November 26, 2010. Guam Legislature. Speaker Won Pat pounds her gavel and forces a discussion to move forward on Bill 54-30 "further substituted on the Floor" without a motion or vote to accept the substitute bill. Senator Calvo, the sponsor of the bill, had just arrived. which is why he asks twice if the bill has been accepted. The substitute bill eliminated all of the essential informational provisions of the bill. 

Upon review of the video of the session, we noticed that the Speaker deliberately forced the discussion without the required motion and vote to accept the substitute bill. We requested a copy of the legislative journal to confirm what we saw, since the journal is the official record. It took us over six months, several inquiries, an ignored FOIA request, media exposes, and a threatening letter to all the senators to acquire a copy of the journal.  The journal records a manufactured record to cover up Speaker Won Pat's deliberate attempt to ram the eviscerated version of Bill 54-30 through the legislature. The substitute bill promoted abortion, the opposite intent of the original bill, and had to be vetoed by the Governor. Here is the manufactured record.

Senator Calvo moved to accept Bill No. 54-30(COR), a (sic) substituted by the Committee on Economic Development, Health and Human Services, and Judiciary, and further substituted on the Floor. There was no objection and the motion was carried.
