This is a Pixlr tutorial on basic resizing, cropping and saving an image. To do so, he follows the following steps. Open an image from your computer, or the web. Use the Image size tool to set the height or width to one of the desired dimensions. Make sure to keep the maintain constrain button clicked so the image is not distorted. Adjust the viewing percentage to see image adequately. Then use the marquee tool to draw a box around the desired portion of the image. Watch the height and width in the Navigator window. Set it to the desired value. You can then move the box around to adjust the portion of the image selected. Then use edit > cut, open a new file, of the desired size, and finally paste the cut image into the new file. Then save the new file, adjusting quality as desired.

He shows how to use image size tool to resize entire image. He then backs up and shows how to use free transform to use handles to resize the image. He also shows how to use the crop tool to select a portion of the image, and select it, and remove the selected portion from the rest of the image keeping the original resolution. Then I can save the image and adjust the quality to get a desired file size.

She opens the background image, and selects the portion she wants using the free transform tool. She then opens an image to use as the overlay. She removes the background from that picture using a combination of magic wand tool, the marquee tool, and the eraser to remove the area around the desired portion. She then opens a new file, places the new background and the new overlay image in it, and positions the overlay with the move tool. She saves the image at a desired quality to the desired destination folder. Below is an image that I created using similar techniques.
