Pleasant Valley Township ANNUAL MEETING Minutes
TUESDAY, MARCH 1st, 2022. Clay Rural Water System, 7:00 PM
Township Clerk Thomas Tiahrt called the annual meeting to order at 7:00 PM Central Standard Time.
All Supervisors, Ron Huot, Karl Leikvold, and Rick Wolfswinkel were present. Township Treasurer Jill Mockler was also present.
Voters present: Arden S Abild, Louise Gregoire, Gayle L Johnson, Richard D Johnson, Sheldon D Johnson, Donald H Lyso, Travis P Mockler, Richard Allen Peterson. Daryl Henriksen visited the meeting.
Voters selected registered township voters Louise Gregoire, Travis Mockler, Sheldon Johnson as the three election judges; the same determined the qualifications of voters listed above as eligible to vote.
Clerk read the prepared agenda.
Supervisor Karl Leikvold provided an update on the inventory of small structures on township roads. Clerk agreed to identify discrepancies between the map provided by Ulteig Engineers and the visual inspections conducted by Karl.
Clerk opened polls
Don Lyso nominated Rick Wolfswinkel as Supervisor, seconded by Rick Peterson. Don Lyso nominated Thomas Tiahrt as Clerk. Travis Mockler seconded the motion. Karl Leikvold nominated Jill Mockler as Treasurer. Don Lyso seconded the motion. Rick Peterson moved to close nominations, seconded by Arden Abild; the motion carried. Nominees were elected as officers without opposition.
Clerk read minutes of last annual meeting March 2, 2021. Travis Mockler moved to approve the minutes, Rick Peterson second the approval motion; the motion carried.
Jill Mockler submitted the treasurer’s financial statement, reported on the board’s audit of the financial statement, and presented the treasurer’s financial report. Travis Mockler moved to approve the treasurer’s report as presented. Arden Abild seconded the motion; the motion carried.
Travis Mockler moved to set the Senate Bill 1 levy at $0.50/$,1000, Sheldon Johnson seconded the motion; the motion carried.
Travis Mockler moved to keep salaries and meeting per diem the same as they were in 2021 ($450/year plus $50 for the apportionment meeting). Rick Peterson seconded the motion; the motion carried.
Travis Mockler moved to use the 2021 compensation rates for 2022, including the mileage compensation for the use of personal vehicles for township business at $0.52/mile and special meeting compensation at $50 per meeting. Rick Wolfswinkel seconded the motion; the motion carried.

Ron Huot moved to use the 2021 road maintenance levels designation in 2022. Sheldon Johnson seconded the motion; the motion carried.
Travis Mockler moved that the 2021 ROW policy remain in effect in 2022. Ron Huot second the motion; the motion carried.
Travis Mockler moved that mowing and spraying be done by township in the spring, and landowners be responsible to do tree and debris removal. Sheldon Johnson seconded the motion; the motion carried.
Voters discussed the proposed budget. Travis Mockler moved that the proposed budget be approved. Ron Huot seconded the motion; the motion carried.
Sheldon Johnson moved to retain First Premier of Wakonda as official township depository and that First Bank & Trust, CorTrust, and First Dakota be designated as acceptable banks for township business. Travis Mockler seconded the motion; the motion carried.
Clerk opened quotes for gravel, snow removal, maintenance, and mowing.

Ron Huot moved to award the contract for all services to Pollman Excavation. Rick Wolfswinkel seconded the motion; the motion carried.
Rick Wolfswinkel moved to adjourn the meeting at 8:16 PM. Travis Mockler seconded the motion; the motion carried.
