It's a paid ad saying "USPS PC postage" meanwhile the domain is registered to a UK person: Craig Thornburrow
... with only a single one ad running on the page for stamps.com...
questions: 1, why is the paid ad; 2, why USPS is in the title; 3, why is domain registered in UK; 4, what's the purpose of the site; 5, why only stamps.com ads; ?????
conclusion: THIS IS A BAIT!!! first you eat USPS... then you think you are on a legit website... then you find yourself on stamps.com site

fake real site (know type of marketing to drive visitors to target websites, like stamps.com)
lot of seemingly real content
subjects might interest postal employees
each site advertises stamps.com directly or indirectly
news and content are driven from other sites through rss and other feeds
with one goal make it look REAL and trustworthy
one will click somewhere or leave the page in 10 sec, no reason for order, tought first look matters
