The Holy Roman Empire
The Bible tells us quite clearly in Daniel 2 that there will be a revival of the Holy Roman Empire just before the second coming of Jesus Christ. Here is Pastor Irvin Baxter’s commentary on this amazing prophecy that we are seeing take place before our very eyes.
Nebuchadnezzar’s Dream

King Nebuchadnezzar, the ruler of the Babylonian Empire, had a dream that really bothered him one day, and he could not understand what it meant, nor could he fully remember what he dreamt. Being the most powerful man on the earth at the time, he had a large group of mystics, magicians, and spiritual people working for him simply to be of assistance to the king when needed. He gathered together the ones who were present, and he asked them to tell him the dream that he had and the interpretation of the dream. One wise man responded to Nebuchadnezzar that if he told him the dream, then he would give the proper interpretation of what it meant, but Nebuchadnezzar could not remember the dream. Each person tried to quickly put together a dream and forge an explanation. However, none of them could do it, and the king was infuriated. He ordered that all of his servants be put to death. What he did not realize was Daniel was not present at the palace when all of this took place. So, when the guards came to kill Daniel, he was quite surprised and asked why he was being put to death. He asked for some time to seek his God, for he knew the Lord, and had faith that He would reveal the dream and the interpretation to him. The time was granted to Daniel, and during the night, the mystery was revealed to him in a vision from God. Daniel 2:24-47:
“Therefore Daniel went in unto Arioch, whom the king had ordained to destroy the wise men of Babylon: he went and said thus unto him; Destroy not the wise men of Babylon: bring me in before the king, and I will shew unto the king the interpretation. Then Arioch brought in Daniel before the king in haste, and said thus unto him, I have found a man of the captives of Judah, that will make known unto the king the interpretation. The king answered and said to Daniel, whose name was Belteshazzar, Art thou able to make known unto me the dream which I have seen, and the interpretation thereof? Daniel answered in the presence of the king, and said, The secret which the king hath demanded cannot the wise men, the astrologers, the magicians, the soothsayers, shew unto the king; But there is a God in heaven that revealeth secrets, and maketh known to the king Nebuchadnezzar what shall be in the latter days. Thy dream, and the visions of thy head upon thy bed, are these; As for thee, O king, thy thoughts came into thy mind upon thy bed, what should come to pass hereafter: and he that revealeth secrets maketh known to thee what shall come to pass. But as for me, this secret is not revealed to me for any wisdom that I have more than any living, but for their sakes that shall make known the interpretation to the king, and that thou mightest know the thoughts of thy heart. Thou, O king, sawest, and behold a great image. This great image, whose brightness was excellent, stood before thee; and the form thereof was terrible. This image's head was of fine gold, his breast and his arms of silver, his belly and his thighs of brass, His legs of iron, his feet part of iron and part of clay. Thou sawest till that a stone was cut out without hands, which smote the image upon his feet that were of iron and clay, and brake them to pieces. Then was the iron, the clay, the brass, the silver, and the gold, broken to pieces together, and became like the chaff of the summer threshingfloors; and the wind carried them away, that no place was found for them: and the stone that smote the image became a great mountain, and filled the whole earth. This is the dream; and we will tell the interpretation thereof before the king. Thou, O king, art a king of kings: for the God of heaven hath given thee a kingdom, power, and strength, and glory. And wheresoever the children of men dwell, the beasts of the field and the fowls of the heaven hath he given into thine hand, and hath made thee ruler over them all. Thou art this head of gold. And after thee shall arise another kingdom inferior to thee, and another third kingdom of brass, which shall bear rule over all the earth. And the fourth kingdom shall be strong as iron: forasmuch as iron breaketh in pieces and subdueth all things: and as iron that breaketh all these, shall it break in pieces and bruise. And whereas thou sawest the feet and toes, part of potters' clay, and part of iron, the kingdom shall be divided; but there shall be in it of the strength of the iron, forasmuch as thou sawest the iron mixed with miry clay. And as the toes of the feet were part of iron, and part of clay, so the kingdom shall be partly strong, and partly broken. And whereas thou sawest iron mixed with miry clay, they shall mingle themselves with the seed of men: but they shall not cleave one to another, even as iron is not mixed with clay. And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever. Forasmuch as thou sawest that the stone was cut out of the mountain without hands, and that it brake in pieces the iron, the brass, the clay, the silver, and the gold; the great God hath made known to the king what shall come to pass hereafter: and the dream is certain, and the interpretation thereof sure. Then the king Nebuchadnezzar fell upon his face, and worshipped Daniel, and commanded that they should offer an oblation and sweet odours unto him. The king answered unto Daniel, and said, Of a truth it is, that your God is a God of gods, and a Lord of kings, and a revealer of secrets, seeing thou couldest reveal this secret.”
Notice there are five sections to the image: the head of gold; the arms and breast of silver, the belly and thighs of brass; the legs of iron; and the feet of iron mingled with clay. It tells us the five sections of the image symbolize five kingdoms that will rule and obtain world domination from the time of Daniel to the time of Christ’s return. In the prophecy, it was plainly stated that the head of gold represents Nebuchadnezzar’s and the kingdom of Babylon, which ruled until 539 B.C. After the kingdom of Babylon perished, the kingdom of Media Persia reigned from 539 B.C. to 197 B.C. This was inferior to Nebuchadnezzar’s empire, just as the Daniel said it would be. It is represented by the silver. Then, came the Grecian Empire, as Alexander the Great set out to conquer the world as Daniel specified. It lasted from 331 B.C. to 197 B.C. and is represented the belly and thighs of brass. After the Grecian Empire ceased, the Roman Empire came into existence, which is the legs of iron. Remember Daniel said, “forasmuch as iron breaketh in pieces and subdueth all things: and as iron that breaketh all these, shall it break in pieces and bruise.” This was certainly the most brutal and ruthless world empire ever in existence. This was the empire in existence at the time of Jesus Christ’s first coming, which explains why there were Roman soldiers present at the crucifixion of Jesus, and they beat and bruised him terribly along with countless others. The Roman Empire ruled from 197 B.C. until approximately 300 A.D. After the end of the Roman Empire, another empire was born called the Holy Roman Empire. Notice as you move from each section of the image, there is always a change of metal, until the last one. When you go from the legs of iron to the feet of iron mingled with clay, there is only a partial change. An element of the previous empire is preserved, and another element is added to it. The Holy Roman Empire was officially born in 800 A.D. when Pope Leo III placed the crown on the head of Charlemagne and crowned him emperor of the Holy Roman Empire. It is very important to understand the difference between the Roman Empire and the Holy Roman Empire. Many people teach that the image consisted of only four sections, rather than five. However, if you do not distinguish between the legs of iron and the feet of iron mingled with clay, you miss a huge part of the prophecy. At the birth of the Holy Roman Empire, the iron was mixed with the clay; the Roman Empire (the iron) merged with the Roman Catholic Church (the clay) to become more influential. It is quite amazing to note that the passage specifically makes reference to the ten toes of the image. Remember the ten-horned beast? The ten toes of this image represent the ten kings of a ten-nation federation that will exist just before the end of this age. This ten-nation union is represented by ten horns in many other prophecies. They are the ten kings that will unite from the Holy Roman Empire.
The Holy Roman Empire has always been a union between the reigning political forces of the day with the Roman Catholic Church. There have always been two rulers each time the Holy Roman Empire has been revived: a political leader and a spiritual leader. The political leader has always been from Europe, and the spiritual leader has always been the Pope. The book of Revelation tells us there will be two leaders during the Great Tribulation-a political leader and a spiritual leader. The political leader is known as the Antichrist; the spiritual leader is known as the False Prophet. Whoever is Pope when all of this culminates, will fulfill the role of the False Prophet. To most people, it will look like the kingdom of God has arrived on earth. The Pope will encourage the world to follow this political leader because he will appear to have brought about world unity and peace. The Bible says that all who have not been born again will follow these evil men who will come out of the Holy Roman Empire. It is rising back to power right now, but today it is simply under the name of the European Union.
President Bush… “IT SOUNDS LIKE THE ROMAN EMPIRE”

So, was President Bush right? Is the unification of Europe, which we are presently witnessing, the re-creation of the Roman Empire? The President’s statement is interesting because the Bible prophesies the rebirth of the Holy Roman Empire right before the Second Coming of Jesus. The
Holy Roman Empire is the Roman Empire in a modified form. There are two prophecies that foretell the re-emergence of the Holy Roman Empire. They are found in Daniel 2 and Revelation 17. Over the last 1,200 years, the Holy Roman Empire has always been led by two men, a political leader and a spiritual leader. This will be true of the last rise of the Holy Roman Empire. The Bible calls those two men the Antichrist and the False Prophet.
A United Europe
The January 3, 2004 edition of The Economist featured an article entitled, “The History of an Idea.” The article states, “Ever since the fall of Rome, a strain in European thought has longed for the re-creation of an over-arching political structure for Europe, and has used the Roman Empire as a model. In 800 AD, more than three centuries after the fall of the Roman Empire, Charlemagne, the king of the Franks, had himself crowned in Rome by the Pope. His new empire stretched from the Pyrenees to the Danube and from Hamburg to Sicily; and his imperial seal bore the words Renovatio Imperii Romani, ‘the Renewal of the Roman Empire.’” In making his remark, President Bush, knowingly or not, touched upon a crucial point: the drive for European unity has deep historical origins. They stretch back to the dissolution of the Roman Empire and the memory of the empire Charlemagne strove to renew. Napoleon tried to recreate it through his Legion of Honor in 1802, which was modeled after the Roman Legio Honoratorum. Hitler attempted to unify Europe. His loyalists gave the Roman salute. Their cry, “Heil Hitler!” was modeled after “Hail Caesar!” Even the Nazi’s SS division for French volunteers was called the “Charlemagne Division.” Whether in times of war or peace, the inspiration for European unification has always been attributed to Charlemagne. In May, ten new nations will join the European Union, bringing the total membership to 25 nations. This will swell the population of the EU to 450 million. The economies of these nations will merge, with most adopting a common currency—the euro, and all national borders will be abolished. Also scheduled for 2004 is the election of a European president, the formation of a European military and the adoption of a European constitution. We are witnessing nothing short of the creation of a superpower that could rival the United States for world leadership. The United States dominates the world today causing some to accuse the U.S. of being a revived Roman Empire. However, a true reincarnation of an ancient empire is being born in Europe.
When they cry ‘peace, peace’
Former attempts to recreate the Roman Empire had been made by military force. However, today the mission is nearly accomplished without a shot being fired. The ammunition of the architects of the new Europe has been words. The weapon—peace. The rationale in the drive for the unification of Europe has been to ensure that the continent, which gave us World War I and World War II, would never be the source of World War III. European leaders pointed out that the horrible wars of the 20th Century were ignited by national conflicts. They reasoned that if borders were eliminated and the nation-states of Europe were merged into a United States of Europe, the causes of war would be dissolved and Europe would live in peace. The Economist boldly claims: “The Romans and Charlemagne actually inspired the fathers of the EU, whose objectives were the exact opposite of war. Indeed, the founding treaty of their creation was signed in Rome, of course, in 1957.” Present European leaders hope to return to the Eternal City in 2004 to put their names to a new constitution. Should anyone be surprised that the expansion of the European club is being managed from the Charlemagne Building in Brussels?
The “Holy” Roman Empire
What is the distinction between the Roman Empire and the Holy Roman Empire? The Roman Empire was strictly political. But as in Nebuchadnezzar’s dream in Daniel 2, the last empire was made of iron mingled with clay—the Roman Empire joined with the Catholic Church. When Pope Leo III placed the crown on Charlemagne’s head in 800 AD, it became a union of church and state. The current challenge for the EU is to get a constitution adopted. Poland, one of the countries to become a member this year, torpedoed the process when it insisted on having the same number of votes in EU decision making as Germany and France. Germany’s population is twice the size of Poland’s, and she has a much larger economy. Therefore, Germany insists that the voting strength of each country be apportioned according to population. Poland continues to hold out for an equal voice. Poland is also insisting that the new European constitution include recognition of the Roman Catholic Church’s historic role in Europe. This should not surprise us since Poland is the homeland of Pope John Paul II. Many national leaders are resisting any mingling of politics and religion in the new constitution. Could Poland possibly compromise on the voting issue in exchange for official EU recognition of the Pope’s traditional role in the Holy Roman Empire?
World government: UN or EU?
Under the presidency of George W. Bush, the United Nations has been diminishing in influence. Some believe that the UN has been irreversibly damaged by the unilateral invasion of Iraq by the U.S. Robert Muller, former Assistant UN Secretary-General, known as the Prophet of the UN, told ENDTIME that if the United Nations does not succeed, then the focus should switch to Europe, because it already has the mechanisms for a world governmental system in place. Will Muller be proven right? Will the seat of global authority shift to the European Union? If American unilateralism continues in defiance of the United Nations, then the global planners may very well be tempted to move their headquarters to Geneva, where much of the structure of the United Nations is located, or Brussels, the seat of the EU. They may even be tempted to move their headquarters to the international city of the world, Jerusalem. That has been suggested since Jerusalem is the only city on earth that the UN has designated as an international city under UN administration. Even former Prime Minister Shimon Peres suggested last year that Jerusalem should become the capital of the world with the UN Secretary General as its mayor. The UN apparatus is probably too far advanced to be dissolved. A marriage between the UN and the EU appears to be a more likely scenario. Such a development may be the fulfillment of how the four separate powers of Daniel 7 merge into one global government depicted in Revelation 13. A large exhibition on the history of the idea of European Unity was staged last year at the German History Museum in Berlin. It emphasized the intellectual origins of the idea of European unity. Victor Hugo, the French 19th Century novelist, proclaimed in 1849, “A day will come when you, France, you, Russia, you, Italy, you Germany, you, all nations of the continent, without losing your distinctive qualities and glorious individuality, will be merged within a superior unit.” The exhibition closed with a quotation from Valerie Giscard d’Estang, chairman of the convention that drafted the disputed EU constitution: “Dream of Europe. Let us imagine a continent at peace, freed of its barriers and obstacles, where history and geography are finally reconciled.” The Economist summed it up this way: “If pressed, few of the architects of the modern Europe venture would deny that they hope that one day the EU will be a great power—a peaceable, liberal, law-based and generous great power, no doubt, but one capable of looking the United States or China in the eye. Mr. Bush caught an authentic whiff of this ambition when he teased Mr. Prodi about the new Roman Empire.” World leaders know we are seeing the rebirth of the Holy Roman Empire. We know it is prophesied in the Bible and that this will be the last world empire. It will give rise to the Antichrist and the False Prophet. The year 2004 is scheduled to be a crowning year in the drive toward European unity. But this empire will be short-lived and will culminate in the battle of Armageddon and the Second Coming of Jesus Christ.

“Coincidences” in the European Flag

December 8th is a very special day for Europe: in 1955, on that day, the European Ministers’ delegates officially adopted the European flag designed by Arsene Heitz, who today is an octogenarian artist in Strasbourg. Perhaps, not by coincidence, December 8th is the Feast of The Immaculate Conception of Mary ‘our co-redeemer.’ The decision was taken following the 1950 European Council’s (one of the predecessors of today’s European Union) convocation of a competition to design the flag of the newborn European Community. Among many other artists, Heitz presented several designs, and one was chosen: 12 stars on a blue background.
Its Catholic origins
The original idea for the blue European flag has a Roman Catholic origin. Paul G.M. Levi, professor at the Roman Catholic University of Leuven (Belgium) was a Jew but became a Roman Catholic. In 1949 he became director of the Cultural department of the Board of Europe. Six years later he came up (according to the leading German Newspaper Die Welt) with the concept of the European flag. Levi, fascinated by the holy virgin with the stars around her head, proposed to the Secretary General of Board of Europe, Earl Benvenuti, to choose the symbol of Mary. When the members of parliament agreed, Levi said: “How on earth is it possible? We just rediscovered the introit of the new Mass of Mary’s Assumption!” The European Union’s flag’s 12 stars were inspired by the halo of 12 stars that appear around the Madonna in Catholic pictures of her. A former secretary general of the Council of Europe, Leon Marchal, affirmed that the stars are those of “the woman of the Apocalypse.” Enthusiastically he explained, “It’s wonderful that we have gotten back to the Introit of the new Mass of the Assumption. It’s the corona stellarum duodecim (the crown of the twelve stars) of the woman of the Apocalypse.”
This is a reference to the woman in Revelation 12 who appears with a crown of 12 stars. The Catholic Church has always claimed that she represents the Virgin Mary, “the mother of God.”
The EU, which now has 15 member countries, has confirmed that the number of stars will always stay at 12, which indicates that the stars do not represent countries. I quote from a leaflet, “Building Europe Together,” which was given to visitors to EU headquarters in Brussels: “The European flag (is) a shared flag, blue with 12 gold stars symbolizing completeness. The number will remain 12 no matter how many countries there are in the European Union.”
Artist reveals Virgin Mary was inspiration for design
Recently Heitz revealed to a French magazine the reason for his inspiration. At that time he was reading the history of the Blessed Virgin’s apparitions in Paris’ Rue du Bac, known today as the Virgin of the Miraculous Medal. According to the artist, he thought of the 12 stars in a circle on a blue background, exactly the way it is represented in traditional iconography of this image of the Immaculate Conception. In the beginning, Heitz saw it as a flight of fancy, among the many
that run through an artist’s imagination; but the idea caught his attention, to the point that it became the subject of his meditation. According to Javier Paredes, Professor of Contemporary History at the University of Alcala in Spain, in statements sent to ZENIT [Vatican-based news agency], “Heitz listens to God in his interior; in other words, he prays with his heart and his head. He says he is profoundly religious and devoted to the Virgin, to whom he never misses
praying a daily Rosary, together with his wife. Because of this, he believes the inspiration came not only from his artistic talents, but from the silent voices that Heaven always speaks to men of good will, among whom Heitz can undoubtedly be numbered. He is an artist who, virtually at the end of his life and at the zenith of his career, can proclaim with the guarantee of authenticity that he recalls that moment, that he is interested in very few but very important things, that he regards himself as a man who loves the whole world, but especially the Blessed Virgin, who is our Mother.” Professor Paredes admits that “neither the stars nor the blue of the flag are particularly religious symbols, thus respecting the conscience of all Europeans, regardless of their beliefs.” Indeed, he recalls that “when Paul M.G. Levy, first director of the Press and Information Service of the European Council had to explain to the Members of the Economic Community the meaning of the design, he interpreted the number of 12 stars as a ‘figure of plentitude,’ given that in the 50s there were not 12 members in that Council, nor in the European Community.” “However, in Heitz’s soul the words of the Apocalypse were very present: ‘A great sign appeared in the Heavens: a Woman clothed with the sun and with the moon at her feet, and on her head a crown of twelve stars.’ And, perhaps without realizing it, the delegates of the European Ministers officially adopted the design proposed by Heitz on the feast of Our Lady: December 8, 1955,” explained Prof. Paredes. “That’s a lot of coincidences, so henceforth it should not be difficult for us to discover in the folds of the Europeans’ flag the smile and affection of Our Mother, the Queen of Europe, ready to lend a hand in that great challenge that St. Peter’s successor has proposed to us: to re-Christianize the Old Continent with the example of our lives and the testimony of our words.”
Pan-European movement
The Pan-European movement of Otto Habsburg wants a conservative and Roman Catholic Europe. In his book, The Social Order of Tomorrow, he writes: “Now we do possess a European symbol which belongs to all nations equally. This is the crown of the Holy Roman Empire, which embodies the tradition of Charlemagne, the ruler of a united occident... the Crown represents not merely the sovereignty of the monarch, but also the ties between authority and the people. True, it is the monarch who is crowned, but in this sacred act he appears as the representative of the whole people. It should therefore be considered whether the European head of state, as the protector of European law and justice, should not also become the guardian of a symbol which, more than any other, represents the sovereignty of the European community.” Dr. Habsburg wants to see Europe have an elected head of state — a man elected for life. This influence of both Charlemagne and the Habsburgs hangs heavily over the new federal Europe. The crown of Charlemagne, the first person to attempt to revive the Roman Empire in 800 AD, is an inspiration to those who promote the breaking down of nation states, and a Charlemagne prize has been established for those who work hardest for European unity. One who did was former President Clinton, who in June of 2000, was the first American president to receive the Charlemagne prize for his work in promoting European unity. He received the prize at the cathedral in Aachen, Germany, where the first Holy Roman Emperor lies buried. Clinton called for an enlargement of the EU to even take in Russia.

On September 2, 1958 Archbishop Montini of
Milan (the later Pope Pius XII) released on the
mountain Serenissima a 20-meter high statue
of Mary and called it “Our Beloved Lady, Ruler
of Europe.” Pope Pius XII called Mary “ Mother
of all Nations” and called on March 3, 1953
for a reunion of nations. Bishop Dr. Graber said
on September 9, 1978: “ I’ve asked for a Marian
European International…We pray and ask
in silence that the western world one day will
be as it was: an IMPERIUM MARIANUM.”

Far more unification has been taking place in Europe since the time these articles were written.
The European Union now consists of 27 nations. The Lisbon Treaty, which is the EU’s new Constitution, has been signed by all twenty-seven countries and is currently (January, 2009) in the process of ratification. If the Lisbon Treaty is ratified, the EU will gain much more power and will even elect its own President and Foreign Minister! Certain documents of the European Union are now required to be signed in a Roman Catholic Church. On the back of the one euro coin, there is a picture of none other than Charlemagne, the first political leader of the Holy Roman Empire. Why is he on the back of the euro? Rome still has much control in Europe. If a country wants to become a member of the EU, they have to go to Brussels, Belgium, the seat of the EU, and go to a place called "The Charlemagne Building." A very well known magazine in Europe called The Economist has a page called the “Charlemagne Page.” It is, of course, all about the fast unification of Europe, and it is published weekly. Every year a world leader, who has done the most to promote European unity, is awarded the “Charlemagne Prize.” Computer systems in Brussels now have the capability to manage all of the world's finances, and more government complexes have been built in Europe to house a large central government.
They know exactly what they’re doing in the EU. To the few power-hungry men on the inside of all of this, this is not a recent idea. The EU has been steadily gaining more and more power since its creation. They are reviving the Holy Roman Empire. There is no doubt about it.
This is extremely important to know this information in the times that we are living in right now. The Antichrist and the False Prophet will come out of the revived Holy Roman Empire, and we must be ready to stand our ground in the faith, and share this information with others. If you still have any doubt that the Roman Catholic Church is the Great Whore, now with this new information about the Holy Roman Empire, it should be even more evident. You can even compare the two passages. Revelation 17:16-17 fits perfectly with Daniel 2:42-44. Revelation 17:16-17: “The beast and the ten horns you saw will hate the prostitute. They will bring her to ruin and leave her naked; they will eat her flesh and burn her with fire. For God has put it into their hearts to accomplish his purpose by agreeing to give the beast their power to rule, until God’s words are fulfilled.” Daniel 2:42-44: “As the toes were partly iron and partly clay, so this kingdom will be partly strong and partly brittle. And just as you saw the iron mixed with baked clay, so the people will be a mixture and will not remain united, any more than iron mixes with clay. In the time of those kings, the God of heaven will set up a kingdom that will never be destroyed.” First, notice the underlined portions show that both of these scriptures are talking about the same exact time--just before God comes to set up His kingdom that will never pass away. Both passages also specify the ten-nation union that will occur through the use of the ten horns and the ten toes. Now, when the Holy Roman Empire was in power in the past, it did not take long before the politicians had great conflicts with the clergy of the Catholic Church. Politics and Religion often do not mix well. Amazingly, this is exactly what these passages both tell us, and this is exactly what has happened every time the Holy Roman Empire has been revived since 800 A.D.

“And just as you saw the iron mixed with baked clay, so the people will be a mixture and will not remain united, any more than iron mixes with clay” (Dan. 2:43).
The Catholic Church and the EU have already had their share of disputes, but they are both so set on gaining power, they’re still at this point, quite happy to make the coalition for as long as they can.
