m. at the Julio and Lily Prado's home( 309 Heathermoor). These homes are across the street from each other so the festivities will be seamless.

June 28, 2017

The meeting was called to order at 6:00 p.m.
The minutes of the 3/7/17 board meeting had previously been approved via email.
Treasurer – Barbara Chironna reported a checking account balance of $8,436.00 and a balance of $10,003.96 in the Capital Reserve account. It is projected that we will end our current fiscal year with a surplus, and if so, the surplus would be deposited into the Capital Reserve account.
Architectural Control Committee – Jerry Thomas reported that there currently are no submissions pending ACC approval. Vacant Lot #13 has been purchased and the new owners intend to soon begin building a residence. Jerry has spoken with the lot owners’ contractor about the ACC approval process and the requirements relative to new construction outlined in the Smithfield Covenants & Restrictions.
Common Area Property Maintenance - Jim Brannon submitted a written report stating that the Redbud tree on Smith Road behind the Sanders residence was removed after storm damage and will be replaced in the fall; bulbs in six front entrance light fixtures were replace with LED bulbs; common area irrigation systems are working fine; greenway trees have been mulched by Volunteer Lawn, per contract; dead limbs from wind damage on common area adjacent to the Markli residence will be removed by Volunteer Lawn; and dead limbs on the Redbud trees near the 3-way stop on Smith Road will be pruned.
Pool Committee - Kathi O’Hara reported that Sequoyah Pool Service replaced the pool filter motor earlier this month. Due to foundation settlement, the chimney which abuts the pool house above the gas grill has pulled away from the building. Metal flashing has been installed to divert rainfall and prevent water damage to the stucco exterior. A cost quote to raise the slab foundation to its original position has been requested. The project expense will be budgeted for the upcoming fiscal year, with the work performed after the pool closes for the season on October 2.
Nominating Committee – Beth Milam presented a preliminary slate of nominees for election to the SHOA board. Additional seats remain to be filled. All residents are encouraged to consider serving as a board or committee member.
Following Beth’s report, a lengthy discussion ensued addressing the difficulty finding residents willing to serve on the SHOA board. This has been an ongoing problem. Neighbors who commit to serve must often do so year after year because of lack of interest by other homeowners. In past years it was suggested that the day might come when it would be prudent to research the option of hiring a management person/company to oversee the business of the association. Doing so would necessitate increasing annual dues to compensate an employee and amending the by-laws to reflect a change in how affairs of the association would be managed. The Smithfield covenants can be amended with an agreement signed by 75% of homeowners.
The Smithfield HOA Annual Meeting is scheduled for Sunday, August 20 at 6:00 p.m. Neighbors are requested to bring a finger food to share and their own beverage of choice.

October 24, 2016
Present: Jane Brannon, Barbara Chironna, Tyler Freshour, Kathi O’Hara and Jerry Thomas. Jim Brannon, Common Area Maintenance chair, was present to provide a report.
The meeting was called to order at 5:40 p.m.
The minutes of the 8/22/16 board meeting had previously been approved via email.
Treasurer – Barbara Chironna reported that all dues are paid, with seven households choosing the bi-annual payment option with remaining payment of $750 due on February 1, 2017. The current checking account balance is $38,824.71. Barbara noted that $3,000 was transferred from the checking account to the SHOA Capital Reserve account to replace funds borrowed to cover operating expenses for the fiscal year ending August 31, 2016. The Capital Reserve balance is $10,000.
SHOA was reimbursed $1,000 by the person responsible for damage to the pool chairs.
Common Area Property Maintenance - Jim Brannon solicited cost quotes for crown pruning of the Willow Oak trees in the subdivision. He presented the written quotes and offered additional information relative to his meetings with the respective arborists.
Following a review of the proposals and discussion by the board, a motion was made (Barbara Chironna), seconded (Jerry Thomas) and unanimously approved to accept the proposal submitted by Petree Arbor (a locally-owned company) pending a review of references and the stipulation that the cost per tree remain consistent for the duration of the project. The project will be funded from annual dues over a three-year period.
Jim Brannon will meet with the Petree Arbor representative to finalize specific details and terms of a contract.
A schedule for leave pick-up by Volunteer Lawn was sent via email to residents. Leaves will be vacuumed from curbside as early in the week as possible on the following weeks:
November 7, November 21, December 5, December 19, and January 3.
Social Committee - Jamie Northcutt reported that Gerry and Ike Zeringue will host the neighborhood holiday party on Thursday, December 8, 2016 at 6:30 p.m.
Holiday mailbox swags will be installed on Monday, November 28.
Architectural Control Committee – Jerry Thomas reported that since August, one request for removal of a tree was submitted and approved.

Treasurer – Barbara Chironna reiterated that the 2015-2016 fiscal year operating budget deficit necessitated the transfer of $3,000 from the SHOA Capital Reserve. The current checkbook balance is $532.69. The fiscal year ends 8/31/2016.
Kathi O’Hara reported that she had received an update from the Knox County Sheriff’s Department relative to the vandalism that occurred at the pool on 7/27/2016. The person responsible for the damage of pool furniture has been identified and has accepted responsibility for monetary restitution for the damages. Once SHOA has received compensation, replacement chairs will be purchased.
It was noted that Smithfield homeowners are responsible for appropriate behavior on the part of their guests and for compliance with all posted pool rules. Homeowners will be held financially responsible for any damage incurred as a result of inappropriate behavior by guests.
Smithfield residents are encouraged to participate in the curbside recycling service offered by Waste Connections (522-8161) at a nominal cost of $10.80 quarterly.

8-14-2016
Present: Fred and Ladan Bayani, Beth and John Milam, Denise and Bob Markli, Jim and Jane Brannon, Barbara and Bob Chironna, Tommy Northcutt, Julio Prado, Debbie and Henry Bird, George and Michelle Traynor, Susan and Jerry Thomas, Ainsley and Tyler Freshour, Nancy and Frank Conner, Kathi O’Hara, and Clark Gross. Proxies were submitted by twelve households so that a quorum was achieved.
Jane Brannon called the meeting to order at 6:45 pm. and welcomed those present. She invited self-introductions by attendees.
Committee Reports:
Common Area Maintenance - Jim Brannon reported that the contract with Outdoor Oasis for lawn and landscape maintenance was terminated in June due to sub-standard performance. Volunteer Lawn is providing common area maintenance at a contract cost of $18,300 annually.
Monies have been budgeted to begin a multi-year project to crown prune the willow oak greenway trees. Crown pruning removes dead, diseased and competing branches from the interior of the tree crown leaving the exterior of the tree canopy unchanged. The consensus voiced by those present is that the trees are a desirable, attractive asset for Smithfield and, as such, must be properly maintained. Jim will solicit quotes from certified arborists. Pruning could begin this winter.
The condition of the neighborhood sidewalks was noted, the uneven pavement being the result of spreading greenway tree roots. Any proposed solution to repair the raised sections of concrete sidewalk would need to be thoroughly researched to preserve the health of the trees.
Pool Committee – Kathi O’Hara reported that the large multi-unit window upstairs at the pool house had been replaced to prevent stucco damage. The terrace ceiling was repaired and painted, new ceiling fans were installed, and eight casual sling chairs were purchased for extra seating.
A police report was filed on 7/28/2016 for the property damage which occurred at the pool the previous evening. The matter is currently being investigated by the Knox County Sheriff’s Department. An approximate cost to purchase replacements for the four commercial-grade patio chairs that were damaged is $1,000.
The pool cover will be installed on Monday, September 19.
Nominating Committee Beth Milam submitted a slate of nominees for election as the Board of Directors. Jane Brannon, Barbara Chironna, Tyler Freshour, Beth Milam, Kathi O’Hara and Jerry Thomas were elected by acclamation.
Architectural Control Committee - No requests for property modification have been received in the last two months.
Treasurer – Barbara Chironna reviewed the proposed budget noting a dues increase to $1,400 per year. This is the first increase since 2012, and is necessary because of increasing utility and service contract costs, and to build up the SHOA capital reserve in anticipation of future repairs and major expenditures.
As a cost-saving measure, the deductible was raised to $2,500 on the insurance policy which covers the common areas and structures.
Annual dues are payable on September 1, 2016. Dues payment options are as follows:
One payment of $1,400 on September 1
Bi-annual payments of $750 on September 1 and $750 on February 1, 2017.
New Business:
Jane noted that the Social and Architectural Control committees are in need of volunteers, and she encourages all residents to consider serving in some capacity.

Sub-standard landscape maintenance on individual properties is a continuing concern. All residents are encouraged to review the Smithfield Covenants and Restrictions to ensure compliance with the specified requirements.
Pool rules are clearly posted at the pool and must be observed by all residents and their guests. The “No Smoking” rule, first adopted several years ago by SHOA Board, is now mandated by the State of Tennessee Department of Health. The pool closes at 10:00 pm. every evening, and no basketball is to be played in the parking lot after 10:00.

In accordance with the policy relating to “for sale” property in Smithfield, a copy of the Smithfield Covenants and Restrictions was delivered to Tiffany Dorn (Keller-Williams Realty), the listing agent for the Ragsdale residence on Heathermoor Drive.
Smithfield discounted group services that are available this fall:
Brian Light, owner, has confirmed that Weed Man will offer aeration and over-seeding service in Smithfield on September 20. Participants in the group will enjoy deeply discounted rates. Notice will be sent early September.
Lesley Lewis, owner of Raindrop Landscape Management, will perform irrigation system winterization in Smithfield in early November. Cost for service is $50. Email notice will be sent mid-October.

July 6, 2016

The meeting was called to order at 5:18 p.m.
Nominating Committee: Beth Milam reported that the slate of nominees for election to the SHOA Board will be distributed to homeowners at least (21) twenty-one days in advance of the Annual Meeting on August 14. Any resident interested in serving on the board should contact Beth at 966-6352 or email (mrsbethmilam@aol.com).
Pool and Pool House: Kathi O’Hara reported that it has been brought to her attention that on several occasions the pool entry gate has been unlocked when the pool area has been unoccupied. This has been reported by service personnel, as well as by Smithfield residents. The State of TN Department of Health, the agency which issues the annual pool permit, requires that our pool entry gate be equipped with a “self-closing and self-latching mechanism” primarily to prevent unsupervised access by small children. Failure to lock the gate upon exiting exposes the SHOA to serious liability if an accident or injury were to occur as the result of unsecured pool access. Please make sure the gate is locked when leaving the pool!
In consideration of our neighbors, residents and their guests are reminded to observe all the posted pool area rules. Common Area Property: Jim Brannon reported that price quotes have been requested for crown pruning of the greenway and common area trees.
Architectural Control Committee: Doug Miedaner reported that there are no property improvement or alteration requests currently pending ACC approval.
In the past, some Smithfield properties have been sold without the new owners being aware of existing covenants, restrictions, or annual dues. This has created confusion, and has put the SHOA and the ACC in the awkward position of needing to explain to new neighbors the requirements and expectations that should have been understood and accepted prior to a property purchase. To insure that the Smithfield covenants and restrictions are disclosed to potential homebuyers, the Board voted unanimously to adopt the following policy:
A copy of the Declaration of Covenants and Restrictions for Smithfield document and a copy of the Architectural Guidelines for Smithfield supplement (revised April 2016) will be sent, via certified mail, to the listing realty agent. The mailing will include a cover letter from SHOA requesting that the Smithfield information be included in the property file and disclosed to all interested parties.
Treasurer: Barbara Chironna provided a detailed report of revenue and expenses of the current fiscal year and a proposed budget for fiscal year 2016-2017 which begins 9-1-16. It was noted that the SHOA will end this year with an operating budget deficit necessitating a withdrawal from savings to cover expenses. In view of ever-increasing utility and service contract costs, and to continue updating, improving and maintaining the common areas of the subdivision while remaining fiscally sound as an association, the Board approved a dues increase of $180. This is the first dues increase since 2012.
Dues are payable on September 1, 2016 as follows:
$1,400 for one annual payment on September 1, 2016.
$750 for a semi-annual payment on September 1, with a subsequent payment of $750 due on February 1, 2017.
A late fee of $100 will be assessed for dues more than (7) seven days in arrears.
Absentee homeowners are responsible for annual dues payment in full on September 1, 2016.
Neighborhood Safety Reminder: Unauthorized activity and suspicious behavior in the subdivision should be promptly reported to Knox County Sheriff’s Department 24-hour non-emergency dispatch office at 215-2444.

The meeting was called to order at 5:10 p.m.
Treasurer: Barbara reported a current checking account balance of $14,555.53. Barring any unforeseen expenses, SHOA will operate within budget for the fiscal year ending August 31, 2016.
Pool and Pool House: Kathi reported that repairs are currently being made and cleaning has been scheduled and completed prior to the pool opening for the season on May 7.
Common Area Property: Outdoor Oasis is currently performing seasonal maintenance on common areas which includes weeding, pruning, mulching and flower planting.
Nominating Committee: On behalf of the committee, Beth Milam asked that residents consider serving on the SHOA board. Please contact her with any questions or for additional information about board service.
Architectural Control Committee: So that Smithfield “puts its best foot forward” this spring and summer season, a reminder highlighting property maintenance requirements will be sent to all residents.
A separate notice outlining the requirement for Town of Farragut approval for exterior additions and modifications on Smithfield lots will be issued.

The meeting was called to order at 5:25 p.m.
Liability Insurance: The 2016-2017 State Farm liability insurance policy was reviewed. In light of increasing premiums, additional quotes for comparable coverage are being solicited from other insurance companies. It was suggested that increasing the deductible from $1,000 to $2500 would result in a lower annual premium.
Common Area Property: Jim Brannon provided a report indicating that he would meet with the Outdoor Oasis owner to establish the timeline for spring mulching and flower planting. Pre-emergent and fertilizer were applied to all common ground turf areas in February, with a second application due in March. Fertilizer only will be applied in April. Improvement to the landscape beds at the front of the pool house is being considered.
Pool and Pool House: Kathi reported the pool would open for the season on May 7.
In December 2015 the large, five-unit casement window upstairs on the back side of the pool house was replaced. Prior to the pool opening, the terrace ceiling will be repaired and painted.
A Smithfield Family Gathering and Pot-Luck Supper is scheduled for Sunday, May 15 at 5:00 p.m. An announcement/invitation will be circulated via email and mailbox stuffer closer to that date.
The Smithfield HOA Annual Meeting is scheduled for Sunday, August 14, 2016, at 6:00 p.m. Neighbors are requested to bring finger food to share and their own beverage of choice.
Nominating Committee: Beth Milam, chair, Tommy Northcutt and Doug Sparks will present a slate for election to the SHOA board in advance of the scheduled annual meeting.
Treasurer: Barbara reported a current balance of $20,945 in the Regions Bank checking account. The 1st Tennessee loan repayment balance is $6,469.68. The loan will be paid-in-full in May 2017. Budget requests for the next fiscal year are due from all committee chairs by May 30th.

Jane Brannon presented an agenda with items for board consideration and action.
Treasurer - Barbara Chironna reported that she and Jane Brannon met with several banks for the purpose of comparing account maintenance fees and minimum balance requirements. The resulting information was presented, and after discussion, the board voted to move both SHOA bank accounts - checking and savings/escrow- to Regions Bank to eliminate any possibility of incurring monthly service fees. (During the meeting at First Tennessee Bank, it was learned that the SHOA loan there is, in fact, unsecured. Therefore, the savings account can be moved to Regions Bank.
Common Area Property - Jim Brannon reported that the dead white pine tree on Smith Road south of the entrance will be removed by Arbor Care of E. Tennessee, and that an electrician has been contacted to service the landscape lighting on the entrance median.
In view of increasing costs for services, the board had previously agreed that all service and maintenance contracts should be reviewed with an eye toward cost savings. To that end, Jim solicited proposals for common area maintenance from seven local companies, including Volunteer Lawn, the current service provider whose one-year contract expired on September 30. Jim met with each company representative and discussed the scope of the work required. The maintenance proposals and relative service costs were reviewed and discussed. The board approved the recommendation submitted by the Common Area Property chair to accept a negotiated contract for one year (11-1-15 to 10-31-16) from Outdoor Oasis for the maintenance of Smithfield common area property. Common area irrigation will be provided by Rainscapes, the current vendor.

It was suggested that a copy of the Architectural Guidelines (July 1993) adopted by the ACC be provided to homeowners and residents. The guidelines address standards for the neighborhood and were developed to clarify points of the Covenants & Restrictions for Smithfield.

Proxies were submitted by seventeen households so that a quorum was achieved.
In the absence of Bob Cross, Doug Meidaner called the meeting to order and welcomed those present. New neighbors, Tina Nguyen, Michelle Traynor and Susan and Jerry Thomas were recognized.
Committee Reports:
Landscape Committee – Amy Cross reported that the ageing landscape of the common areas continues to require removal and replacement of trees and shrubs. Plant material has been added along Smith Road to create a visually continuous landscape bed. Recent vandalism required the replacement of the American flag at the Smithfield entrance median.
Pool Committee – Kathi O’Hara reported that prior to the pool opening on May 9th, the entry gate had been refinished, the pool equipment gate was refabricated, and restrooms, chemical room and storage rooms were painted with mold and mildew retardant paint. Recently the shallow end pool light was replaced and a new security light was installed to illuminate the pool parking lot from dusk until dawn. The pool was reserved by Smithfield residents seven times during the 2014–2015 pool season. The pool cover will be installed on September 28th.
Nominating Committee – Doug Miedaner submitted a slate of nominees for election as the Board of Directors. Jane Brannon, Barbara Chironna, Doug Miedaner, Beth Milam, and Kathi O’Hara were elected by acclamation.
Treasurer – Barbara Chironna reviewed the proposed budget noting there is no dues increase for the 2015-2016 fiscal year. The Waste Connections contract for weekly trash pick-up was renewed for three years. The SHOA has approximately eighteen months remaining on the repaving/tree trimming loan repayment at a rate of $445 per month. In view of increased utility costs which are nonnegotiable, Barbara recommends that SHOA insurance and maintenance contracts be reviewed, and that a savings plan be instituted for future swimming pool repairs. The comment was voiced that the Volunteer maintenance budget allocation amounts to one third of the entire budget.
Annual dues are payable on September 1, 2015. Dues payment options are as follows:
one payment of $1,220 on September 1st or bi-annual payments of $660 on Sept. 1st and $660 on Feb. 1st.
Absentee homeowners are responsible for payment-in-full of SHOA dues on September 1st .
A motion was made to accept the proposed budget. The vote in favor was unanimous.
New Business:
It was suggested that the Board research the feasibility of one mowing service for the entire subdivision. Lawn weed control for all properties with the cost incorporated in the annual dues was also suggested.

Graciously accepting the gift, Amy expressed her thanks and reiterated Bob’s disappointment at being unable to attend the meeting due to travel delays.

Barbara Chironna reported a checking account balance of $32,000.00.
Annual dues collection is going well. A late charge of $100.00 will be incurred for dues unpaid by 9/20/14.
Amy Cross reported that the Landscape committee is planning no special projects for the coming year, but rather will focus on common area maintenance, and continued removal and replacement of the dead and dying trees.
Volunteer Lawn, which provides the mowing and lawn maintenance of the common areas, has requested a rate increase. Any contract that is negotiated will include fall leaf removal. It may be necessary to seek alternative options for fall and spring flower planting and other services currently performed by Volunteer Lawn to remain within budget.
Repairs and updates planned at the pool and pool house for this fiscal year include: replacement of the upstairs large window unit because of wood rot leading to stucco damage; sandblasting and repainting of the pool entry gate; painting the restrooms, chemical and storage rooms with mold and mildew resistant paint.
The pool cover will be installed and the pool will close on October 2, 2014.
