The Wealth tax rate should be in the hands of Civil Servants charged with the duty of keeping inflation (including the cost of land and houses) within strict limits around zero. There should be free movement of money world-wide, but banks should be subject to registration and strict regulation. We should have the freedom to use, or borrow in, any currency or barter system we like: though it would make travel and trade easier if we all used the same money. The less convenient currencies would fall into disuse. An electoral balance would be achieved between those politicians wanting to increase the benefit and public services and those wanting to reduce VAT. Smoother transitions would occur if, say, every year 20% of the Local, County, National and Continental representatives were elected for five years by proportional representation (See http://www.makevotescount.org.uk ). Politicians (limited by the taxes voted for by their constituents and deducted from each constituent's benefits) would be responsible for the spending in their area. The available money would come from the taxes which only the National government collected. Shortly before a fixed annual election time, each individual would receive an Account of his receipts, deductions and the expenditure undertaken by each of his own representatives. Individuals could have a much clearer understanding of where their money goes and the more they waste, consume or have, the more tax they pay. The more services they vote for in their areas the less benefit reaches their bank account. Tax collection would be more transparent, less costly, much simpler and less avoidable, and so would benefit all. Taxes would be used to pay for government, defence, police, benefit, monitored funds for special needs, some health and other services, which may be more efficiently provided Locally, Nationally or Internationally.
