This item 5 docs. covering letter of the Registrar is seemingly (?!)  in response to  4 docs above. See the ref. item in the covering letter.  It has seemingly the ref. of the Principal@CES which was perhaps for the 3 RTI applications and the ref. to the RTI application addsd. directly to the PIO&the Registrar . The Registrar's RTI response is very fraudulent. The enclosed attachment doc. has no signature at all.
