Snowmobile safety class- We will have one class on Sunday Jan. 29 at the Lion’s building. We had lots of discussion about where we could do the driving course this winter. Right now, the thought is to try to do the driving portion in Rosie Park. If you have any idea of a better place, please let us know. We will just do one class that starts at 11am. Please email Paula Wagner to register at operationpaula@gmail.com. This is for kids ages 11-15 and they must do the online course prior to coming to class. If anyone can help, we would appreciate it. You don’t need to be a certified instructor to help, just stand by a sign and make sure they obey the sign. We will need help outside about 12:45 for about an hour or 2. The state law states: anyone who was born after Dec. 31, 1976, must have a certificate to drive a snowmobile in the state of MN, even if you have a driver’s license.
The December 7 meeting is our election of officers meeting. It would really be great to get some new blood on the team, especially anyone interested in being Treasurer.

*Minutes from Sept. 7, 2022 were reviewed and approved. Tony motioned, Steve 2nd, motion carried
*Treasurer report not available
*ATV safety class of Sept. 25 – 34 students. Since we started classes in 2007 we have helped 695 students get their ATV certificate. Thanks again to everyone who helped with the class. Discussion on possibly doing just one class time since we have lots of room in the Lion’s building. Susanne explained how they do the driving course in Rushford’s class so they don’t need as many volunteers outside. The instructors walk along with the ATV to guide them so they can get by with just a couple of volunteers on course 1 & 2 and 3 or 4 on course 3.
*Speaker system- tabled
*Trail Sign making Party- Thanks again to Ray & Dawn for making up some new signs. We are going to have a trail making sign party on Sat. Nov. 5 at Mark & Karla Thermos’ shed. *MN USA Fall Campout- no info
*Trail cleanup day- no date set yet, probably be early Dec., there are some areas that will definitely need to be worked on this year.
*Directors Insurance- that has been applied for. Our By-laws do not have a dissolution clause in, so we do need to add that in for the insurance to be accepted. The choices are to donate it to a non-profit organization or another grant-in-aid organization if needed. There was a discussion of the GIA portion going to another club such as Red Wing, and the regular funds to other clubs such as the Lion’s or Goodhue Historical Society. Please think this over so at the Nov. meeting we can write something up. And then it will need to come before the club members again at the Dec. meeting.
*MN USA Fall Workshop- this is Oct. 21-22 in Austin. If anyone would be willing to attend and bring back info to the club, the club will help pay. They did ask Derek Weckerling to speak about writing up grants since he has helped with some and been successful, however he is busy that weekend. But that means they are aware of what goes on in the clubs.
*The new Trespass fines will be going into effect soon, so hopefully that will help cut down on that problem.
*MN USA Raffle Calendar: If anyone is interested in ordering a calendar this year. Please let me know by Nov. 25. I will not be ordering any extra’s, just what I have been told someone wants. I will plan to have them by the Dec. 7th meeting, so you can have them by Christmas if ordering for a Christmas gift. They are still $20 per Calendar and have drawings everyday of the year. The smallest daily prize is $25, $50 on Sunday’s, and on holiday’s and other occasions it is $250, $300, and Jan. 1, 2022 it was $2500. And if you win your name stays in the pot for more drawings.
*MN USA is having their Veterans ride in Bemidji on Jan. 14, 2023. If you know of any veterans who would like to go on a guided ride, we hear that is a great outing to get them on. If they don’t have a sled or have never ridden before, there are sleds and clothing available for them.
*Club Christmas Party: The date this year will be Friday Dec. 9 at the Goodhue Lion’s club again. We will have social hour at 6:30 and eat at 7:30. The club will pay for all meals, but you will need to let us know ahead of time if you plan to eat so we know how many meals to order. We are hoping to have Delila cater again, but that is not definite yet. We will have more details at Nov. meeting. It will still be a BYOB. And any door prizes will be appreciated. Review of ATV ride and UTV raffle Aug. 2021- ATV ride – profit of $1,154.50, UTV raffle- profit of $7,834.88 (see attachment)
*Insurance Policy- we will fill out application for Directors & Officers Liability coverage. Underwriters are checking on ATV trail coverage.
*ATV Trails- Secura (insurance we carry now) does not cover ATV Trails. There was lots of discussion on attempting private ATV trails vs. working on Grant- in -Aid trails (which will take much longer to get established). The vision is a loop going from Hay Creek - Goodhue – Bellechester. Discussion on setting up a meal with landowners to discuss with everyone at once and have ATV MN and possibly DNR in attendance. Treyben and Paul will work on that.
*Landowner gifts- Paula will get the gift certificates to everyone to deliver to your landowners soon. Still checking to make sure there haven’t been any changes in landowners. The $30 gift certificates will be good at 1 of 4 business and will expire Dec. 31, 2022. We still want to have personal contact with the landowners to make sure they are happy with everything.
*Discussion on Vintage Ride and ideas to improve so we get more spectators: some ideas- get a bar license to sell beer that day, more advertising, give away less door prizes (there were 80 this year), have a card tournament- Huckley Buck or Euchre, or bean bag tournament.
*UTV Raffle and ride date set- Aug. 6, 2022. Ray motioned, Mark 2nd, motion carried.
*Sledding Party- need snow!
*Trail Maps- in all the map boxes
*Roller- Thanks to Dan, Ross, Ray, & Ryan Tipcke, Trent Stemmann, and Roger at Kehren Manufacturing, for getting the roller back up and running. Thanks to AG-Partners for use of pay loader to get it loaded on trailer to get out of the field.
We do rent it by the day if anyone is interested.
*Mikey Kehren Scholarship- We will donate $1000 from the ATV ride. The Scholarship will be given away May 4th. Ray made a motion, Mark 2nd, motion carried.
*Volksfest is weekend of June 10-12th. Parade is on Sunday June 12. We will have a unit in the parade. Anyone who would like to participate, please let us know.
*Groomer- Toby Curtis is willing to keep the groomer stored at his place for the summer- Thanks! There is some work to be done on the drag yet.
*ATV safety class- date set for May 1st at the Goodhue Lion’s. Ray 1st, Derek 2nd, motion carried. We will give out a couple of the flashlights and all the kids will get a pencil with our name on and a tattoo of our logo.
We will have 2 classes again. 1st class at 11am, register about 10:30. 2nd class at 1:30pm, register about 1pm. Class is for 10-15 year olds. Class is for Class 1 ATV’s only. Please email Paula Wagner at operationpaula@gmail.com to register your kids. We will need volunteers to help out during the class. We need assistance with registration starting about 10:15 am. Then we will need lots of volunteers to help outside with the driving portion. You do not need to be a certified instructor to help outside. We need someone standing at all signs to make sure the kids do the correct hand signals and obey the signs. For the morning session you should come about 12:30 to find out what to do. For the afternoon session 3:00-3:15pm would be great. It takes about 16 volunteers at each session outside to really make things go smoothly for everyone. It only takes about 1 hour outside at each session, if we have enough help.
*A thank you from Jerry Wallers family was read.
*A motion to adjourn meeting was made at 8:30, but Paula had lots of questions on trail landowners before everyone left. During that time there was discussion about an ATV trip this summer and also about a meal with tentative ATV trail landowners. Everyone left at 9pm.
Minutes respectively taken by,
Paula Wagner

*ATV safety Class- will be May 2 at the Goodhue Lions. Both of the classes are full. We will need lots of help that day. Registration for the 1st class starts at 10:30 so could use a couple people at that time, then outside they will need lots of help starting at 12:30 to set up the track and then help to stand at the signs and make sure the kids do the correct actions. You do not need to be a certified instructor to help with this. Then we will need help again outside about 3:30 or a bit earlier for the 2nd group. If someone has an ATV the kids could use during the class, that would be great also. There are quite a few that will need to use one and the DNR are not sure if they will be able to make it to the class at this time.
*Safety class policy change- Our policy has been that every family that is not a member gets a free year membership to our club one time. It was discussed at the meeting that all families that are not members will get a free family membership each time a child takes our class, in the hopes of getting the whole family more involved with the club and so kids learn more about club membership. This does not include the state association memberships of MN USA or ATV MN. Derek motioned, Paul 2nd, motion carried.

*There was a discussion on what was happening with the Goodhue Depot.
*Lion’s have agreed to only charge us the cost of cleaning the building when we have safety classes here.

Next meeting will be May 5, 7pm at Goodhue Lion’s building.
The Goodhue-Bellechester Rail Riders will be one of the sponsors on the Goodhue Lions club Community calendar this year. Derek would like to discuss with the Goodhue County Trail Association to see if all clubs would be willing to work on a system of how we can close our trails when the weather is not good for riding. *ATV Trails- Treyben Kehren, Paul Huneke, and Dan Tipcke have started to go out and talk to some of the landowners between Goodhue and Bellechester. They are discussing with them what we would like to do and getting the landowners' feedback of if they would be willing to let us put a trail in and where they would like it to be. They have some that are very willing, some need to discuss it more, and a couple didn’t think they would allow it. They will continue to talk to landowners to get their opinions. Then hopefully the next step would be to get them together along with ATVAM for more discussion. 1st they will be working out a plan from Goodhue to Bellechester. Then work on Goodhue to Haycreek and then HayCreek to Bellechester. Hopefully it will be ready by Nov. to start pushing for the funding. ATV AM and DNR have made Southeastern MN a priority for getting trails in place.

The Association is discussing possibly letting the clubs keep the sponsorship money this year, however it is not decided yet.
*Snowmobile trails: Kenyon club has been marking and grooming the last portion of the trail we setup by Hadar on the west side of highway 52 for the past couple of years and we have been paying them, so our groomer drivers do not have to cross Highway 52 with the groomer. Kenyon club has decided to give that portion of trail back to us. We will now need to take care of that again. Guy Whipple is willing to go mark that portion of the trail. It will be at the discretion of the groomer drivers if it is safe for them to cross Highway 52 when they are out grooming. An overpass will be put in that spot in a couple years, so it won’t be a safety issue then. Question was brought up if we owe Kenyon for grooming on west side of Highway 52 the 2019-2020 season. Paul will check into that.

ATV Safety class Sept. 20: Both classes are full and there are 39 kids on the waiting list. Due to Covid restrictions we will be doing the entire class outside. The 1st part of the class will be held in Rosie Park in Goodhue in the pavilion. The driving part will take place on the city lot where the depot is. We will have the parents come to the Depot 1st and then bring the kids over to the park. We will need as many volunteers as possible to help with the driving portion of the class. Volunteers for the driving portion in 1st class will be needed around 12:45 (or a bit earlier to find out what to do). Volunteers for the 2nd session of driving will be needed about 3:15. You do not have to be a certified instructor for this- we need people at all signs to make sure the kids are doing the signals.
At the last meeting we had a discussion of charging for putting on the classes. If we would ever start charging for us to do the class, per DNR, for ATV we could charge up to $10, for snowmobile we could charge up to $5. The money could then only be used for other safety classes i.e. TVs, Projector, training materials, etc.
One option brought up, is for our club to sponsor 1 or 2 kids that are taking our class to help someone in need (it costs $24.95 for each kid to take the online training and $10 for the certificate from the DNR, for snowmobile classes it is $5 for the certificate and $24.95 for the online training).
Another option that has been offered for a building for teaching classes (when we can have a full class inside again), is Fabtech in Bellechester (the garage across from the Legion).

ATV AM Legislative Summit: Treyben & Paul went up to the Summit on Jan. 11. The GBRR submitted three resolutions for discussion. At the annual summit, resolutions submitted from clubs around the state are prioritized for our lobbyist to work on for the year. These are not
Remove the Ag Zone restriction so ATVs can use road ditches across the entire state. Passed, but low priority. Lower ATV registration fees for members of clubs in order to increase club memberships. Passed but low priority $200,000 proposal for ATV state master plan. This to start with a map of trails/road/anything open to ATVs in the state today and then part two look into the gaps to finish out the master plan so that we are not a lop-sided ATV state. Will include what permits and use restriction there are for certain areas as well. Passed, high priority. ATVAM will work with a third-party engineering firm to start on the first part, inventorying what we currently have.
Remove low pressure wording from MN ATV Statute. Passed, high priority. DNR is already in agreeance and has put out a memo to all CO’s to not enforce effective immediately, even with the wording still in effect. If your tires push you outside the 62” width restriction though you will still get ticketed.
MN USA wants to increase the civil trespassing fee for first offence from $50 to $200. Passed, ATVAM will back MN USA. Allow youth ages 14-17 carry sibling passengers if they are with an adult on another machine. Discussion based off of large families not able to ride. Passed, medium priority.
ATVAM would like to add a question to the registration form in order to get information on ATV owners in the state for marketing and promotions. Default no, so you would have to select the box in order for them to get your info. Passed, medium priority.
Voyageur Trail system looking for $2 million to add 200+ miles of trail. Passed, $1 million match providing they can get $1 million balance from State funding.
Allow tracked ATV’s on trails. – Passed, low priority. Class 1 with tracks would be allowed on class 2 trails as it fits within weight and width restrictions of a class 2, but class 2 with tracks would still not be allowed. Would still not be allowed on snowmobile trails.
Revise statute 84.928 so that ATV’s can use state highways to access towns and businesses from the closest accessible trail connection or county, city, or township road. Passed, high priority. We submitted this request; issue exists across entire state. CO’s are not pushing issue up north, but everyone still agreed it needs to be resolved.
Revise statute 84.928 so that ATV’s can drive in the lane of traffic to be safer as well as providing a consistent driving approach for enforcement. We submitted this request but was tabled for next year. Good discussion on this issue and DNR started to become in agreeance after we discussed several safety concerns. Tabled mainly due to the fact no one wanted to push road riding updates as we may lose our gas tax funding, ~$2 million/year
Revise statute 169.045 so that ATVs can’t have separate permits and are instead covered under ATV registrations. We submitted this request but was tabled. DNR said that ATVs do have their own registrations and should be removed from this section in the statute as it is meant for golf carts and things without registrations. No one other than us in SE MN have even heard of this being an issue and thought it was absurd. DNR said that in order to update this statute further discussions need to be made with MNDOT and potentially some other parties before we propose it. Our lobbyist will work on starting these discussions this year.
THESE WERE ALL DISCUSSED AT SUMMIT AS TO WHAT NEEDS TO BE PUSHED THROUGH TO
LEGISLATION. IT IS NOT THINGS THAT HAVE ALREADY BEEN PASSED!
