Welcome! I'm an Associate Professor of Public Policy at the Frank Batten School of Leadership and Public Policy at the University of Virginia. I also have courtesy appointments in UVA's School of Education and Human Development and UVA's Department of Politics. My pronouns are he/him.

I study political participation, democratic accountability, political representation, discrimination, and education policy. My work has been published in the American Political Science Review [6x], the Proceedings of the National Academy of Sciences [3x], the American Journal of Political Science, the Journal of Politics [2x], Science Advances [2x], Nature Human Behavior [2x], and other outlets in political science, public policy/administration, sociology, education, and economics. My research has been supported by two large grants from the National Science Foundation [1] [2]. My book--Making Young Voters: Converting Civic Attitudes into Civic Action--was published in 2020 by Cambridge University Press; it explores why youth voter turnout is so low in the United States and outlines ways to help solve this problem.

I have served as an expert witness on voting rights cases in Michigan, Montana, North Carolina, Texas, and Virginia
