Imperial administration , the seat of the Imperial Governor of Jaluit is ( District office on Nauru )

The German colony was mostly dominated by the Deutsch-Neuguinea Unternehmen (German New Guinea Company) between, 1844 to 1899 the colony was administered by the company. The plantation being in the early stages had the owners mining for copper and whilst planting coconuts, Most of the plantations were located on the coastal region, leaving the inland to the missionaries and military explorers.

German New Guinea (Deutsch Neu-Guinea) was a German colonial protectorate from 1894-1914. The Capital was Herbertshöhe (Kokopo), and the foreign population was 773 (474 white).Albert Hah who became acting Governor in 1901 saw the need for a deep water sheltered Harbour. With no money allocated to the project Hahl approached Norddeutscher Lloyd shipping company with a plan, a generous land concession was offered for payment. The most obvious position was Simpsonhafen (Simpson Harbour).A new shipping wharf was built in 1905 and a town was planned. The port of Simpsonhafen was officially opened on 1 October 1905 .The move of the capital from Herbertshöhe to Rabaul was without official sanction from the Reich land.

The German Government sent an auditor from Germany, there was no fraudulent misuse of Government funds, the port of Rabaul officially opened in January 1910 to become the capital of German New Guinea

On April 1, 1899, Rudolf von f Bennigsen was appointed for the first governor of German New Guinea and the island region of the Caroline's , Palau Islands and Mariana appointed. That same year he moved the seat of colonial administration from Friedrich-Wilhelm-port on the Kaiser Wilhelm country after Herbertshöhe (Kokopo ) on the island of New Britain . Rudolf von Bennigsen was primarily concerned with enforcing the colonial claim to power of the German Reich with punitive expeditions. Whether for political or health reasons it remains unclear, but on July 10, 1901 Rudolf von Bennigsen resigned his service in German New Guinea with the handover of the governorship to Albert Hahl .
