Probable Identify of New Grocery Chain Coming To Town:
For those that haven't guessed the company name for this new grocery chain in the USA, Jeff Winget posted on Facebook that he thought this would be a Lidl grocery store. The site plans for this unnamed store in Rowlett and the named Lidl store in Rockwall are identical. I'm fairly certain Jiff is correct. A request for Alternative Building Materials came before the council this past Tuesday and was approved. Don't expect immediate construction. Rockwall approved their store the first of this year and no construction has started. They could be just getting their ducks in a row for expansion similar to what HEB has done in different parts of the DFW area.

From April 18th Council Packet: Item 7E :This refers to the new Public Safety Radio Tower On Schrade Rd.
Consider action to approve a resolution approving and ratifying a contract for the purchase of real property located at 8491 Schrade Road, being more specifically described as Lot 1, Block 1, Joy Lutheran Church Addition, for the installation, construction and operation of a radio tower as an integral part of a multi-jurisdictional radio system participation agreement.
After construction began, it was brought to the attention of City staff that the construction was being performed on the adjacent property, Lot 1, which was not owned by the City.
The cause of this miscalculation is currently under review. However, rather than re-commencing construction of the tower on the City’s adjacent lot, staff negotiated a purchase of Lot 1 so that the City would own both adjacent lots, giving the City slightly more than 8 acres which can be used for public safety facilities and other municipal purposes. Since the tower is an integral part of the public safety radio system that will be used by several cities, and since the system’s completion date is imminent, the purchase of Lot 1 needed to be completed as quickly as possible.
The purpose of this item is to ratify the purchase of the adjacent property to continue construction of the tower.
Purchasing the land where the tower was being constructed cost the city nearly $500,000.
The city's reply:
In February of this year, the City of Rowlett began construction of a radio tower to support a multi-jurisdictional public safety radio system. In March, it was determined that the construction began on the adjacent property, which was not owned by the City. Staff studied and presented three potential solutions to the City Council. These included a land swap with the owner of the property – the offer of which was declined; relocating the tower to the City-owned lot; or purchasing the land on which the tower construction was underway. After review, the land purchase was determined the best option, as it keeps a critical public safety project moving forward and avoids the lost cost of relocating the tower. This purchase also creates an additional strategically located City asset for possible future public safety facilities.
The City recognizes the concern this situation generates and is engaging an independent party to conduct a thorough review to determine how the miscalculation occurred.

Discussion of policy on Donated Art:
Ms. Tamra Williams, is a member of the Arts & Humanities Commission and a Rowlett resident of long standing. Tamra Williams will donate two sculptures in memory of family members and offered as a catalyst to encourage additional donations of public art works. The pieces are to be placed at Fire Stations #1 (3900 Miller Road) and #4 (6800 Rowlett Road) respectively.
Highway 66 Visioning Plan:
The Highway 66 Visioning Plan would encompass landscape and irrigation along the State Hwy 66 medians and entry features at both the east and west ends of State Hwy 66.
The Scope of the project will include from the far West city limit to Applebee’s and then again from Chiesa to Heritage Parkway on the East end of State Hwy 66.
Plant selections will include Liriope, Pennisetium Grass, Gulf Muhly, Flame Acanthus, Russian Sage, Coreopsis, Blue Grama, Upright Rosemary, Autumn Sage and similar plantings. Trees will include High Rise Live Oaks, Texas Redbuds and Crape Myrtles.
Entry features will encompass a large entry feature wall with “ROWLETT” designation on one side and a similar stone wall on the opposite side.
The goal is to have designation both coming into and going out of the City of Rowlett.
Entryway features will be placed at State Hwy 66 and Dexham on the West end of Rowlett and at State Hwy 66 and Heritage Parkway to the East.
By partnering with TxDOT and KRB, the City of Rowlett is essentially receiving almost $2 million worth of landscape and hardscape at no cost to the City. Maintenance will be picked up by the city one year after completion.
Miller and Chiesa Roads Sidewalk project:
Approved a resolution of support for the Miller Road and Chiesa Road Sidewalk project as applied for in the 2017 Transportation Alternatives Set -Aside. Call for Projects and authorize the Mayor to execute the necessary documents for said services.

This project is not yet funded. The resolution is in the hopes that the North Central Texas Council of Governments will provide funding. Maps are included in the council packet linked above.
Request to approve alternative Building Materials for grocery store.
Consider and take action on a resolution for Alternative Building Materials to allow metal louvers. The subject property is located at 1901 Lakeview Parkway, Approved.
An item to approve an ordinance adopting the Project Plan and Financing Plan and adopt the Bylaws for the Downtown Tax Increment Reinvestment Zone.
This was approved and with 50% participation instead of 75% participation for 20 years. This allows more to go to the general fund than originally proposed.
Consider an ordinance granting two Major Warrants to eliminate each of the minimum height
requirements in “Sub Area 2” and “Sub Area 3” of the Signature Gateway (E1) District.
This item was pulled by the council and delayed to May 2nd when another public hearing will be held.
Zoning Change Request:
Conduct a public hearing and consider an ordinance approving a rezoning request from both Rural Neighborhood Form-Based District (RN-FB) and Urban Neighborhood Form-Based District (UN-FB) to New Neighborhood Form-Based District (NN-FB). The subject properties are located at 3200 and 3600 Hickox Road. Approved.

Yesterday, I was at Costco buying a large bag of Purina dog chow for my loyal pet, Bruce, the Wonder Dog, who weighs 191 lbs.
I was in the check-out line when a woman behind me asked if I had a dog. What did she think I had, an elephant?
So, because I'm retired and have little to do, on impulse I told her that no, I didn't have a dog, I was starting the Purina Diet again.. I added that I probably shouldn't, because I ended up in the hospital last time, but that I'd lost 50 pounds before I awakened in an intensive care ward with tubes coming out of most of my orifices and IVs in both arms.
I told her that it was essentially a Perfect Diet and that the way that it works is, to load your jacket pockets with Purina Nuggets and simply eat one or two every time you feel hungry. The food is nutritionally complete so it works well and I was going to try it again. (I have to mention here that practically everyone in line was now enthralled with my story.)
Horrified, she asked if I ended up in intensive care, because the dog food poisoned me. I told her no, I stopped to pee on a fire hydrant and a car hit me.
I thought the guy behind her was going to have a heart attack he was laughing so hard.
Costco won't let me shop there anymore.
Watch what you ask retired people. They have all the time in the world to think of crazy things to say.

An employee told me that there will be a ceremony on April 27th to mark the new expansion of the hospital. The expansion will be on the NW side of the hospital and join the existing facility. This expansion has been planned for years but has experienced many delays.
From InForney.com: Lake Pointe has been designated as an Advanced (Level III) Trauma Facility by the Texas Department of State Health Services.
Level III designation indicates that Baylor Scott & White - Lake Pointe is staffed by physicians and health care professionals with advanced trauma training. Level III Trauma centers provide care for patients who have experienced significant traumatic injuries such as automobile accidents, gunshot wounds, stab wounds, and falls. They also provide stabilization and prompt transfer for the most critically injured patient.
“This designation reflects our commitment of caring for our community and providing the services necessary to help save lives in an emergency situation,” explains Brett Lee, CEO of the Baylor Scott & White Medical Center – Lake Pointe. “By expanding the level of care in our community, the quality of life is enhanced for all who call it home.”
Trauma is any life-threatening occurrence, either accidental or intentional, that results in injuries. Trauma may result from falls, motor vehicle accidents, assault, struck by object and cut/pierce. According to the Centers for Disease Control and Prevention, trauma is the leading cause of death among Americans under 44 years of age.
“It takes a special group of professionals to meet the demands of a busy emergency department such as ours,” states Lin Du, DO, Medical Director of the Emergency Department at Baylor Scott & White Medical Center - Lake Pointe. “The extraordinary dedication and teamwork of our emergency department physicians, trauma surgeons, orthopedic surgeons, neurosurgeons, other specialists, and staff help to ensure our advanced trauma level status is possible.”

Rowlett Neighborhood Life: From Elise Bowers
Rowlett residents who enrolled in the Rowlett City Academy are having a great time. They are about half way through their course. Last week, participants enjoyed a mini block party with the BPT (Block Party Trailer) on the lawn at City Hall. They were joined by members of the Rowlett City Council for a bit of social time. With beautiful weather, everyone enjoyed sitting under the oak trees and exchanging the latest news and meeting new people. As the sun dipped, residents moved inside to enjoy presentations by the City Building Official Blake Scott, Environmental Health Manager Chuck Dumas and Community Services/Animal Control Officer Maria Martinez.
This week, the Academy is presenting Development Services Director Marc Kurbansade, his Planning Manager Tony Felts and Community Services Manager Maria Martinez. They will be discussing the Development Services available here in the City of Rowlett, the Planning and Zoning process, as well as Code Enforcement. On April 22, 2017, the Academy will be out on an adventure around the City. A tour of the Recreation Centre, Kids Kingdom and many of the Parks is planned, as well as a trip to the Library.
In other Neighborhood Life news, the BPT is available for use by registered neighborhood groups. Weekends in June are filling up so go online or give Neighborhood Life a call! When you are thinking about having a block party, be sure and plan ahead. Blocking streets does take the signature of all of the residents on the block, and that might take time to accomplish! But it is important for the safety of everyone that streets are closed when residents and their children are out and about. The latest items added to the BPT are lots of props for photos! Be sure and post pictures to Facebook using #RowlettLife.

1. Make a recommendation on a Tree Survey Preservation Plan and related Tree Removal Permit application for more than three trees associated with All Storage. 99% of the time, this problem is because you are accidentally brushing
against the touchpad on your laptop and moving the cursor to a new
point in the letter. This is why your typing is suddenly appearing in
the middle of a sentence.
To see if this is what is happening, I would suggest you tape a piece
of cardboard over the touchpad and then type as usual. If the problem
stops, then you know that this was the cause. If not, then you
probably need to get your computer checked out at a local computer
repair shop.
If the cardboard solves the problem, you can either leave it in place
when typing, or some computers allow you to disable the touchpad.

City of Rockwall Seeks Resident Input for I-30 Corridor Expansion
ROCKWALL, TEXAS - April 12, 2017 - The City of Rockwall is looking for input from residents about what they'd like to see for future commercial development along the I-30 corridor. As Rockwall continues to grow, the City Council is guiding planning and preparation to continue growth in a positive direction. There will be an open house next Tuesday, April 18, for people to learn more, participate and offer feedback on current suggestions for future land use in the area.
Last October, the Rockwall City Council directed staff to study the I-30 corridor and provide recommendations about tax base, land use and development patterns. The open house next week offers an opportunity for residents and stakeholders to learn more about existing conditions within the corridor, and to identify any potential issues concerning current and future development in the area.
Several activities are planned for the open house event, including a brief introduction and general overview of the project, along with recommendations for future land use. Additionally, a survey has been created to help gather information about present and desired retail trends in Rockwall. The goal is for the public input to help design an action plan that will guide the future direction of development in that vital commercial district. The meeting will take place at City Hall, located at 385 South Goliad Street in Rockwall next Tuesday, April 18, at 6 p.m. The public is welcome and encouraged to attend. Heritage Celebration 2017: Hats Off to Garland!
Celebrate Garland's rich history from 4 to 8 p.m. Saturday, April 22, as Downtown Garland hosts the fourth annual Garland Heritage Celebration.
This year the celebration will take place on State Street between Fifth and Sixth streets, next to the historic Downtown Square. The day will feature musical entertainment, historic and comedic lectures, and fun for the whole family.
The public is invited to learn more about Garland's historic Downtown by visiting the many themed events at this year's celebration, including a special exhibit in the lobby of the Plaza Theatre as well as guided tours of historic Main Street. Everyone is invited to ride Mo, the mechanical bull, and participate in this year's scavenger hunt. Live music and children's activities are also planned.
In addition to this event, there will be historic home tours before the Heritage Celebration. These home tours will take place from noon to 4 p.m. Saturday, April 22, on Eleventh Street between Avenues B and D. The homes represent the historic Travis College Hill, originally platted in 1913.

Tomatoes:
Yes. you read that right. I am writing about a new type of tomato I have tried and this is not a paid commercial. First of all I want to say that I love the sweet ripe summer tomatoes that come from Wills Point and other farm areas East of here. I love to slice them and make tomato sandwiches. However this type tomato is only available for a short time each summer. While shopping at Sprouts a couple of weeks ago I saw a new type tomato. It was larger than a cherry tomato but smaller than a regular size tomato. It was advertised as a sweet tomato and called Campari. Sprouts had a pound package for a buck so I bought a couple of packages. I want to tell you that the summer Texas tomatoes have nothing on these little tomatoes. You cut off the tops, slice them down the middle and put a little salt and mayonnaise and these tomatoes are as good as you can buy. I finished off the two packages in a couple of days and went back and the price had tripled. I looked at Walmart and they carried the same size packages of Campari tomatoes but they sold for $2.98. We returned to Sprouts this week and found the Campari packages selling for 2 for $3. I bought 4 of them. I understand Costco sells them but I haven't checked out their price yet. If you haven't tried them yet and love tomatoes you may want to try them. Let me know what you think.

JOIN FRIENDS OF THE ROWLETT PUBLIC LIBRARY DURING NATIONAL VOLUNTEER MONTH IN APRIL
Rowlett, Texas – March 31, 2017- April is National Volunteer Month. Friends of the Rowlett Public Library needs new members to help prepare for the Library’s Grand Re-opening in Fall of 2017.
Volunteers strengthen communities. They lend their talent, time and experience to helping their neighbors and in turn improve their own quality of life. By joining Friends of the Rowlett Public Library you can help chart the course of the library’s future through raising awareness of library programs or helping with specific programs throughout the year. Your membership provides the opportunity to improve the Library’s facilities and services by serving as a Board Member, assisting the Membership or Publicity Committees or helping with special events. Meetings are held on the fourth Tuesday of each month at 6:30 PM at the Library, 5702 Rowlett Road. Annual dues are $25 for individuals, $100 for clubs or associations and $150 for businesses and are tax deductible. Past donations have provided books, computer and audiovisual equipment, and funds for the Summer Reading Program.
You can volunteer at the library according to your strongest aptitude. With the variety of programs offered at the library during the year your skills will engage and excite others. You can volunteer an hour or two at a time or longer depending on your schedule. Make library funds go further when you assist with children’s programs and Summer Reading activities, help with crafts, or serve as a guest reader during Saturday Family Story Times. Tutors are also needed for GED or ESL classes.
Even more volunteer opportunities will become available when the library moves from its temporary location to re-open in fall of 2017 in the Village of Rowlett on Main Street. Until then, we need new “friends” to serve on the Grand Re-opening Committee and to increase awareness of how our library will address the challenges of the 21st century.

How to Reserve the Trailer?

How Does It Work?
After your reservation request is received and approved the Neighborhood Life Office will confirm your date and schedule a drop off time with an adult over the age of 18. Usually the trailer will be dropped off on the Friday afternoon and will be retrieved on the following Monday. Want to have a party on a Thursday? No problem! Email your request with the application and the friendly folks in Neighborhood Life will try to make it happen!

Easter Egg Hunt: Grab your Easter basket on Saturday, April 8th from 10:00am – 12:00pm and hippity-hop over to Pecan Grove Park to hunt for over 20,000 treat-filled Easter Eggs. Egg hunts are categorized by age groups and are scheduled at various times throughout the event. In the case of inclement weather, the event will be held on Saturday, April 15th.
Easter Pup-A-Palooza: Join the Rowlett Parks & Recreation Department April 9th from 2:00pm-4:00pm at Herfurth Park for the Easter Pup-A-Palooza, where dogs of all sizes are invited to hunt for eggs filled with doggie treats and special prize eggs. You won’t want to miss the fun games or the prizes. Remember to bring your Easter basket, leash, and proof of rabies vaccination. $10 entry fee per dog.
Kid Fish: The Rowlett Parks and Recreation Department is proud to once again host Kid Fish! Community Park will be stocked with 500 pounds of adult catfish on Saturday, April 29th. Come join the fun from 9:00am – 12:00pm. Prizes and trophies will be awarded to winners in three age divisions.
Cardboard Boat Regatta: Immediately following Kid Fish at 1:30pm Community Park will be full of spectators waiting to see who will float, sink or swim at the fourth annual “Rowlett Cardboard Boat Regatta”. Contestants will make boats out of cardboard & tape and will rely on their inventions to keep them afloat as they race across the Community Park Pond. Pre-registration is required & all teams will need to collect their own cardboard. Life vests are mandatory for all team members. Trophies will be awarded to the winners!

City of Rockwall Works to Protect Storm Victims from Potential Scam Artists
ROCKWALL, TEXAS - April 4, 2017 - Homeowners are still working to recover from the storms that devastated their homes last week in North Rockwall, and the City of Rockwall is providing tips to protect residents from becoming victims of potential scam artists. Before the storm had subsided or the debris was even cleared away last Wednesday, contractors were in the Dalton Ranch neighborhood looking to repair homes in the area.
