An Introduction to Aid, Politics and Taxation in Developing Countries from an Accountability Perspective

と題し、途上国のガバナンス分野に関して、「アカウンタビリティ」をキーワードに、援助とドナーの役割や途上国の国内政治（主にタンザニアの事例）、途上国の税制などについて、講師の現場でのご体験をもとに、粒良麻知子氏にご講演頂きます。

尚、今回の講演は英語にて行われます。ただし、司会および質疑応答については日本語にて進行いたします。事前知識は必要ございませんので、ご関心のある方はどなた様でもご参加頂けます。

■内容：

Accountability is one of the core aspects of governance in developing countries. By focusing on the concept of democratic accountability, this seminar is aimed at giving an opportunity to the participants to (re)think about political dimensions of aid and development. The seminar will give an overview of the concept of accountability in democratic systems, and examine development aid, electoral politics and taxation in developing countries from an accountability

perspective.

Some of the key questions covered in the seminar are:

• • What is accountability in democratic systems? Why does accountability matter to governance and development?

  • What kinds of influence do foreign aid have on the accountability mechanisms in developing countries?

  • What is the nature of the accountability relationships between politicians (e.g. members of parliament) and citizens in developing countries?

  • How does taxation potentially affect accountability?

The seminar will draw largely on the examples of Tanzania, where the speaker’s work experience and research have been focused. Yet, general ideas will also be presented so that the participants could reflect on whether and how they can be applied to the countries of their

interests.

粒良麻知子氏(Institute of Development StudiesのPhDに在籍）

■講師略歴：

慶應義塾大学法学部政治学科卒業。米国ジョージワシントン大学国際開発学修士号取得後、国連開発計画（UNDP）資金・戦略的パートナーシップ局プログラムアソシエイト、在タンザニア日本大使館経済協力班専門調査員を経て、2008-09年サセックス大学開発学研究所（IDS）ガバナンスと開発学修士課程を修了し、2010年よりIDSの博士課程に在籍。関心分野はサハラ以南アフリカの開発と政治、現在タンザニアの国会議員と有権者の関係について研究中。
