Dear Madam,

Namaste. It may be reviewed that our Telangana state does not have any Information

Commissioners now. This is awfully bad situation for the general public. The 

tenures of office of all the five state information commissioners were over by 

Feb2023.  All the posts of Information Commissioners in the TSIC have turned to be

vacant.  Nearly 10,000 appeals are left unheared for. More than 500 appeals reach 

the state information commission on the average per month. The public information 

authorities in the public offices are turning reluctant to serve the public cause 

of information. In this context, Professor Kanagaluru Chandra Sekharaiah said that 

his research group named PGF tapped the potential of the RTI Act 2005 for building 

a knowledge society. He said three Ph.D. students of his R&D group completed their 

research programs by making use of the RTI Act 2005.  A knowledge society is a 

well developed society based on right information. On the other hand, an ill 

developed society is characterized by the flow of false, wrong information. RTI 

Act 2005 is every citizen's tool to become enlightened with right information. So, 

the enforcement of the RTI Act 2005 is very necessary.

Our national emblem has 'Satyameva Jayate' meaning 'Truth alone triumphs and 

nothing else'. Truth and right information are synonymous and form the fulcrum of 

a knowledge society. So, national success and social success are by ensuring the 

right information flow through the RTI Act2005.  It is a democratic responsibility 

of the state to enforce the RTI Act2005. When a Government does not discharge the

social responsibility, it loses the people's goodwill. So, PGF requests the state 

executive for immediate steps for appointing the information commissioners in TSIC

lest there should be loss of faith and goodwill of the people.

మన తెలంగాణ రాష్ట్రం కు సమాచార కమిషన్ లేదని ఒకసారి మననం చేసుకోండి.  ఇట్టి దుస్థితి మీదుమిక్కిలి సాధారణ 

ప్రజానీకం కు శోచనీయం. తెలంగాణ రాష్ట్రం సమాచార కమిషన్ లో 5 మంది సమాచార కమీషనర్లు అందరి పదవీకాలం 

2023 లో ప్రధమ చతుర్ధాంశం లోనే ముగిసింది. ఈ పదవుల భర్తీ అటకెక్కడంతో అన్నీ ఖాళీలే అయినయ్.  సుమారు 

10,000 appeals రాష్ట్రస్థాయి లో విచారణకు నోచుకోలేక వెలవెలబోతున్నాయి. అంతేగాక, ప్రతినెలా 500 పై

చిలుకు అప్పీళ్ళు వస్తుంటాయి. రాష్ట్ర సమాచార కమీషనర్ ల లేమితో పౌర సమాచార అధికారులు  ప్రజలకు సత్య

సమాచారం అందించడంలో నిర్లక్ష్యం వహిస్తున్నారు. ఈ సందర్భంగా  ప్రజాపాలనా వేదిక (People's

అధ్యక్షులు  ప్రాచార్యులు డాక్టర్ కనగలూరు చంద్రశేఖరయ్య మాట్లాడుతూ తన 'ప్రజాపాలనా వేదిక' పరిశోధనాబృందం 

ద్వారా సమాచారహక్కు చట్టం 2005  నుపయోగించి విజ్ఞానసమాజనిర్మాణానికి ఏవిధంగా కృషి చేసింది వివరించారు.

PGF పరిశోధనాబృందం తన ఆధ్వర్యంలో 3 Ph.D. లును సమాచారహక్కు చట్టం నుపయోగించి పొందిన దస్త్రాలుతో

స్వానుభవం, ప్రయోగాత్మకంగా పూర్తి చేసిందన్నారు.

సుసమాచారమే సువికసిత వైజ్ఞానికసమాజసాథనకు ఆధారం. తప్పుడు, అసత్యసమాచార ప్రవాహంతో బాధ్యత, 

జవాబుదారీతనం లేని ప్రజాకార్యాలయాధికారులు తో సమాజం నిష్ఫలం, భ్రష్టం,  నిర్వీర్యమౌను. ప్రతి పౌరుడు 

సత్యసమాచారంతో విలసిల్లేందుకు స.హ.చట్టం సాధనం. అమలుచేయాల్సిన బాధ్యత రాష్ట్ర కార్యనిర్వాహకవర్గందే. 

మన జాతీయచిహ్నం లో 'సత్యమేవ జయతే' ఉంటుంది. సత్యసమాచారమే  జ్ఞానసమాజసాధనకు ఆధారం.  ఏ జాతి గాని,

సమాజం గాని విజయపథంలో రాణించాలంటే సత్యసమాచారమే సాధనం. సకాలంలో సమాచారకమీషనర్ల నియామకాలతోనే

రాష్ట్రప్రభుత్వం ప్రజావిశ్వాసం, సౌహార్ధ్రభావాలును చూరగొనును.  సత్వరమే సమాచారకమీషనర్ల నియామకాలను  

రాష్ట్రప్రభుత్వం చేపట్టాలని PGF విజ్ఞప్తి.
