The Momentum Index (AUTI) measures a notional premium (or deficit) of country momentum as an indicator of the residual vigour of social and political institutions (civilian autonomy).
AUTI represents a transposition of public integrity that is the confutation of entropic processes, and is estimated by the composite index formula as follows.
AUTI = {[(DIPP + (1-CPI)]/2} simplified,
AUTI = [ Autonomy of Civilians ] + [ Quality of Anti-Corruption Programs ]
AUTI is of an arithmetic mean equation-form designed to measure the statistical significance of intra-sample and inter-temporal changes in the qualitative country data sets.

AUTI thus derives a measure of residual autonomy, approximated by the country score for Political Participation Index (DIPP) and the international Corruption Perceptions Index (CPI). The latter is indicated by the term (1-eCPI) to denote the contraposition of the country CPI score, which itself is in contrariety.
