The display assembly on this machine was not working. Both the 2nd player, and 3rd player displays were dead, with nothing lit.
The 1st player, and 4th player displays were fine.
This confirmed two things.
1.) the high voltage provided to the display assembly was OK.
2.) A check of the schematics showed that between these two working displays, all of the rare onboard chips were fine, and here is why:

confirms U11 and U12 are OK

confirms U14 and U16 are OK
confirms U15 is OK
So, with the chips confirmed working, it was left to the individual diplay glasses were bad. Outgassing is a common problem with pinball displays.
The cost of an individual display for this game will average $50, and that would be using the same gas type as the original equipment. The life of a new display is not guaranteed for much, and the life remaining on the two remaining working displays in this machine was unknown.
In addition, the displays on the top row are 7-digit alpha-numeric, while the second row of displays use 7-digit numeric only. This limits what type of replacement displays are needed to repair the complete assembly.
So, I ordered a replacement model DIS200 display from Rottendog Amusements (http://www.rottendog.us/ and http://www.rottendog.us/DIS200.htm ), and installed it.
With the display system now working, I could proceed to use the menu driven diagnostics to work on the remainder of the game issues.
