This can be used to any other player with a hand. The player that used this can look at the target's hand.

Clarification
The source gets to look at the entire hand, but only once. After it is given back to the target, the source no longer has a right to see it. If there are any discards or draw, these will remain a secret.
A player cannot use Stargazing on themselves or someone without a hand.
