Course Description
In this course,covered the entire lifecycle of acquiring information technology and medical informatics products and services, from concept exploration through contract execution. Our learning topics will included: organizational relations and accountability between the informatics/IT department, legal department, and finance department; concept exploration which precedes technology acquisition; buy vs. build options assessments; sole source vs. open procurements models; requests for information (RFI); requests for proposals (RFP); vendor evaluation and selection criteria; the role of standards in acquisitions; principles of effective and ethical negotiations; performance based incentive contracts; cost reimbursement contracts; fixed price contracts; delivery order contracts; time and materials contracts; support contracts; initial procurement contracts; generally accepted Best Practices in contract terms and conditions; creating , Blue Ribbon Vendor lists for streamlining acquisition processes, quality assurance terms and conditions, the role of software and system safety assurance in contract terms, the principles of accurate estimation techniques to ensure on-schedule and on-budget contracting, proactive risk management and its role in acquisition contracts’ terms and conditions, the vital role of metrics in negotiating, and preparing accurate RFPs, contracts, and service level guarantees, management and protection of intellectual property rights, shared liability for product failures and errors, joint product development contracts, how to select vendors and employ contract vehicles to avoid litigation, and service level agreements after the initial procurement. the course also covered the most common varieties of software licensing models for server-based applications, client-based applications, and client-server combinations. The course will also covered cost analysis and acquisition justification; capital vs. operational budgeting; leasing strategies, and Application Service Provider (ASP) strategies.
Med Inf 404 and 408 are complimentary and are combined for this discussion.

The goals for the courses are to:
Acquire a working knowledge of the options to consider before engaging in the acquisition of major information technology products or services.
Develop an understanding of the various contract types that can be executed and when best to apply them.
Enable students to formally evaluate and assess the options at their disposal for acquiring information technology products and services.
Equip students with the skills to negotiate fair, ethical contracts which beneficially serve the missions of all parties involved.
Prepare students with the core knowledge and critical thinking skills which can enable creative, incentive-based acquisitions and contracts.

The Bumrungrad Hospital presentation highlights a hospital in Bangkok Thailand that offers some of the best medical care in the world. The hospital uses several health-care IT products that run in the Microsoft Windows environment, including software that automates patient record keeping, billing, regulatory compliance, and clinical workflows. The software is designed to run atop Windows Server 2003 and SQL Server 2005. The software was developed by Global Care Solutions (GCS), a Bangkok-based developer of computer software. Microsoft acquired the rights to the software and some employees from GCS in 2007.
