In June 2011, a fence was finally installed around the Soldiers' Monument. It is removable so that the City can have room for the Christmas tree and so that snow banks from city plows won't damage the fencing. (I'm afraid I have no further information about the fence, because I did not see any article in the local newspaper about it.)
