Course Description
This course provided the details of healthcare information technology standards and interoperability. The evolution of technology in healthcare, along with the impact on clinical information systems, were studied. The challenges of integrating disparate departmental focused systems to bring value to health professionals, organizations, and consumers was presented and reviewed. Particular attention was paid to the different levels of integration and interoperability and how they challenge the effective use of information systems in healthcare today. The value proposition of standards was presented. The course reviewed health information models and looked at the IHE Initiative, HL7, DICOM, OMG, JSON, XML and other standards. Effectiveness of established standards and the promise of evolving standards was stidied. The course also covered multi-institutional issues and telemedicine, e-commerce, and Health Insurance Portability and Accountability Act (HIPAA) standards compliance.

The Healthcare Information Technology Standards Panel (HITSP) is a cooperative partnership between the public and private sectors. The Panel was formed for the purpose of harmonizing and integrating standards that will meet clinical and business needs for sharing information among organizations and systems.
Federal Health IT Programs
The ONCHIT power point was done in April of 2008 and is a report on the then Office of the National Coordinator for Health Information Technology in the department of Health and Human Services. It illustrates where ONCHIT fit into the HHS structure and how funds are allocated from the American Health Information Community. Today ONCHIT is known as ONC which is simply the Office of the National Coordinator. The Syndromic Biosurveillance power point presentation details ‘the systematic process of data collection and analysis for the purposes of detecting and characterizing outbreaks of disease in humans and animals in a timely manner, which is Syndromic Biosurveillance. Interoperability and data standards are explored in the data collection process. The "HHS_chart.pdf" is the Organizational Chart of the US Department of Health and Human Services. Page 2 contains the Organizational chart of the Office of the National Coordinator.
Main Take-A-Way
Reform of the American health care system will begin with the free exchange of electronic health care information. This exchange will only be enabled through data standards that allow the transparent flow of medical information between programs and organizations. This must be accomplished by the establishment of comprehensive universal standards. Phase 1 of the meaningful use rules is an attempt to accomplish this standardization.
