BRIEF HISTORY
The Ilocos Sur Polytechnic State College (ISPSC) was created on February 24, 1998 by virtue of R.A. 8547 authored by Congressman Eric D. Singson and signed into law by President Fidel V. Ramos. It is a comprehensive multi-campus institution of higher learning with its main campus in Sta. Maria, Ilocos Sur. Originally, it had eight (8) campuses spread in the second district of Ilocos Sur. Only six (6) campuses have remained. Other campuses were reverted back to the Department of Education.
The main campuses was former Ilocos Sur Agricultural College, which had its early beginnings as a farm school in 1913 and polytechnic college on March 29, 1995 by virtue of R.A. 7960. The other campuses merged into the polytechnic college were purely vocational-technical and general secondary education schools.
The six remaining campuses of ISPSC System are divided into two clusters, the North Cluster and South Cluster. The South Cluster is comprised of the campuses of Tagudin, Cervantes and Candon. The North Cluster includes Santiago campus, the Narvacan campus considered as the Provincial Institute of Fisheries, and the Sta. Maria Campus wherein the Provincial Institute of Agriculture is also instituted. The latter serves as the main campus and the seat of the Central Administration.
The series of metamorphosis which the College went through has brought impetus and challenges to continually develop and improve its programs and services. In its quest for excellence through the years, elevation of the people and the development of the service area have become the overriding concerns that served as the guiding principles in its operation.

The College library provides information and ideas that are fundamental to functioning successfully in today’s information and knowledge-based society. The College library equips students with life-long learning skills and develops the imagination, enabling them to live as responsible citizens.
The ISPSC Institute of Technology-library aims to support the learning of the students and acts as a support and inspiration to the teaching of the faculty.

Mission
The College Library exist to support the philosophy, vision and mission of the Ilocos Sur Polytechnic State College and the goals and objectives of the different Colleges, providing excellent library services on behalf of Instruction, research, extension, production and other scholarly activity. To this end the library works closely with the faculty , staff and student of the college to achieve its goal and objectives, specified below.
Goal
Provide the best possible access to relevant information within a suitable environment. In pursuit of this goal, development effort revolve on two major thrusts: 1) development of the library collection focusing on subject areas which support new academic program and new areas or research, and 2) computerization of library resource and services for faster access to the Library's holdings.
Objectives
* Develop and maintain appropriate collections of print, non-print, and electronic resources in support of ongoing College functions;
* Provide instruction in library and information literacy skills aimed at facilitating research and developing an individual's ability to select, evaluate and use information resources;
* Use technology to improve the delivery of programs, services and resources.
* Promote library and information services and resources to faculty, students and staff;
* Develop and provide facilities that promote effective study and research; ensure appropriate storage, maintenance and preservation of information resources; enhance staff productivity and collaboration; and serve as a community gathering place for the exchange of ideas;
* Cooperate with other libraries, museums and historical societies in the province, region, and nation in increasing the availability of resource materials.
* Encourage the habit of reading and the use of libraries in order to develop students' potential for self-education and intellectual development for lifelong education;
* Administer ongoing analysis, planning and assessment to ensure effectiveness stewardship of library resources and enhance Library's ability to meet its mission and goals.
