R.C. 4511.18 makes it an offense for an individual to buy, possess, or sell a traffic control device, such as a road sign or traffic signal, except in certain situations. This page summarizes the section and links to the official text.
A traffic control device is any sign, highway traffic signal, or other device that conforms to the manual adopted under R.C. 4511.09 and is placed by a public body or official with authority, to regulate, warn, or guide traffic. It includes street name signs. It does not include pavement markings. (R.C. 4511.18(A))
No individual may buy, possess, or sell a traffic control device unless one of these applies:
you work for the state or a local authority and are making, providing, putting up, moving, or removing the device as part of that job;
you work for a manufacturer of traffic control devices;
you are demonstrating a device's design and function to state or local officials;
you bought the device from the state or a local authority at a sale of surplus or unfit property; or
you properly bought the device from a manufacturer for use on private property and you have a sales receipt or other acknowledgment of sale from the manufacturer.
A violation is a misdemeanor of the third degree. You can also be prosecuted for theft or receiving stolen property. (R.C. 4511.18(C), (D))
If you own a sign or signal, keep the receipt or proof of how you got it.
If you are charged, ask the court whether jail is possible and whether you can have a lawyer.
