Speaker Won Pat & Bill 90-31

Bill 90-31 was introduced by Speaker Judi Won Pat on 2/24/11. The bill requires the following:

Beginning July 1, 2011, each public agency shall post the minutes on its website within ten (10) days after the approval of the minutes by the public agency. The Legislature shall post all audio or video recordings of legislative public hearings, the committee of the whole and legislative sessions within four (4) days. Beginning July 1, 2011, the minutes of meetings open to the public posted on the public agency's website shall remain posted on the website for at least ninety (90) days after their initial posting. All audio or video recordings of legislative public hearings, the committee of the whole and legislative sessions shall be posted by on the Legislature's website shall remain posted on the website for at least one (1) year after their initial posting.

I found this legislation rather suspect since I had evidence that the Legislature under Speaker Won Pat was not in compliance with current law as per Section 1423(b) of the Organic Act which required the Legislature to keep a journal - a DAILY record of its activities - and which was required to be available for public inspection. Since Speaker Won Pat seemed to care less about current law. Following is a copy of our correspondence.
