SICKENING VANDALISM AT SALINE PRIMARY SCHOOL
Many people will have been angered at the news that the work of so many parents and children in planting up the school playground at the weekend was vandalised within 24 hours. It is likely that the people who did this are local. If you have any information about this event, or saw something or someone in the area, or have any thought as to who has done this, please contact the school or police.
HELP CHOOSE THE WEST FIFE VILLAGES’ CITIZEN OF THE YEAR
The West Fife Community Council Forum has reintroduced the annual Citizen of the Year Award, given to someone who is seen as having made an exceptional contribution to their community. The late John Crane was a previous nominee.
Each Community Council has been asked to nominate an adult and a young person, and a winner in each category will be selected by the Forum. Do you know someone who has shown dedication and selflessness and made a significant difference to community life in Saline and Steelend? Maybe over a long period or during the last year?

FRIENDS & NEIGHBOURS PROJECT CELEBRATION EVENT/LANTERN PARADE
Hopefully, you have noticed the two tile mosaics which have now been installed at Saline Glen entrance and Steelend playpark. Both mosaics are to be completed with wooden surrounds in the next couple of weeks.
There will be a community event on Saturday October 29 to mark the completion of the mosaics and to have some autumn fun!
The event will include a Saturday drop-in workshop at the community centre, making lanterns and decorations with willow. Adults and children are all welcome and there is no charge.
This will be followed by an evening lantern parade, accompanied by Sambangra drumming group. There will also be a pumpkin competition, prizes for fancy dress, and other seasonal activities as organised by any local groups who would like to be involved!

SALINE ANNUAL HORTICULTURAL SHOW 2016
Founded in 1905, the Saline & District Horticultural & Handcraft Amateur Society has just closed the doors on its 86th annual show held in the Saline Community Centre.
As Chairman and President I would like to thank all those who took part as an exhibitor or visitor because without you we would not have a show to put on. This year’s summer was perhaps a little better than last year with less rain and maybe slightly higher temperatures - always good news for gardeners. This year we saw a slight reduction in the number of flower entries but an increase in vegetables; overall most classes from Children’s through to Baking were generally well supported and a good display filled both halls.
The other element critical to success is of course the people who help out in preparation during the year and in particular over the show weekend. Those committee members and other community folks who come along and help set up the stalls, run the tea and coffee café and look after the judges etc - a big thank you to all of you.
As with most things, we need some financial support; Fife Council have continued to provide as with a small grant and this year Kingdom Housing Association were very generous and covered - in full - the cost of printing the show schedule which we can then deliver for free to all Saline households within the May issue of the Saline bulletin.
This year’s show was dedicated to John Crane who sadly passed away a few weeks ago. As many of you know, John had been a very long standing committee member and office holder in the Society, making significant contributions and he is greatly missed by all.
The show was formally opened by Matthew Pease, a notable architect based locally and someone who has a passion for garden as well as building design. Matthew is part of a team restoring a Japanese Garden at Cowden Castle which will soon re-open to the public when the restoration is completed next year.
The Society recognised the significant contribution made by Bill Philips who has been a committee member for over 30 years and presented Bill with an engraved crystal glass tankard, we wish Bill all the best and say “Keep taking the tablets”.
I hope many of you who have not considered entering something in the show will perhaps do so in 2017 to help ensure the continued success of this long established Saline event.

Saline Environmental Group will be having an Action Day on Saturday 1 October with bulb planting, Glen clean up, weeding etc. All volunteers are welcome; meet at the Glen entrance at 10.00 am.

The Gala Committee would like to thank everyone who came along to our Gala and to the events held during gala week. We would especially like to thank those who contributed by giving up their time to help or by contributing to our raffle.

116TH FIFE SCOUT GROUP
All Sections of the Group have now restarted after the much welcome summer break.
Parents and guests enjoyed some light refreshment and a chat. During the meeting the youth enjoyed some outdoor games followed by hot-dogs and juice.
The Beaver Colony is still continuing to grow and is now nearing full capacity; the last few places may go quick. They are looking forward this month to a bug hunt with a neighbouring Colony, a fun day at Fordell Firs and fun events at the Annual District Sports Day.
The Cub Pack is also continuing to recruit new members but there are still several places left. This month the Pack are planning an evening walk in Devilla Forest, taking part in the Mowgli Shield competition and a RSPB-supported event at Vane Farm.
Some of the Scouts from the Troop, along with about 2000 other Scouts from all over the world, attended the Satellite Camp and the Scottish International Patrol Jamborette at Blair Atholl. This event was much enjoyed and was a great experience not only for the youth but also the Leaders. They are now continuing to work on their Challenge Awards and are looking forward to taking part in the District Sports Day.
The Explorer Unit are in the process of preparing their Autumn/Winter programme so that they can fully take part in joint activities with other Units from the District.

A THANK YOU FROM MARIE CRANE
On behalf of our family, I would like to thank everyone who sent their condolences following John's passing and who contributed to his collection for the Victoria Hospice.
John's latter days were made more bearable by the care given by our Oakley district nurses, by staff at the Victoria Hospice in Kirkcaldy, and by well-wishers in the community. I am therefore pleased to be able to present the hospice with a cheque for £900, thanks to the generosity of people attending John's funeral and others who posted donations to me. This will be used to improve the patients' surrounding and garden, hopefully bringing some relief during treatment and making others' final days more comfortable
John bore his illness with his customary sense of humour but was touched by the good wishes from our community. Despite my initial reservations about whether he would be able to cope, his morale was boosted by the reception and presentation organised by the Community Council. Thanks to everyone concerned.
While no-one can replace John in our community, I intend to continue to make my own contribution towards making his legacy worthwhile.
HARVESTING FIFE'S POTENTIAL FOR A LOW CARBON ECONOMY
The first Fife Environment Partnership Conference and Fair will be held in the Dunfermline Carnegie Conference Centre on 20 September. It will bring together public bodies, councillors, Fife Council staff and FEP members who will be showcasing their carbon reduction initiatives. This is an opportunity for people to learn what has been going on and perhaps stimulate action in our community.

CHILDREN'S FUN DAY
Steelend Children's Club will be hosting A Children's Fun Day on Sunday 18 September in Steelend Club between 2.00 pm and 4.00 pm. There will be a barbecue and games for all ages such as table tennis, magnetic darts and soft play. It costs £2 for the barbecue and £1.50 for the children's activities, hardly wallet-busting so why not give it a go?

SALINE & BLAIRINGONE PARISH CHURCH NEWS
The Rev Alec Shuttleworth will be leading the worship at Saline Church on Sunday 11 September. After the service on 25 September, members of the congregation will have the opportunity to confirm that they wish the linkage to take place and to accept the Rev Alec Shuttleworth as their Minister. Once this is agreed by both congregations concerned there are several other arrangements to be made but the linkage should be effective by November.
The HARVEST THANKSGIVING SERVICE will take place on Sunday 2 October at 10.30 am. The Thanksgiving Offering this year will go to the Emergency Appeal for Malawi where there is a desperate food shortage in several areas. The crop failure is due to a combination of circumstances - drought followed by erratic rainfall and some flooding which ruined winter crops. The appeal will supply food in the short term and increase the provision of schemes, already proved successful, in counteracting adverse conditions.
The SACRAMENT OF THE LORD'S SUPPER will be celebrated on Sunday 30 October.

FLYING OVER FIFE
You may have heard that Edinburgh Airport is currently consulting on changes to the flight paths over Fife. A number of Community Council areas are already affected by changes in the way Edinburgh Airport is using the airspace, and stand to be even more badly affected by the current proposals in a consultation process that ends on 12 September.
You are invited to a meeting in Linlithgow at the Burgh Halls on Tuesday 6 September, starting at 7pm. We are organising this meeting with the support of various Community Councils including Linlithgow. Neil Findlay MSP has kindly agreed to chair the meeting.

MAJOR CHANGES TO BE INTRODUCED FOR ACCESS TO RECYCLING CENTRES
Fife Council is about to implement a charge for larger vehicles getting rid of waste at recycling centres. In our area, disposal of commercial waste is to be limited to the Lochhead site from October 3, while a new charging system based on a payment per load rather than the current system of permits.
Householders who want to take waste in vans or trailers will also be asked to book in advance to minimise the risk of traders misusing the system by claiming to be depositing household waste. The aim is to improve access for residents while ensuring full-cost recovery for business waste. At the moment the under recovery of income costs the council up to £500,000 each year.
Residents using cars will still be able to use cars as at present but, from October 3, those taking waste in vans or trailers will have to book on line at www.fifedirect.org.uk/hwrc or by phoning 03452 550022 before 4pm to receive a reference number to be presented to site staff.

There are a number of issues that are currently affecting or will be affecting our community very soon. These issues are happening at a pace that the monthly bulletin cannot keep up with for canvassing community opinion or for galvanising community effort.
They include:
· Edinburgh Airport flight path changes – the airport is already increasing air traffic in our area before the “consultation” period ends.
· Housing developments – yes, we need more houses but developers are keen to build the cheapest, least aesthetically pleasing buildings they can and it is only by the community challenging them that changes are made.
· Deteriorating essential broadband services for those not in the vicinity of a green fibre box. Providers such as BT have already downgraded their service agreement with customers.
· Fracking – did you know that fracking licences for the ground under our feet have been sold to frackers?
· Wind Turbines – you will have noticed one being built on the Clackmannanshire border with ourselves? There are more coming.

GOOD SAMARITAN FIRST AID CENTRE

This course is NOT only for those in work - it is for everyone! On completion of the course, you will never have the worry that you might not know what to do to help your nearest and dearest in an emergency situation. Yoga
Come and have a go at the yoga class in Saline! Yoga has recently become very popular indeed, especially amongst celebrities, and is often seen as a way of keeping fit. It is a (very good) way of keeping fit, but is much more than just exercise.
Yoga means ‘unity’ and is a lovely way to become more at ease, both physically and mentally. One of the principles of yoga is non-violence, and so rather than pushing, pulling and stretching into some of the impossible-looking poses that you might have seen in photographs, the class will teach you how to be kinder to yourself; to support yourself to move with ease and lightness, and to become more at peace in your everyday life.
You don’t have to be supple, fit, young, slim or able-bodied to do yoga - everyone is welcome, although, for now, the class is not open to unaccompanied under-sixteens.

COMMUNITY COUNCIL MATTERS
Another good attendance at August's meeting covered a lot of ground with lively discussion. We are moving into a time of possible threats and opportunities so it is important that people make their views known and a good way of achieving this is by participating in these meetings.
John Crane Award
The previous Bulletin advised that an annual award would be made to the child who made the biggest contribution to active citizenship. This has been welcomed by the head teacher, Mrs Wilson, as the school is encouraging all pupils to develop as active citizens. The process will take place between now and the end of the summer term.
Roads and Flooding
Stewart Miller continues to be active on our behalf regarding the water leaking from the road at the Oakley Road/Main Street junction. It now appears that Scottish Water claim that it is not tap water as there is no chlorine in it. However, Stewart has found that chlorine can be filtered out as it passes through the ground and will continue to press Scottish Water on our behalf.
George Duncan continues to complain at Fife Council's responses to his concerns about the recent works through High Steelend and accidents on West Road. No doubt this will continue to run.
Grass verges have now been cut, actually prior to the Community Council's request for action
Councillor Bobby Clelland advised that the Main Road, Steelend resurfacing had unfortunately slipped in the programme but was still a commitment. Concerns about parking at the shop and restricted visibility for traffic exiting from Oakley Road is about to be addressed by the creation of parking bays at the shop.
Kingdom Housing Association
The project has been put back further as Scottish Water is carrying out a modelling exercise. This will put the project back by two months. While KHA is desperate to start providing much needed social housing, the earliest that a start could be made is now November. Realistically, most work will now start in spring 2017.
Street Naming
It seems that Fife Council has agreed that the new streets be named after John Crane, William Wallace and Walter Scott. The latter caused Colin Stuart to take exception. In an email to the Community Council he described Scott as one of the most tedious, boring, long-winded writers in Scotland whose connection with Saline was tenuous. More concerning was that Scott despised the common people of Scotland unless they were properly humble and knew their place. Colin felt that the use of his name would be an insult to a very large proportion of the Saline and Steelend community. The full version of Colin's email can be inspected in the Community Council minutes posted on the community web site. The selection of William Wallace is now ironic, given the erection of a mammoth wind turbine that dominates the landscape and the views of the Wallace Monument. Wind Turbine View was seen by some as more appropriate.
Community Centre
It has not been possible to conduct the survey referred to in the previous issue but the Community Council still wishes to do this. In the meantime, the Community Council's view is that more time is required to establish the community's views and carry out a feasibility study. Council officials wish to take decisions soon but it is understood that councillors share the community's views
Bus Services
The new Service 6 is now operating and is generally seen as an improvement by being quicker to Dunfermline and providing a service for High Steelend residents. Nevertheless, there is still concern about access to doctors in the early morning and mid-afternoon. George Duncan advised that NHS Fife had offered transport provision to his treatment if no other transport was available to him.
While the work of the Bus Action Group and the good attendance at the Stagecoach consultation made a big contribution to the retention of services, it is essential that people use the service. “Use it or lose it” is a particularly appropriate statement.
Housing Development at The Glebe
As some of you may already be aware, the Reporter did not share the developer’s opinions about the suitability of the backlands site behind The Glebe for nine houses and has rejected their appeal. The Community Council applauds Cllr Clelland and his fellow committee members for the courageous position they took in rejecting the planning officer's recommendation for approval, a recommendation now shown by the reporter to be wholly unsound. Saline and Steelend Community Council is not opposed to new housing and was instrumental in bringing about Kingdom Housing Association's development of 55 homes on Oakley Road, construction of which will start shortly. What our community needs is affordable housing for sale and rent for local people, not more 'luxury' homes. There are a number of suitable sites for new housing including the former hotel site on the West Road, the 'gap' site opposite the shop on Main Street and the former football ground at Steelend which could accommodate 30 or so mixed tenure properties.
Playground Group
Melanie Mitchell reported that the BBQ at the golf club had been a big success and that the group now has a bank account. The Community Council will now transfer the donations from Donna Chesby's funeral. The group will shortly meet with Clare Lovett (Parks) and the equipment suppliers to see what is available.
Fife Communities Climate Action Network
The May Bulletin reported on the possibility of working with other communities through FCCAN and the possible opportunities for Climate Challenge Fund assistance.
Carolyn Bell who is working on the “Sustainable Energy Climate Action Plan for Fife”. She had intended to give a presentation to the August meeting but had to call off. She will now attend the September meeting. Carolyn is part of Fife Council's Resource Efficient Solutions team and should be able to deal with questions on recent developments.
Date of Next Meeting
Meetings continue to be well attended and are covering more issues relevant to people in our communities. The Community Council and Saline and Steelend Community Development Trust can take positive action to make our community better for all but need more people to contribute. Why not give it a try?
