The Hong Kong Police Negotiation Cadre was founded in 1975. It aimed at checking terrorism. After 1985, they focused on settling hostage situations and family disputes. Using only their ears and tongue, they resolved many crisis successfully.
警察談判組1975年正式成立，當時主要處理反恐怖活動，1985年以後，主要處理涉及人質的刑事案件和家庭糾紛，以及勸解企圖自殺人士。 他們站在危機最前線，近距離與綁匪、企圖自殺者，甚至騷亂者對話。靠的不是刀槍武械，只是單單的耳和口，透過聆聽和溝通， 用最和平的方法去化解一次又一次的危機。
