Budget Jargon
Base Grant: Basic funds every district receives no matter their student population.
Categoricals: Needs that used to receive restricted funding- ex: Deferred Maintenance
Deferred Maintenance: Postponing repairs to save costs until money is available
General Fund: Funds 1-8. Delineated further to “Restricted” “Unrestricted”
LCAP (Local Control Accountability Plan); since 2014, more flexibility for spending at district level
LCFF (Local Control Funding Formula): since 2014, did away with most categoricals
Other Funds: Funds 9-90. Since 2016, monies restricted by board action.
Reserves: District definition (General Fund Ending Balance, Funds1-8 / Expenditures)
CalProEd definition (Total of All Funds, Funds 1-90, Ending Balances / Expenditures) as the vast majority of other funds were restricted from and
should be returned to the General Fund if they are not spent in a timely manner.
Restricted Funds: Four restrictions left for Base Grant fed and state monies: Special Education, Foster Youth and two Native American
programs. School Boards can restrict General Fund monies or unrestrict other fund monies with a majority vote.
Unaudited Actuals: Prior year's actual spending and ending balances presented/discussed in public once a year at September Board Meeting
and due to the County Office of Education by October 1st.
