The Seattle Comprehensive Plan, first adopted in 1994, sets forth long term policies and goals for the City of Seattle. The Land Use element in Chapter 2 includes policies for the Single Family and Multifamily zones. Single Family policy LU65 provides as follows:
Control the location, scale, access and development standards of institutions and facilities in single-family areas in order to reduce negative impacts such as noise, traffic and parking problems and protect Seattle’s single-family housing stock through a conditional use or master planning process that considers:
1. Concentration of institutions of facilities
2. Bulk and siting
3. Traffic and parking
4. Demolition of residential structures
5. Height and scale.
There have been at least two Land use Interpretations requested by the Applicant and provided by SDIC referenced to this proposed project: Interpretation DPD Interpretation No. 13-010 on 04/24/2014, and DPD Code Interpretation No. 87-019 on 11/25/1987. Both interpretations are now being cited for justification to allow a 3-story, 39,500 SF private school to be rammed up against an existing single family neighborhood without any of the process requirements or rules that would apply to a public school.
